ORDINANCE NO. 587
AN ORDINANCE ESTABLISHING THE NATURAL RESOURCES COMMISSION
The City Council of the City of Andover, Minnesota, ordains:

2-4-1: COMMISSION ESTABLISHED: There is hereby created the
Natural Resources Commission (NRC).
2-4-2: COMPOSITION; APPOINTMENT; TERMS OF OFFICE: The
Natural Resources Commission shall consist of seven (7) members who are
residents of the City. They shall be appointed by the City Council by a majority
vote and shall be appointed for three (3) year staggered terms. Terms shall
expire on January 1. Original and successive appointees shall hold their offices
until their successors are appointed.
2-4-3: OFFICERS: The Chairperson and Vice Chairperson of NRC are
appointed by the Commission from among the members of the Commission,
subject to approval by the City Council, for one (1) term.
2-4-4: REMOVAL FROM OFFICE; VACANCIES: A member may be
removed at any time by a majority vote of the City Council. Vacancies during a
term shall be filled by the City Council for the unexpired portion of the term.
2-4-5: ABSENCES: Three (3) consecutive absences of a member from
duly called Commission meetings shall constitute an automatic resignation from
office. A leave of absence for medical reasons in excess of two (2) consecutive
meetings may be granted at the discretion of the chairperson for up to three (3)
months, inclusive of consecutive time away from duties, at which time the leave
shall be reviewed, and the member may be discharged.
2-4-6: MEETINGS; PROCEDURES; RECORDS: The NRC shall hold at
least one meeting each month at a time regularly established and approved by
the City Council and may add additional special meetings if necessary to conduct
its business. The Commission shall adopt rules for the transaction of business
and shall keep a record of its resolutions and transactions.
Engineering and/or Planning staff shall attend meetings of the NRC in an
advisory capacity at the request of the Chairperson.
2-4-7: POWERS AND DUTIES: The NRC shall serve in an advisory
capacity to the City Council and shall:
A. Advise on matters, policies, and initiatives pertaining to the City's Nature
Preserves, natural resources, sustainability, and ecological restoration.
B. Assist in the development and periodic review of management plans for
city-owned natural areas, including invasive species control and
reforestation efforts.
C. Promote environmental stewardship through educational programs and
digital outreach.
D. Submit an annual report to the City Council summarizing the
Commission's activities, accomplishments, and goals for the coming year.
2-4-8: COMPENSATION: All members shall serve with compensation as
established by City Council resolution.
2-4-9: QUORUM: To be official, a meeting shall have a quorum present in
accordance with Roberts Rules of Order.
All other Titles, Chapters, and Sections of the City Code shall remain as written and
adopted by the Andover City Council.

AN AMENDMENT TO CITY CODE TITLE 2: BOARDS AND COMMISSIONS
STATUTORY AUTHORIZATION AND POLICY
Statutory Authorization
This amendment is adopted pursuant to the authorization and policies contained in Minnesota
Statutes 412.
Policy
The purpose of this Ordinance is to formalize the advisory boards and commissions structure as
directed by the City Council. The Ordinance amends City Code Title 2 by adding Chapter 4, which
establishes the Natural Resources Commission(NRC).
GENERAL PROVISIONS AND DEFINITIONS
Jurisdiction
The provisions of this ordinance shall apply to the City of Andover.
Enforcement
The City Administrator or designee shall have the authority to enforce the provisions of this
ordinance.
Interpretation
Interpretation of the provisions of this ordinance shall be held to be the minimum requirements and
shall be liberally construed in favor of the governing body.
A full printed copy of this ordinance is available for inspection by any person during regular hours
of the City Clerk.
