HomeMy WebLinkAboutFebruary 5, 2026 PARK AND RECREATION COMMISSION MEETING – FEBRUARY 5, 2026 MINUTES The Regular Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on February 5, 2026, 6:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Commissioners Emily Honer, Bruckner Johnson, Kristin Lackie, Jim Lindahl, and Liza Shafto. Commissioners Absent: None. Also Present: Parks & Streets Operations Manager Jason Baumunk OATH OF OFFICE/NEWLY APPOINTED COMMISSIONERS. The Oath of Office was administered to Commissioners Shane Stenzel and Jim Lindahl by Jason Baumunk. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR 2026. Commissioner Stenzel nominated Bruckner Johnson as Chair, seconded by Commissioner Lackie, for the 2026 Park & Recreation Commission. Motion carried on a 6-aye, 0-nays vote. Commissioner Stenzel nominated Jim Lindahl as Vice Chair, seconded by Commissioner Honer, for the 2026 Park & Recreation Commission. Motion carried on a 6-ayes, 0-nays vote. RESIDENT FORUM. No one appeared to address the Commission. APPROVAL OF MINUTES. November 20, 2025 Park & Recreation Commission Regular Meeting Andover Park & Recreation Commission Meeting Minutes – February 5, 2026 Page 2 Motion by Commissioner Stenzel, seconded by Commissioner Shafto, to approve the November 20, 2025, Park & Recreation Commission Regular Meeting Minutes as presented. Motion carried on a 6-ayes, 0-nays. AGENDA APPROVAL. Motion by Commissioner Shafto, seconded by Commissioner Lindahl, to approve the agenda for the February 5, 2026, Park & Recreation Commission Regular Meeting as presented. Motion carried on a 6-ayes, 0-nays. TH PARK DEDICATION IMPROVEMENT FUND 4 QUARTER REPORT th The 4 Quarter 2025 Financial Report for the Park Improvement Fund was provided for Commission review. Also included were the Project Commitment Listing Report, Balance Sheet, and Revenue and Expenditure Reports as of December 31, 2025. ANOKA COUNTY SHERIFF’S OFFICE 4TH QUARTER REPORT. th The 4 Quarter Anoka County Sheriff’s Report was provided for Commission consideration. OUTSTANDING ITEMS. Mr. Baumunk reviewed the Outstanding Items as of 1/28/2026. On-Going Projects th  Outdoor rinks opened on December 12, except Hawkridge, which opened on December 19. They have been well used and well maintained. We have had a few closure days for both warm and cold weather. Nordeen’s Park has limited use.  Tree Lighting Event – The event went great with good attendance.  Fox Meadows Park Cell Tower – Staff have been working on the location and terms of the agreement and presented them to the applicant. We were informed that the project is on hold for now. UPDATES ON 2026 PARK CIP PROJECTS  Playground Replacements – the equipment for the two 2026 replacements, ASN and Creekview Crossings, has been delivered.  Skatepark Upgrades – Staff will be bringing this project to City Council to order the project so we can advertise an RFP (Request for Proposal) to hire a company to do the design-build of the project.  Trail Replacement Kelsey Round Lake Park – Project has been awarded an MN DNR Grant, and staff is waiting for final approval so we can begin the design. If grant approval continues to be delayed, the project may have to be constructed in 2027 and be completed before the grant deadline of June 30, 2027. Andover Park & Recreation Commission Meeting Minutes – February 5, 2026 Page 3  Bench Additions – Tom Anderson Trail – No update. Staff is evaluating upgrading the old wooden benches around the city with rubber coated expanded steel ones. There are approximately 65 to replace. Staff is working on a systematic plan and cost estimate.  Sunshine Parking Lot Lighting – No update.  Hawkridge Park Parking Lot Paving – No update.  Oakview Park Irrigation – No update. OTHER ITEMS OF INTEREST  New Trail Segment Along Coon Creek – The bridge has been ordered. Design of the trail is near completion. DNR was requiring a No Rise analysis for the floodplain. CCWD helped determine we did not need the No Rise sanalysis. A bid date will be set once we get permit approval from all agencies.  New Trail Addition – Crosstown Blvd from Xeon to Prairie Rd – Plans have been submitted to BNSF for the pedestrian crossing of the railroad tracks, and comments have been returned. Staff is currently addressing the BNSF comments and has worked with property owners to acquire the necessary easements. The latest update is that the wayside horns either need to be moved or the trail redesigned around their current location. Moving them would require a full replacement, which is an expensive option. Update – The earliest construction is expected to be in 2027. Construction plans will be completed by early summer. The city will then apply for a grant, and if awarded, the project will be constructed in 2027. If the grant is not received, the City Council will have to evaluate whether they want to move forward with the trail construction. ADJOURNMENT.
