HomeMy WebLinkAboutFebruary 5, 2026 Workshop PARK AND RECREATION COMMISSION MEETING – FEBRUARY 5, 2026 MINUTES The Workshop Meeting of the Andover Park and Recreation Commission was called to order by Chair Johnson on February 5, 2026, at 6:15 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Commissioners Emily Honer, Bruckner Johnson, Kristin Lackie, Jim Lindahl, and Liza Shafto. Commissioners Absent: None. Also Present: Parks & Streets Operations Manager Jason Baumunk DISCUSS OBJECTIVES FOR 2026. Mr. Baumunk reviewed, looking ahead to 2026, there are several objectives to accomplish. Staff would like to introduce several of the large items to start the discussion with the Commission.  2027-2031 Parks Capital Improvement Plan – These discussions will start at the next meeting. The Commission will need to review the updated Future Facilities Chart provided at that meeting and make recommendations on the 2027-2031 CIP. The goal will be to have a draft ready to be presented to the City Council at the June th 24 Joint Meeting. Kelsey Round Lake Park Master Plan additions were a large discussion over the last couple of years. This will be a goal to finalize some of these items for 2027 and beyond.  Park Dedication Study – Rural Reserve – The Rural Reserve is a section of roughly 800 acres in the center of the City. If the City extends the MUSA pursuant to the Rural Reserve Area, additional facilities and land will be needed to accommodate the projected future population. Rural Reserve Area is not included in the park dedication study and will stand on its own when the Rural Reserve Area is ready for development. Currently, there is a purchase agreement for 804 acres in the Rural Reserve, and discussions are ongoing with the City Council on the development proposal and the AUAR (Alternative Urban Areawide Review). Due to this, a park dedication study for this area will need to be completed to determine park-related Workshop Andover Park & Recreation Commission Meeting Minutes – February 5, 2026 Page 2 needs for facilities, space, and trails soon. Mr. Baumunk briefly described the Park Dedication Study Process.  Master Plan Updates – Pine Hills North Master Plan (2018) and Kelsey Round Lake Master Plan (2016) should be looked at and updated.  Items the Commission may want to Address – Are there additional items that the Park & Recreation Commission wants to address or focus on for 2026? Mr. Baumunk reviewed that it is the goal of staff to provide the supporting materials and information needed to the Park & Recreation Commission so that informed decisions can be made for the future of the park system. Staff will utilize public, athletic association, industry professionals, maintenance staff, and administrative staff input while providing information to the Commission to help support the process. The Commission is requested to discuss the items and provide feedback and directions to staff. Additions to the objectives list provided by the Commission include: Diversifying larger parks such as Fox Meadows. Public Works relocation and possible park in the current location. $3M and how it should be spent. Changing how park dedication dollars are allocated. Trails. DISCUSS ZONE A PARKS. Mr. Baumunk reviewed that the Park & Recreation Commission is requested to discuss the parks in Zone A and evaluate each park and its features within the park. This starts the preliminary work for the upcoming Park Dedication Study and Park and Open Space Comprehensive Plan update. The parks within Zone A (13 parks) will be reviewed. Subsequent Zones will be reviewed at future meetings. Parks should be evaluated for existing and future needs. The classification systems for local and regional facilities, as identified by the Metropolitan Council 2040 Regional Parks Policy plan, were provided for Mini Parks, Neighborhood Parks, Linear Parks, Special Use Parks, Undeveloped Parks, Community Playfields, Regional Parks, Trails, Open Space, and Scenic Parks. The Park & Recreation Commission is requested to review the existing and future facilities for Zone A and begin discussion on any changes from the 2021 study. Mr. Baumunk reviewed the Existing and Future Facilities List in detail. Area A's existing subtotal is $3,123,024.49, and Area A Future Equipment Subtotal is $2,812,950.00. Curbs around parking lots could be removed. Additions to the list would be paving the gravel parking lots. The suggestion was for a BMX trail to be added. There was a discussion about adding pickleball courts. The Master Plan will need to be updated along with the Park Dedication. The remaining zones will be presented at one upcoming meeting. ADJOURNMENT. Motion by Commissioner Stenzel, seconded by Commissioner Lindberg, to adjourn the meeting at 7:30 p.m. Motion carried on a 6-ayes, 0-nays.
