PARK AND RECREATION COMMISSION MEETING – MARCH 5, 2026
MINUTES
The Workshop Meeting of the Andover Park and Recreation Commission was called to
order by Chair Johnson on March 5, 2026, at 6:00 p.m., at the Andover City Hall, 1885
Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chair Bruckner Johnson, Commissioners Emily Honer,
Kristin Lackie, Jim Lindahl, Liza Shafto, and Shane
Stenzel.
Commissioners Absent: None.
Also Present: Parks & Streets Operations Manager Jason Baumunk.
DISCUSS FUTURE COMMUNITY PLAYFIELD AND NEIGHBORHOOD PARK –
PARK DEDICATION STUDY
Mr. Baumunk noted that the Park & Recreation Commission has been requested to review
the Community Playfield and Neighborhood Park, previously identified as Future Facilities
in the 2021 Park Dedication Studies.
Previous studies identified the need for an additional Neighborhood Park and a Community
Playfield (similar in scope to Sunshine Park). As part of the 2026 Park Dedication Study
update, the existing park system was analyzed by service area per 1,000 residents and
compared with the National Recreation and Park Association (NRPA) Agency
Performance Review.
The 2026 Andover Park Dedication Study Excerpt (DRAFT) was provided for
Commission review.
The park improvements that could be included in the future neighborhood park were
provided for a future Neighborhood Park – Area to be in Section 13, 23, or 24. This park
would be like Shadowbrook.
Mr. Baumunk reviewed the park chart in detail and, based on population, determined how
many parks should be within the City. Commissioner Stenzel noted that NRPA is at the
national average. The data should be taken with a grain of salt. Mr. Baumunk displayed the

2021 study. Mr. Baumunk compared Andover to 5 other comparable cities within
Minnesota.
Commissioner Stenzel asked how much FTE it would take to maintain a park such as
Shadowbrook, and Mr. Baumunk stated 1 full-time employee. Additional employees
would be needed for the new parks. Staff is not hearing any demand from the athletic
groups.
Commissioner Lindahl suggested getting enrollment numbers from the athletic
associations and the high school.
The suggestion was made to remove the new parks from the plan. The City Council will
determine if a new park is needed in a new development or if cash instead of land is taken.
Scenic parks are not included in the total acreage.
There was a discussion about the economic development authority-owned land. Mr.
Baumunk indicated a number of parks on a map for the Commission. A discussion was
held about Commercial properties being developed in the City.
There was a discussion about the adequate number of fields available for use by groups.
Mr. Baumunk stated there is a small park that was never dedicated. This was brought to
the Council’s attention, and the staff is going through the process to get this designated as
a dedicated park.
DISCUSS FUTURE FACILITIES CHART REVISIONS.
Mr. Baumunk reviewed that the Park & Recreation Commission is requested to review the
Future Facilities listed for each park and evaluate whether any revisions are necessary. The
total for all 4 zones is $13,900.00 for future facilities. Everything must be included on this
list for park dedication funds to be used. There was a discussion about the use of park
dedication funds. Mr. Baumunk will research further.
The consensus was to update the list of small shelters to medium shelters. The security
light at Timber Trails was discussed, and the decision was to remove it from the list.
The Master Plan for Kelsey Round Lake will be revised. An enclosure with porta-potties
was suggested for Kelsey Round Lake. There was pilon damage, and the cost to repair is
$26,000. There have been discussions with the insurance carrier about possible coverage.
If Pickleball is added to the CIP, it should be added to the Future Facilities List. The City
Campus Master Plan has Purple Park going away. Commissioners should contact Mr.
Baumunk if they have any additions to the list.

The skateboard park expansion will not be happening in 2026. $250,000 is for the
expansion of what is already there.
There was a discussion about dugout upgrades being the responsibility of the associations
to pay for.
ADJOURNMENT.
Motion by Commissioner Lindahl, seconded by Commissioner Stenzel, to adjourn the
meeting at 7:45 p.m. Motion carried on a 6-ayes, 0-nays.
