HomeMy WebLinkAboutJanuary 20, 2026 ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING – JANUARY 20, 2026 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Jamie Barthel, January 20, 2026, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Rick Engelhardt, Scott Schue, Jonathan Shafto, and Greg Mueller Commissioners Absent: Karen Godfrey and Kari Kafer Also present: EDA Executive Director, Sarah Cotton Community Development Director, Joe Janish Director of Public Works/City Engineer, Dave Berkowitz APPROVAL OF MINUTES November 18, 2025, Regular Meeting: Correct as written. Motion by Shafto, Seconded by Mueller, to approve the minutes as written. Motion carried unanimously. ORGANIZATIONAL ITEMS President Barthel recommended appointing the following officers for 2026: President – Jamie Barthel Vice-President – Rick Engelhardt Secretary – Jonathan Shafto Treasurer – Greg Mueller Assistant Treasurer – Karen Godfrey Commissioner – Scott Schue Staff Executive Director – Sarah Cotton Recording Secretary – Michelle Hartner Staff Support – Joe Janish Motion by Schue, Seconded by Engelhardt, to appoint EDA Officers and Staff for 2026: President – Jamie Barthel, Vice President – Rick Engelhardt, Secretary – Jonathan Shafto, Andover Economic Development Authority Meeting Minutes – January 20, 2026 Page 2 Treasurer – Greg Mueller, Assistant Treasurer – Karen Godfrey, Commissioner - Scott Schue, Executive Director – Sarah Cotton, Recording Secretary – Michelle Hartner, Staff Support – Joe Janish. Motion carried unanimously. BUNKER LAKE REDEVELOPMENT AREA UPDATE Mr. Janish indicated at the January 6, 2026, Council meeting the City Council approved the quote for the demolition of two duplexes, 2461/2501 Bunker Lake Boulevard and 13718/13724 Xavis Street. The duplexes will be demolished by the end of this month. Mr. Janish stated by next week, staff should receive demolition quotes for two 4-plexes, 2607 th Bunker Lake Boulevard and 2542 138 Avenue. The 4-plexes will be demolished by the end of February. Mr. Janish indicated staff has received clearance from the MPCA for the removal of all four buildings. REVIEW COMMERCIAL PROJECT ACTIVITY Mr. Janish updated on the following: Interest in Hughes Industrial Park – Staff continues to have occasional discussions with business owners in the area on expansion. However, they tend not to carry through on the expansion due to costs associated with sprinklers, septic systems, etc. Restaurants/Fast Food – The city continues to receive inquiries from companies interested in acquiring land for development in Andover. Chase Bank, 2184 Bunker Lake Boulevard – Chase Bank has received its CO, and an escrow was collected for items that were not completed on the exterior. JA Wedum/Crosstown Landing – Plumbing, HVAC, firestopping, framing, insulation and sprinkler inspections are happening daily in units. Brick installation is ongoing and siding has started on the independent living side. Boulder Prairie Estates – Preliminary plat has been approved by the City Council. Grading occurred, and construction will begin in the spring. Lakeview at Sloth Farm, 13624 Gladiola Street – Home(s) are under construction. Housing – 102 new home permits were issued in 2025. st Transform Church, 1657 161 Avenue – Footing inspections are occurring. Meadow Creek Church, 3061 Bunker Lake Boulevard – Under construction with walls going up. Andover Economic Development Authority Meeting Minutes – January 20, 2026 Page 3 Hartmans Meadows – Home(s) are under construction. th Fields of Winslow Cove – Lennar recently submitted the 5 Addition for staff review. Pizza Ranch, 13797 Jay Street – An escrow was provided for this addition. It is currently open. Rural Reserve/Fields of Andover Draft AUAR – Work continues on the AUAR. Overall Marketing – City staff continues to work with parties interested in investing in Andover and marketing all commercial sites. Staff continues to work with Anoka County Regional Economic Development (ACRED) on marketing of the community and Anoka County. OTHER BUSINESS Andover Home Improvement Grant Map – As requested by the EDA, Mr. Janish provided a map showing the properties that have received grant funds from the home improvement program. The map also shows building permits issued to properties within a half-mile radius of the properties that received grant funds. It is difficult to determine if the home improvement program generated other properties to make improvements. ADJOURNMENT Motion by Schue, Seconded by Engelhardt to adjourn.
