PLANNING AND ZONING COMMISSION REGULAR MEETING – FEBRUARY 24,
2026
The Regular Meeting of the Andover Planning and Zoning Commission was called to
order by Chairperson Loehlein on February 24, 2026, at 7:00 p.m., at the Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners present: Chairperson Nick Loehlein, Scott Hudson, Chuck Naughton,
Jonathan Weinhold, Nicole Wicklund, and Ryan Winge.
Commissioners absent: Commissioner Roger Grout.
Also present: City Planner Peter Hellegers and Associate Planner Aidan
Breen.
CALL TO ORDER
PLEDGE OF ALLEGIANCE
OATH OF OFFICE
Chairperson Loehlein administered the Oath of Office to Commissioners Jonathan
Weinhold, Nicole Wicklund, and Ryan Winge. The term for all three Commissioners will
end on January 1, 2029.
APPROVAL OF MINUTES
Motion. The Chair assumed a motion to approve the January 27, 2026, Regular Meeting
Minutes as presented. The Motion passed on unanimous consent, with Commissioner
Wicklund voting present.
ELECTION OF CHAIRPERSON & VICE CHAIRPERSON
The Commission is requested to nominate and appoint a Chairperson and Vice
Chairperson. Commissioner Loehlein is the current Chairperson, and Commissioner
Hudson is the current Vice Chairperson. The Chairperson and Vice Chairperson selected

this evening will begin those roles at the next regular meeting of the Planning
Commission.
Motion by Commissioner Hudson, seconded by Commissioner Weinhold, to nominate and
appoint Commissioner Loehlein as Chairperson for the Planning Commission for 2026.
Motion carried on a 6-aye vote.
Motion by Commissioner Winge, seconded by Commissioner Weinhold, to nominate and
appoint Commissioner Hudson as Vice Chairperson for the Planning Commission for
2026. Motion carried on a 6-aye vote.
OTHER BUSINESS
The next meeting will be on March 10, 2026, for the Planning and Zoning Commission.
The three items the Planning and Zoning Commission reviewed at its January 27, 2026,
Regular Meeting went before the City Council and were approved.
The North Suburban Home Show will be held on March 7.
ADJOURNMENT
Chair Loehlein adjourned the meeting at 7:15 p.m.
