HomeMy WebLinkAbout2026-02-17 CC REGULAR ANDOVER CITY COUNCIL MEETING – FEBRUARY 17, 2026 MINUTES The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor Barthel, February 17, 2026, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto Councilmember absent: None Also present: City Administrator, Sarah Cotton Director of Public Works/City Engineer, David Berkowitz Natural Resources Technician, Kameron Kytonen City Attorney, Scott Baumgartner Others PLEDGE OF ALLEGIANCE RESIDENT FORUM Dan Anderson, a Board Member with the Crooked Lake Area Association, came forward and provided information on water quality, aquatic invasive species, and events. He thanked the City for its contributions towards aquatic invasive species removal costs. MEET THE DEPUTIES Commander Brent Erickson provided information on the service that Andover contracts for with the Sheriff’s Department. Chief Deputy Bill Jacobson commented the City and the Sheriff’s Department have worked successfully together for over five decades and thanked the City and its residents for the support the Deputies feel when working in the community. He stated there is an impasse with the City of Anoka on the new jail, and that project has proceeded to civil litigation. Councilmember Schue asked the number of Deputies who are Andover residents and how many choose to work in Andover because they enjoy working in the community. Chief Deputy Jacobson replied that he can follow up with that information. The Deputies who serve Andover introduced themselves. Regular Andover City Council Meeting Minutes – February 17, 2026 Page 2 Mayor Barthel spoke on behalf of the Council and expressed gratitude for the service the Sheriff’s Office provides, recognizing that they are a valuable part of the community. AGENDA APPROVAL Motion by Shafto, Seconded by Schue, to approve the Agenda as presented. Motion carried unanimously. APPROVAL OF MINUTES January 17, 2026, Workshop: Correct as written. February 2, 2026, Regular Meeting: Correct as written. Motion by Engelhardt, Seconded by Godfrey, to approve the January 27, 2026, Workshop and February 2, 2026, Regular meeting minutes as presented. Motion carried unanimously. 1. CONSENT ITEMS A. Approve Payment of Claims B. Approve Agreement with AE2S to Provide Consulting Services to Update the Risk and Resilience Assessment (RRA) and Emergency Response Plan (ERP) for the City’s Municipal Water System C. Approve Resolution Authorizing Application to the MNDNR for Funding/Dalske Woodlands Boardwalk (R022-26) D. Approve Resolution Accepting Contribution from Andover Football Association (R023- 26) E. Approve Change Order #3/23-18, Nightingale Street NW & Crosstown Boulevard NW Roundabout (R024-26) F. Approve Plans and Specifications/Order Advertisement for Bids/25-39B/Red Oaks Monitoring Area/Public Improvements (R025-26) G. Approve January 2026 City Investment Report H. Approve Budget Adjustment I. Approve Use Vehicle Sales License Motion by Schue, Seconded by Engelhardt, to approve the Consent Agenda as read. Motion carried unanimously. 2. DISCUSSION ITEMS A. ANOKA COUNTY SHERIFF’S OFFICE MONTHLY REPORT Commander Brent Erickson provided a monthly report for January 2026, highlighting arrests and significant incidents that occurred during the month. Regular Andover City Council Meeting Minutes – February 17, 2026 Page 3 Councilmember Shafto recognized a trend in decreasing traffic stops and arrests and asked for more information. Commander Erickson confirmed there was a trend in 2025, which continued into January and provided information on different factors that contribute towards that trend, including the cold weather. B. ANDOVER FIRE DEPARTMENT MONTHLY REPORT Fire Chief Dennis Jones provided an update on the activities of the Fire Department for the month of January and compared those numbers to the previous year. C. NPDES (NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM) PRESENTATION AND PUBLIC MEETING/26-1 The City Council is requested to hold a public meeting to review the City’s status of compliance with the program and receive feedback. Natural Resources Technician Kytonen reviewed the MS4 Permit information with the Council. Councilmember Schue asked if notification for this meeting had been sent to residents. Mr. Kytonen stated the meeting is advertised in the newsletter and through the Anoka County Union. Motion by Engelhardt, Seconded by Schue, to open the public hearing at 7:45 p.m. Motion carried unanimously. No comments. Motion by Shafto, Seconded by Engelhardt, to close the public hearing at 7:45 p.m. Motion carried unanimously. 3. STAFF ITEMS A. ADMINISTRATOR’S REPORT City Staff updated the Council on the administration and city department activities, legislative updates, updates on development/CIP projects, and meeting reminders/community events. (Administrative Staff Report) City Administrator Cotton noted a Council workshop will be held th on Thursday, February 17, to discuss the AUAR, and she provided an overview of the agenda. She noted members of the public are invited to attend, but public comment will not be accepted during that workshop. (Public Works/Engineering Department Report) Director of Public Works/City Engineer Berkowitz provided construction updates. He reported the outdoor ice rinks are now closed for the season, noting the City had a successful season for outdoor skating this year.
