ANDOVER CITY COUNCIL SPECIAL MEETING – FEBRUARY 17, 2026
MINUTES
The Special Meeting of the Andover City Council was called to order by Mayor Barthel, February
17, 2026, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None
Also present: City Administrator, Sarah Cotton
INTERVIEW THE CANDIDATE
Brian Loch – Economic Development Authority (EDA)
Mayor Barthel welcomed the candidate. He explained that as of a week ago, there is now an
opening for the Park and Recreation Commission as well. Mayor Barthel asked Mr. Loch if he
would be interested in that Commission as well. Mr. Loch indicated he is only interested in the
EDA. Mayor Barthel asked what interested them in applying to serve on the Economic
Development Authority.
Brian Loch introduced himself and answered questions of the Council related to his interest in
serving on the EDA.
Zach Juntunen – Economic Development Authority (EDA)
Mayor Barthel welcomed the candidate. He explained that as of a week ago, there is now an
opening for the Park and Recreation Commission as well. Mayor Barthel asked Mr. Juntunen if
he would be interested in that Commission as well. Mr. Juntunen indicated he would need to check
if the Park and Recreation Commission meeting days and time would fit into his schedule. Mayor
Barthel asked what interested them in applying to serve on the Economic Development Authority.
Zach Juntunen introduced himself and answered questions of the Council related to his interest in
serving on the EDA.
The City Council discussed applicants for City Commissions.

Motion by Schue, Seconded by Godfrey to appoint Brian Loch to the Economic Development
Authority and to offer the Park and Recreation Commission position to Zach Juntunen. Motion
carried unanimously.
ADJOURNMENT
Mayor Barthel adjourned the meeting at 6:41 p.m.
