Re: Storm Drainage Improvements *87-3B & *88-1
Dear Residents:
The development in the area along Crosstown:Boulevard and the
improvements to Crosstown Boulevard made it nec~~sary to
construct a storm drainage system to manage the storm water
runoff.
The properties whose surface water runoff drains to this storm
drainage system are proposed to be assessed for its benefit.
Your property is wholly or partially within the area of benefit.
The public hearing is scheduled for the purpose of discussing
these storm drainage improvements.

'\~ Re: Accident coverage for members of boards and commissions
~EarlY in 1989, LMCIT announced the availability of an
~ Early this year, LMCIT announced the availability of a accident
~ coverage for elected officials. In response to inquiries from a
~ 'number of cities, program guidelines have now been amended so
\ 7 that members of other city boards, commissions, and committees
~~ ~ are now eligible for coverage. Also, the enrollment period has
\i ~ now been reopened through August 1.

~ This accident coverage is provided by CIGNA, and was intended as
\ a lower-cost alternative to workers compensation coverage for
elected officials. By statute, elected officials and officers
appointed for a fixed term of office are covered by workers
compensation only if the city has passed an ordinance or
resolution to that effect.
The accident coverage applies while the individual is traveling
to or from a committee meeting, or while conducting other '
official committee business on behalf of and at the request of
the committee. The coverage provides a provides a $100,000
death benefit and a $400/week short-term benefit for total
disability.
While this accident policy was developed as a lower-cost
alternative to providing workers compensation coverage, it is
important to understand that the benefits are not equivalent to
those of workers compensation. Some of the most important
differences are it does not include medical, rehabilitation, or
retraining benefits~ disability and death benefits are according
to a fixed schedule. rather than being based on the individual's
actual earnings~ disability benefits are paid only for total
disability, and for a maximum of 26 weeks~ and the accident
policy disability benefits may be taxable income to the
individual.

The city may provide coverage for any city boards, commissions,
or committees it designates. However, all members of the
respective board or commission must be covered~ that is, the
coverage cannot be offered on an individual choice basis.

enrol~ now, coverage will run from August 1 through February 1;
for a pro-rated premium of $7.44 per person.

Our records indicate that your water/sewer account is currently

City Ordinance provides for certification to the County Auditor,
for collection with taxes of unpaid water and sewer utility
bills. To avoid this amount, plus 23% added interest and
administrative charges, from being certified to the county, your
payment must be received at City Hall prior to 4:30 p.m. on
September 29, 1989.
Delinquent water/sewer bills will be discussed and approved for
certification at the October 3, 1989 City Council meeting.

REQUEST
The Andover City Council is requested to review and certify the
attached list of delinquent utility bills. Please note that the
list will continually be updated as payments are received. You
will be advised of the changes at the meeting.
BACKGROUND
On September 20, 1989 the attached letter was sent to all accounts
with water and sewer balances delinqu~nt from the April billing.
This cutoff point allowed the City to give two notices to
residents. One notice was the July billing which showed a
delinquent balance. The second notice was the letter.
Approximately 150 letters were sent, with two being returned as
undeliverable(due to the house being vacant). The addresses of

REQUEST
The Andover City Council is asked to review the request of Gregg
Kroll to allow for the expansion of a non-conforming home. The
applicant has added a deck to the rear of the home that sits 72
feet from the center of Crosstown Boulevard or 12 feet from the
new right-of-way line.
The deck sits approximately 40 feet from the eventual right-of-way
for Crosstown Boulevard. A ten (10) foot setback variance for the
deck is also required.
APPLICABLE ORDINANCES
Ordinance 8, Section 4.03 (B) states that no structural alteration
shall be made to a non-conforming building.
Ordinance 8, Sections 4.15 and 6.02, establishes setback
requirements along County Roads. Along County roads without total
right-of-way taken, the setback is 110 feet in R-1 districts.
Along County roads where total right-of-way has been taken, a ,50
foot setback is required.
PLANNING REVIEW
The applicant has began construction of a deck onto the rear of
the home. Both the deck and the home lie within the 50 foot
setback along Crosstown Boulevard. During construction the
applicant was informed that a building permit and a variance were
needed. Two major issues should be addressed:

Non-Conformity
As the home is a non-conforming structure, any structural
alteration would require a variance to section 4.03 (B), including
the addition of a deck. The City has allowed the addition onto a
non-conforming structure if it found that it met the criteria of
Ordinance 8, Section 5.03.
Deck Setback
The home sits 12 feet form the right-of-way and the deck sits
approximately 40 feet from the eventual right-of-way for Crosstown
Boulevard. The City has also granted variances for additions that
do not increase the intensity of the setback violation.
Ordinance #8 allows the City to grant a variance to the
requirements of the zoning Ordinance if the strict interpretation
of the Ordinance will cause undue hardship to the property owner.
The Planning and Zoning Commission should review the request using
the following criteria:
1. Does the strict interpretation of the Ordinance cause
practical difficulties and/or unnecessary hardships to the
property owners?
First, as the property is substanda%d in size, any expansion,
including a deck would not be allowed without a variance. Since,
the deck is mostly completed, requiring the applicant to remove
the deck could be considered unreasonable.
The City has, in the past, considered the mere substandard size of
the property a hardship to the property owner. with that line of
thinking, the City has granted similar requests. Thomas McCabe
was granted a variance to add a porch onto the front of a non-
conforming home. The final setback was only 31 feet.
2. Is the hardship caused by the unique physical features of the
land, including shape or condition of the parcel?
The parcel consists of roughly 2.0 acres and was divided prior to
the Township establishing zoning controls in 1971. The parcel
also included property to the center of the old Crosstown
Boulevard.
The property is only 140 feet deep slightly less than required by
Ordinance 8.
This criteria is met by the proposal.

3. Will the variance be detrimental to the public welfare?
The deck has been added to the rear of the home, nearly hidden
from view and would not hinder scenic views, reduce property
values nor would it create problems with the future expansion of
Crosstown Boulevard.
Since the deck was added to the rear, the proposal does not
increase the intensity of the non-conformity of the home. If the
deck were added to the front, one could argue that it would create
problems for the expansion of Crosstown Boulevard.
4. Is the variance necessary to allow the property owner the
reasonable use of the property?
Since the applicant wishes to continue to improve the property
with both exterior and interior improvements, I believe that
reasonable use of the property would be precluded if a variance is
denied. While the home is non-conforming, the use is allowed
within the zoning district. See the enclosed Attorney's opinion.
COMMISSION OPTIONS
A. The Andover City Council may approve the variance requested by
Gregg Kroll to allow for the expansion of a non-conforming
home and for a ten (10) foot setback variance to allow the
construction of a deck onto his home on property described as:

The Council finds that the proposal meets the mInImum criteria
established in Ordinance 8, Section 5.04 including: the strict
interpretation of the ordinance causes the hardship, the
hardship stems from the unique shape, topography or physical
features of the land, the variance will not be detrimental to
the public welfare and the variance is necessary for the
reasonable use of the property.

reviewed the request and expressed concern over similar variances
that the City has recently denied. The Commission asked that the
uniqueness of the request and hardship of the request be reviewed
by the City Attorney. The Attorney's opinion is included in the
packet.
At their September 26, 1989 meeting, the Commission recommended
approval of the request based on the staff review and
recommendation of the City Attorney.

This property became non-conforming not as a result of the
action of the property owner but through the acquisition of
additional right-of-way by the County of Anoka. It would seem
to me that if the acquisition by political subdivision of
right-of-way whioh makes a home non-conforming would result 1n
that individual not being allo~ed to expand the home that the
., tegulation may be sUbject to ohallenge that: it oonstitutes a
taking of property for which the City may have to pay
compensation. ' .
This home was entirely conforming at the time it was constructed
and, but for the actions of the County, it: would have every
right to expand in the fashion that is oontemplated. Aocord-
ingly I believe the granting of the variance would be permitted
under the standards and oriteria set out by state statute and
should be consideted by the Planning and Zoning Commission and
the City Counoil.

DECK AND GAZEBO ON A NON-CONFORMING PROPERTY AT 14933 NW
CROSSTOWN BOULEVARD
WHEREAS, Gregg Kroll has requested a variance to Sections
4.05 (B), 4.15 and 6.12 of Ordinance 8 to allow for the construction
of a deck and gazebo on a non-conforming property, and
WHEREAS, the Andover Planning and Zoning Commission reviewed
the request and at their September 12 and 26, 1989 meetings and no
public opposition was heard, and
WHEREAS, the hardship is created by the strict
interpretation of the zoning ordinance and not by the actions of the
property owner, and
WHEREAS, the hardship is based on the unique physical
features of the property in that the parcel has a narrow shape and
addi tional right-of way for Crosstown, Boulevard was taken by Anoka
County, and
WHEREAS, the variance would not be detrimental to the
general welfare of the community.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Andover approves the variance request of Gregg Kroll for a
variance to Sections 4.05 (B), 4.15 and 6.02 of Ordinance 8 to allow
for the construction of a deck and gazebo on a non-conforming
parcel.
Adopted by the City Council of the City of Andover this 3rd day of
October, 1989.

The Planning Commission at their regular meeting on September 12,
1989, considered the request of Gaughan Companies to erect a
Residential Identification Sign at the property so noted. After
review and consideration it is the recommendation of the
Commission that a Special Use Permit be granted pursuant to
Ordinance No.8, Sections 3.02, 7.03 and 8.07(D)(2)e with the
following conditions:
1. That the Special Use Permit be reviewed on an annual basis;
2. That an Agreement be entered into between the Developer and
the City outlining:
a. The maintenance details for such sign
b. That if the development is not at 95% capacity at the end
of two (2) years, that the developer may request an
extension of time in regard to the removal of said sign.
It should be noted that this is not a permanent monument sign,
but rather an Identification Sign and as such, has a two (2) year
limit on it pursuant to the Ordinance.
Upon receipt of approval by the City Council, the developer will
complete the sign permit application and remit the appropriate
fees therefor prior to the erection of this sign.

Jay Blake presented request to commission as follows: Residential Sign - Request
is to locate a Residential Identification Sign at the northwest corner of the
intersection of Andover Boulevard and Hanson Boulevard. Pursuant to Ordinance #8,
Dection 8.07, (e) (1), said sign is a permitted use as long as the sign area
does not exceed 32 square feet. Said sign is a multi-faced sign with 32 square
feet on each side. Section (B) (3) provides that multi-faced signs may be
permitted, with the maximum square footage on each side. Multi-faced signs
shall not exceed 2 times the area of single-faced signs. ,It also provides that
signs on vacant lots shall be permitted in accordance with these regulations.
Pursuant to Ordinance #8, Section 8.07 (D) (2)e, "a real estate sign for a
.' residential project of five acres or more may be allowed by Special Use Permit
provided:

written agreement between the developer and the City will need to be drafted

of 2 years, an extension would have to be requested from the City.
City staff recommends that this request be forwarded to the City Council for
approval and that an agreement be drafted as required.
Permanent Monument - This request is to locate an Area Identification Sign
(monument sign) at 14471 NW Bluebird Street. Section 3.02 of Ordinance #8
defines an Area Identification sign as a "free-standing sign which identifies the
name of a neighborhood, a residential subdivision, a multiple residential complex
consisting of 3 or more structures....or any combination of the above, could be
termed an area."
Pursuant to Section 8.07(0) (@)(h), an area identification sign may be allowed
provided:
1. The area for development is larger than 5 acres;
2. There shall be only 1 sign per development;
3. The maximum square footage of the sign is 24 square feet in area;
4. The sign is located 10 feet from any property line.
This same section of the Ordinance gives you the criteria to consider for this
request. Items a-b do not apply, as this is not an advertising sign. The request
meets items c and d.
The recommendation of the staff is that this request be forwarded on the the
City Council for approval.
Leslie O'Brien was present at meeting to represent Gaughan Companies and answer
questions.
Mr. Ferris asked if the area identification sign to be located on Bluebird Street
will be a permanent monument. Ms. O'Brien asnwered it is intended to be permanent.
Gretchen Sabel questioned the durability of proposed mock lanterns. Sabel asked
who would be responsible for maintenance. Blake replied that procedure is to
have a maintenance agreement between city and developer.
Don Spotts asked what material will be used for the temporary sign. Leslie O'Brien
answered that MBO board will be used.
Wayne vis tad made a MOTION that the Andover Planning and Zoning Commission recommend

Shannon Roeger Special Use Permit, 14288 Round Lake Blvd.
The Andover Planning and Zoning commission was asked to review the Special Use
Permit application for a Rule 8 emergency shelter home for adolescent boys at
14288 NW Round Lake Boulevard.
Staff reviewed the request and recommends that the proposal be defined as a rest
home. Ordinance 8 defines a rest home as a private home for the care of children
or the aged or infirm or place of rest for those suffering bodily disorders. Such
a home does not contain equipment for surgical care or provide for the treatment
of disease or injury, nor does it include maternity care or care for mental
illness or infirmities.
Ordinance 8, Section 7.03 allows rest homes in residential districts by Special
Use Permit.
The home, currently owned by Grace and Alvin Fitzpatrick, has been used as a
foster home for nearly four years. Earlier this year, the home was licensed for
up to 10 adolescent boys. The final number would be based on square footage of
'the living space of the home.

The shelter would serve adolescents that have been neglected, abused or abandoned
by providing a temporary place to stay. The residents might have committed a
status offense, such as, curfew violations or truancy offenses. The shelter would
serve primarily Anoka County but would accept boys from Anoka, Dakota, Carver,
Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington and Wright Counties.
A Rule 8 shelter is proposing to increase the current staffing level to staff
person per 5 boys. The average stay for boys ranges from 2-3 days up to 30 days.
The applicants have submitted a copy of their Anoka County funding proposal.
In that proposal, they outline the program objectives and organization/adminis-
tration policies. Proposal attached to original set of minutes.

The planning and Zoning Commission of the City of Andover will
hold a public hearing at 7:30 p.m., or as soon thereafter as can
be heard, on Tuesday, September 12, 1989 at the Andover City Hall,
1685 Crosstown Blvd. NW, Andover, MN to review the Special Use
Permit application of The Gaughen Companies to construct a
permanent monument sign on property described as: Lot 1, Block 1,

The city Council is requested to review and approve the
preliminary plat, grading and erosion control plan per Ordinances
8 and 10 as requested by Robert W. Wandersee, owner and developer
of the property.
The Andover Review Committee (ARC) has reviewed the preliminary
plat; grading and drainage plan. Their comments are as follows
per Ordinance 10.
General Comments
* The proposed preliminary plat is currently zoned R-4, Single
Family Urban, minimum lot size of 11,400 square feet.
* The proposed subdivision consists of 5 single family lots and 3
outlots.
* The developer has petitioned the City of Andover for
improvements to the property for municipal sanitary sewer, storm
sewer, watermain and streets.
The following comments are per the preliminary plat checklist
(Ordinance 10):

extension of Underclift Street.
9.02 STREET PLAN

a. The street right-of-way and typical section have been
shown properly.
b. The proposed extension of Underclift Street has been
shown to serve properties to the south for possible
future development.
c. No direct access from lots in Wandersee Addition will be
allowed onto 1~3rd Avenue NW. The only exception is Lot
3, Block 2 as the driveway access is already to Round
Lake Boulevard. (See letter from Anoka County Highway
Department).

9.03 STREETS
a. The proposed right-of-way of Underclift Street NW is
shown as 60 feet.
g. A temporary cul-de-sac will be constructed at the south
end of Underclift Street NW.

9.04 EASEMENTS
b. A drainage easement has been shown to follow the 100
year flood elevation of 879 which has been established
by Ken Gust.
9.06 LOTS
e. The developer is responsible to obtain all necessary
permits from the Watershed Organization, DNR, Corps of
Engineers and any other agency that may be interested in
the site.
9.07 PARKS, PLAYGROUNDS, OPEN SPACE
Park dedication as determined by Park and Recreation
Commission.
OTHER COMMENTS:
Andover Review Committee recommends approval of the preliminary
plat contingent upon the following:
1. Variance from Ordinance 8, Section 6.02 as the existing
structure located in Lot 3, Block 2 encroaches within the
40 foot setback area.
2. Variance from Ordinance 10, Section 9.02 C for Lot 3, Block
2 as this lot has direct driveway access to County Road 9.
If the structure is ever removed or destroyed it will be
required that the lot front onto the future 142nd Lane NW.
3. The ARC has reviewed the length of the cul-de-sac as this
will exceed the 500 foot maximum allowed by Ordinance 10,

NOTE: The Planning and zoning Commission has held a public
hearing regarding this plat and recommends approval on

The plans and specifications have been ordered by the City
Council on 9-19-89 only for sanitary sewer, storm sewer and
streets. At sometime in the future when watermain is
installed the developer will be required to pay for the
improvement.

1. Proposed name '9f subdivision. which name shall notduplicate or be alike in
pronunciation, to the name of any plat heretofore recorded in the County.
2. Location by section. township and range. or by other legal description.
3. Names and addresses of the owner and subdivider of the land. and the

1. Boundary line survey. including measured distances and angles. which shall

ways. showing type, width and condition of improvement. parks and other public
open spaces, permanent buildings and structures. easements and section and

proposed subdivision.
4. If the proposed subdivision is a re-arrangement of a re-plat of any former
plat. the lot and block arrangement of the original plat along with its
original name shall be indicated by dotted or dashed lines. Also. any
revised or vacated roadways of the original plat shall be so indicated.
5. Location and size of existing railroads, sewers, water mains, culverts, or
underground facilities within the tract and to a distance of 100 feet beyond
the tract including such data as grades, invert elevations and location of
catch basins, manholes and hydrants.
6. Boundary lines of adjoining platted or unplatted land within 100 feet of tract,
and the owners' names.

7. Complete topographic map with contour intervals not to exceed two feet, water
courses, marshes, rock outcrops and other significant features, all superimpose'

c. Design Features
1. Layout of proposed streets, showing right-of-way widths and proposed names
of streets. If the proposed streets is an extension of an existing named
street. that name shall be used. In all other cases. street names shall
be consistent'with the County and City street naming system.
2. Locations and widths of pedestrian ways and utility easements.
3. Layout. numbers and preliminary dimensions of lots and blocks indicating
minimum front and side street setback lines. Also areas intended to be
dedicated for public use. including t~eir size in acres.
4. Plans for water supply. sewage disposal, drainage system and flood control.
including size and gradient of proposed sewer lines and water mains.
PROCEDURE
PRE-APPLICATION REQUIREMENTS
Prior to the preparation of a preliminary plat. the subdividers or owners shall
meet with the Planning Commission and City Engineer to review all applicable
ordinances. regulations, and plans in the area to be subdivided. At this time,
or at subsequent informal meetings, the subdivider shall submit a general develop-
ment plan and drainage plan. The general development plan may be presented in a
simple form, but should include any zoning changes which would be required and
show that consideration has been given to the relationship of the proposed sub-
division to existing community facilities that would serve it to neighboring
subdivision and development. and to the topography or the site.
SUBDIVISION FILING REQUIREMENTS
After the pre-appl ication meeting. the subdivider shall file this appl ication
along with the following information:
1. 25 Copies of preliminary plat complete with data described in Section 8 of
the Subdivision Ordinance.
2. Complete and accurate list of all property owners and addresses of record
wit~in 350 feet of the exterior boundaries of the proposed plat.
3. Abstract of title, or registered property abstract. certified to date covering
the premises to be divided.
4. If the property is not zoned for the proposed use, a petition for rezoning to
the precise intended use shall be submitted to the Planning and Zoning
Commission. '
5. Cash filing fee of $40.00 and a cash fee of $7.50 per acre. Fees must be paid
before item will be placed on the Planning Commission agenda.
A public hearing at a Planning Commission meeting shall be arranged within thirty
days (30) of the date of application.
Public hearing notice published at least ten (10) days before the Planning Commissic
meeting at ~hich time the item will be heard. Notices sent to area residents withir
a radius of 350 feet of the subject property to notify of meeting date.
Review and report by the City Engineer forw~rded to the Planning Commission and

applicant one week prior to the hearing.
Preliminary Plat is placed on City Council agenda. Inform applicant of the City
Council action. If request is granted, provide applicant with a copy of the
resolution stating the conditions upon which approval is granted. If denied,

Regarding: Preliminary Plat of Wandersee Addition
Dear Jim:
We have reviewed the preliminary plat of Wandersee Addition
located on Round Lake Boulevard at 142nd Lane N.W.
Right-of-way is acceptable at 50 feet currently existing and
access for a future street through Outlot A, is also
acceptable. The right of access from Lot 3, Block 2, to the
county highway, should be dedicated to Anoka County with
provisions for the existing driveway to access the highway in
the northerly 30 feet of the lot. This driveway is
provisional until such time as anything occurs to cause
reconstruction or relocation of the garage. At that time, the
driveway to Round Lake Boulevard should be closed and a new
driveway constructed to Outlot A.

The Andover City Council is asked to review the enclosed
summary of ponding needs for the Andover Commercial Park and the
proposed Hidden Creek East 2nd Addition.
BACKGROUND
Earlier this year the City sold Lot 1, Block 3 to AgriChem Inc.
The building design and site plan call for drainage into the
ponding area on Outlot D. Also, the second addition of Hidden
Creek East needs ponding capacity (see the enclosed maps).
John Rodeberg has prepared a summary of the need and costs
associated with the project.
There are approximately $20,000 left in the construction funds for
the Commercial Park Project.

The City Council is requested to discuss Creek ridge Estates
regarding the grading and erosion control.
Attached are two letters that have been sent to residents in Block
2.
The first letter, dated July 12, 1989, was sent by the City to all
property owners in Block 2.
The second letter, dated September 15, 1989, was sent by the City
to 9 of the property owners that failed to provide erosion
control.
The City Council is requested to consider options to complete the
erosion control.
Options to consider:
1. Allow City staff to hire a landscaping company to complete
the erosion control and assess the costs back to property
owners.
2. Give an extension until October 13, 1989, then take action.
3. Do nothing.

Re: Grading of the Drainage Easement in Block 2 Creekridge
Estates
The City and the developer have contracted to have fill material
placed in the drainage easement in your backyards.
When this work is complete the developer and the City will have
graded the easement to the grades established in the grading plan
for the development. This grading work completes the Developer's
responsibility to the development plan.
The property owner is responsible to immediately establish
erosion control by sodding or seeding your property. The City
will not be responsible for erosion to your backyards.

REQUEST
The City Council is asked to discuss the possibility of converting
the warming house on the north end of City Hall to a storage room.
BACKGROUND
The additional office space created by the completion of Jim's
office and the secretary/recycling coordinator's area has helped
to alleviate some of the office space problems at City Hall.
However, the building was designed without adequate storage
facilities for a staff and community of this size.
The City is in need for a safe location to store old and historic
documents, as the vault is at capacity. The suggestion has been
made that the warming house would make an excellent storage room.
Anoka County has verified that the warming house could be
converted for this use, as it was not completed with CDBG funds.
Staff is requesting authorization to determine costs for the
completion of the storage room.

adjustment for Howard Koolick.
In the past, when we have filled positions, we have given a six
month pay adjustment provided the employee satisfactorily
completed his or her six month probation period.
When the City Council hired Howard, this was not discussed.

be increased by $2000 per year.

Andover Planning and Zoning Commission to fill the term vacated by

12/31/89. I would ask the City Council to also appoint Randal for
the next 3 year term.
BACKGROUND
Per Council direction, the Andover Planning and zoning Commission
interviewed candidates on September 19, 1989 for the position
vacated by Bill Bernard. The minutes for the interviews will be
included in your packet.
The motion was made by Ferris and seconded by spotts to recommend
Randal peek for membership on the Andover Planning and Zoning
Commission. The motion carried unanimously.

The City Council is requested to approve the expenditures of the
following items as requested by the Park and Recreation
Commission:
1. Andover City Hall Tennis Court. See attached proposal from
Blacktop Repair Service for $3760.
The tennis court is in need of repair. Cracks have formed
near the center of the court which is normal. Some settling
has occurred along the edge of the blacktop/fence area. If
you have not seen the court recently, I would recommend the
City Council do so. It is also in need of painting.
2. The installation of two (2) hockey rinks for a cost of
$14,000.
Frank Stone and Marc McMullen will discuss this item, along with
where the funds are coming from to pay for these items, with
Council at the meeting .

The City Council is requested to approve the resolution awarding
the bid for Project 88-16, 173rd Avenue.
The bids for the project were about 21% higher than the estimated
costs, plus the feasibility report assumed assessing the project
in 1989. The City Council decided not to assess until more was
known about the cost. See August 17, 1989 meeting.
Another factor for the Council to consider is: Lot1 and Lot 14,
Block 2 went tax forfeit on 9/25/89.
The Council should have received a letter from me that I mailed to
all the property owners on 173rd Avenue and Navajo Street.
Forest Lake Contracting is the low bidder.
I called and asked if there was any particular reason why the
costs were higher than what was estimated. They thought it was
just the size of the project. Forest Lake Contracting subs the
"blacktopping" to subcontractors.
They like to work in Andover in the fall because it is sandy
country and rain doesn't usually stop their operation for more
than while it is raining, if then.
