ANDOVER CITY COUNCIL SPECIAL MEETING – JANUARY 27, 2026
MINUTES
The Special Meeting of the Andover City Council was called to order by Mayor Barthel, January
27, 2026, 5:41 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
Minnesota.
Councilmembers present: Rick Engelhardt and Jonathan Shafto
Councilmember absent: Karen Godfrey and Scott Schue
Also present: City Administrator, Sarah Cotton
INTERVIEW THE CANDIDATE
Timothy Jacobson – Park & Recreation, Planning & Zoning, Nature Preserve Commissions, or
Economic Development Authority
Timothy Jacobson did not arrive for the interview.
The City Council discussed applicants for City Commissions.
Ms. Cotton noted at the City Council Workshop tonight there will be a discussion of the Nature
Preserve Commission moving forward and the transition of the members.
The City Council reached a consensus to appoint Jonathan Weinhold, Ryan Winge, and Nicole
Wicklund to the Planning and Zoning Commission, with Michael Schmitz as an alternate, to
appoint Margaret Miller and Brett Vagodzinski to the Nature Preserve Commission, to appoint
Jim Lindahl and Shane Stenzel to the Park and Recreation Commission, and to appoint Greg
Mueller to the Economic Development Authority. The Council will re-post for an open position
on the Economic Development Authority Commission.
ADJOURNMENT
Motion by Shafto, Seconded by Engelhardt to adjourn. Motion carried unanimously. The
meeting adjourned at 5:48 p.m.
