ANDOVER CITY COUNCIL SPECIAL MEETING – JANUARY 22, 2026
MINUTES
The Special Meeting of the Andover City Council was called to order by Mayor Barthel, January
22, 2026, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
Minnesota.
Councilmembers present: Rick Engelhardt and Jonathan Shafto
Councilmember absent: Karen Godfrey and Scott Schue
Also present: Human Resources Manager, Dana Makinen
INTERVIEW THE CANDIDATES
Brett Jagodzinski – Park & Recreation Commission or Nature Preserve Commission
Mayor Barthel welcomed the candidate and asked what interested them in applying to serve on the
Park Commission or Nature Preserve Commission.
Brett Jagodzinski introduced himself and answered questions of the Council related to his interest
in serving on the Park Commission or Nature Preserve Commission.
Dawn Robertson – Nature Preserve Commission
Dawn did not arrive for the interview.
Jim Lindahl (incumbent)– Park & Recreation Commission
Mayor Barthel welcomed the candidate and asked why they were inspired to reapply for the Park
Commission.
Jim Lindahl provided input on his experience serving on the Commission and answered additional
questions of the Council related to his interest in continuing to serve.
Nicole Wicklund – Park & Recreation, Planning & Zoning, or Nature Preserve Commission
Mayor Barthel welcomed the candidate and asked what interested them in applying to serve on the
Park Commission, Planning and Zoning Commission, or Nature Preserve Commission.

Nicole Wicklund introduced herself and answered questions of the Council related to her interest
in serving on the Park Commission, Planning and Zoning Commission, or Nature Preserve
Commission.
Shane Stenzel (incumbent) – Park & Recreation Commission
Mayor Barthel welcomed the candidate and asked why they were inspired to reapply for the Park
Commission.
Shane Stenzel provided input on his experience serving on the Commission and answered
additional questions of the Council related to his interest in continuing to serve.
Greg Muller (incumbent) – Economic Development Authority
Mayor Barthel welcomed the candidate and asked why they were inspired to reapply for the
Economic Development Authority.
Greg Muller provided input on his experience serving on the EDA and answered additional
questions of the Council related to his interest in continuing to serve.
ADJOURNMENT
The special meeting adjourned at 7:45 p.m.
