A RESOLUTION APPROVING THE ADOPTION OF A COMPREHENSIVE PLAN
AMENDMENT to update the Sewer Staging Plan Map for the property at 3155 Bunker Lake
Blvd NW and legally described as:
That part of the Southwest Quarter of the Northwest Quarter of Section 33, Township 32, Range
24, Anoka County, Minnesota described as follows: Beginning at the intersection of the north
line of the South 60.00 feet of said Southwest Quarter of the Northwest Quarter and the west line
of said Southwest Quarter of the Northwest Quarter; thence North 89 degrees 37 minutes 32
seconds East assumed bearing along said north line of the South 60.00 feet of the Southwest
Quarter of the Northwest Quarter a distance of 611.00 feet; thence North 00 degrees 22 minutes
28 seconds West a distance of 195.77 feet; thence North 37 degrees 28 minutes 54 seconds West
a distance of 74.18 feet; thence North 00 degrees 22 minutes 28 seconds West a distance of
35.10 feet; thence North 66 degrees 05 minutes 44 seconds West a distance of 18.40 feet; thence
South 89 degrees 37 minutes 32 seconds West a distance of 92.30 feet; thence North 00 degrees
45 minutes 25 seconds East a distance of 76.99 feet; thence South 89 degrees 37 minutes 32
seconds West a distance of 450.82 feet to said west line of the Southwest Quarter of the
Northwest Quarter; thence South 00 degrees 49 minutes 46 seconds West along said west line of
the Southwest Quarter of the Northwest Quarter a distance of 3 74.66 feet to said to the point of
beginning.
WHEREAS, Kinghorn Construction has requested a Comprehensive Plan Amendment on behalf
of Meadow Creek Church to adjust the Sewer Staging Plan Map for the subject property; and,
WHEREAS,the applicant proposes to change the subject property from the 2031-2035 growth
stage to the 2020-2025 growth stage on the Sewer Staging Plan Map; and,
WHEREAS,the Metropolitan Council has indicated that the City of Andover cannot connect the
property to municipal sewer services unless the Sewer Staging Plan Map is amended; and,
WHEREAS,the Planning and Zoning Commission held a Public Hearing on September 9, 2025,
pursuant to the requirements of City Code 12-15-3,pertaining to the public hearing process; and,
WHEREAS,the Planning and Zoning Commission recommends approval of the
Comprehensive Plan Amendment to the Andover City Council; and,
WHEREAS, on September 16, 2025, the City Council received the recommendation of the
Planning and Zoning Commission and, by resolution, authorized the amendment to be submitted
for review to the Metropolitan Council; and,
•
WHEREAS,the proposed Comprehensive Plan Amendment was submitted to the Metropolitan
Council on June 26, 2024; and,
WHEREAS, on December 12, 2025,the City received notice that the proposed amendment has
been approved by the Metropolitan Council; and,
NOW, THEREFORE, BE IT RESOLVED,that the City Council of the City of Andover has
received the recommendation of the Planning and Zoning Commission and confirmation from
the Met Council, and adopts the amendment to the Comprehensive Plan as identified in Exhibit
A.

RESOLUTION NO. R002-26
A RESOLUTION DESIGNATING DEPOSITORIES OF CITY FUNDS AND
SUPPLEMENTAL DEPOSITORIES OF CITY FUNDS FOR INVESTMENT
PURPOSES
WHEREAS,Minnesota State Statutes §118A.02 sets forth the procedures for the
deposit of public funds, and it is necessary for the City Council to annually designate
financial institutions as official depositories for City funds and manage the collateral
pledged to such funds; and
WHEREAS, other financial institutions can occasionally pay the City of Andover
interest rates on deposits greater than those available from the official depositories.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Andover,
Minnesota,that the City's official depository for 2026 is the Andover office of Wells
• Fargo Bank,Minnesota,N.A.
BE IT FURTHER RESOLVED that Principal Financial Group Trust, Wells Fargo'
Investment Services Inc., US Bank Institutional Trust,the Minnesota Municipal Money
Market Fund (4M),Northland Securities, Comerica Financial Advisors (Ameriprise), and
Raymond James be designated as additional depositories for 2026 for investment and
cash management purposes only.
BE IT FURTHER RESOLVED that the City Administrator or Finance Manager
of the City of Andover is hereby designated as the approval authority for the release and
acceptance of all collateral to be held by the City in conjunction with City funds on
deposit with authorized institutions.

RESOLUTION NO. R003-26
A RESOLUTION DELEGATING AUTHORITY TO MAKE ELECTRONIC FUND
TRANSFERS
WHEREAS, Minnesota Statute §471.38 governs the use of electronic fund transfers
(EFT)by local governments and requires the City Council to annually delegate the authority to
make such transfers to a designated business administrator; and
WHEREAS, the disbursing bank(s) will receive a copy of the annual delegation of
authority; and
WHEREAS, documentation of each EFT will include the identification of the initiator,
evidence of approval by an authorized party, and electronic or written confirmation of each
transaction within one business day; and
WHEREAS,electronic disbursement payments shall be processed through the accounts
payable procedures; and
• WHEREAS, all electronic transfer transactions shall continue to be included on the
expenditures list provided to the City Council.
NOW,THEREFORE, BE IT RESOLVED by the City Council of Andover,Minnesota,
that the City's Finance Manager is the 2026 designated business administrator for electronic
funds transfers.

A RESOLUTION APPROVING THE DECERTIFICATION OF TAX INCREMENT
FINANCING DISTRICT NO. 1-5.
WHEREAS, on May 1, 2012, the City of Andover (the "City") created its Tax Increment
Financing District No. 1-5 (the "District") within its Development District No. 1 (the "Project");
and
WHEREAS, on December 16, 2025 the tax increment note to which tax increment from
the District have been pledged was paid, and
WHEREAS, all other costs of the Project have been paid; and
WHEREAS, there are no parcels located in the District which have delinquent taxes when
the District terminated under the duration limits, and
• WHEREAS, the City desires by this resolution to cause the decertification of the District
after which all property taxes generated by property within the Districts will be distributed in the
same manner as all other property taxes beginning in 2026.
NOW THEREFORE,BE IT RESOLVED by the City Council of the City of Andover that:
1. The City staff shall return the remaining fund balance as of December 31, 2025,to
the County for redistribution.
2. The City's staff is directed to deliver a copy of this resolution to the County Auditor
of Anoka County together with a request to decertify the District effective for taxes
payable in 2026.

RESOLUTION NO. R005-26
A RESOLUTION ACCEPTING A CONTRIBUTION MADE TO THE CITY OF ANDOVER
TO BE USED TOWARDS THE FEE ASSISTANCE PROGRAM AT THE ANDOVER
COMMUNITY CENTER.
WHEREAS, any contributions that are to be made to the City of Andover must be
accepted by the City Council; and
WHEREAS, the $200 contribution from Andover Lions Club is to be used towards the
Andover Community Center Fee Assistance Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Andover to
hereby accept the contribution, which is to be used towards the Andover Community Center Fee
Assistance Program.

RESOLUTION NO. R006-26
A RESOLUTION DECLARING COSTS AND DIRECTING PREPARATION OF THE
ASSESSMENT ROLL FOR THE IMPROVEMENT OF PROJECT NO. 25-11A, 2025 FULL
DEPTH RECLAMATION (MEADOWS OF ROUND LAKE AREA).
THE CITY COUNCIL OF THE CITY OF ANDOVER HEREBY RESOLVES:
WHEREAS,the final construction costs for the improvement amount to $769,665.37,the
expenses incurred or to be incurred in the making of such improvement amount to $104,120.88, so
that the total project costs of the improvement are $873,786.25.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Andover,MN:
1. The portion of the cost of such street improvements to be paid by the City is hereby declared to
be$660,172.33, and the street related amount to be assessed against benefited property owners
is declared to be $213,613.92.
2. Assessments shall be payable in equal annual installments extending over a period of 8 years.
The first of the installments to be payable on or before the 1 st Monday in January 2027 and
shall bear interest at the rate of 4.07 percent per annum from the date of the adoption of the
• assessment resolution.
3. The City Clerk,with the assistance of the City Engineer shall forthwith calculate the proper
amount to be specially assessed for such improvement against every assessable lot,piece or
parcel of land within the district affected, without regard to cash valuation, as provided by law,
and she shall file a copy of such proposed assessment in her office for public inspection.
4. The Clerk shall,upon completion of such proposed assessment,notify the Council thereof.

RESOLUTION NO. R007-26
A RESOLUTION ACCEPTING A DONATION TO THE CITY OF ANDOVER FIRE
DEPARTMENT FROM MR. JEFFREY NELSON
WHEREAS,the City of Andover Fire Department received a generous donation
in the amount of$100.00 from Mr. Jeffrey Nelson; and
WHEREAS,the donation was provided as an expression of gratitude following a
department assist call in November 2025; and
WHEREAS, Minnesota State Statutes and City policy require that the City
Council formally accept any donations made to the City; and
WHEREAS,the Fire Department intends to utilize these funds to support its 2026
Fire Prevention and Community Outreach initiatives.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
• Andover:
1. The City Council hereby accepts the $100.00 donation from Mr. Jeffrey
Nelson.
2. The donation shall be dedicated to the Andover Fire Department's Fire
Prevention and Community Outreach initiatives.

RESOLUTION NO. RO11-26
A RESOLUTION EXPRESSING THE CITY OF ANDOVER'S CONCERNS
REGARDING STATE FISCAL MANAGEMENT, SYSTEMIC FRAUD, AND THE
POTENTIAL ADVERSE IMPACTS ON LOCAL SERVICES AND TAXPAYERS
WHEREAS, the City of Andover is dedicated to providing essential services,
maintaining public safety, and ensuring a stable environment where families and
businesses can thrive; and
WHEREAS, the State of Minnesota faces a projected $2.9 billion to $3.0 billion
deficit for the 2028-29 biennium; and
WHEREAS, there is deep concern regarding reports of fraud, unchecked
spending, and inconsistent fiscal management at the state level, which reduces the state's
capacity to plan responsibly and sustain core services; and
WHEREAS, the City of Andover is concerned that state-level fiscal instability
and projected deficits will lead to a reduction in state aid to local governments, as has
occurred in previous fiscal crises; and
WHEREAS, the City Council acknowledges that the loss of resources
disproportionately impacts the poorest and most vulnerable residents who depend the
most on state resources to support their quality of life; and
WHEREAS, any reduction in state aid or the continuation of unfunded state
mandates directly threatens the City's ability to maintain public safety, infrastructure, and
other essential services without shifting an unsustainable tax burden onto local
homeowners and businesses;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Andover that:
1. The City of Andover calls upon the Governor and the Minnesota State Legislature
to implement rigorous oversight and immediate reforms to prevent further fraud
and ensure that taxpayer dollars are used solely for their intended purposes.
2. The City urges state leaders to prioritize the state-local partnership by ensuring
that state budget balancing efforts do not include cuts to local government aid or
the imposition of new unfunded mandates that strain local budgets.
3. The City urges state leaders to practice the same responsible fiscal management
required of local governments and to prioritize the restoration of a stable, long-
is term state budget.
• 4. The City of Andover requests that the State of Minnesota take immediate action
to mitigate the rising tax burden on residents caused by state-level fiscal
mismanagement and the exhaustion of one-time surpluses on ongoing
commitments, including seeking restitution from those who benefited from said
fiscal burdens on cities.
5. The City Clerk is hereby directed to transmit a copy of this resolution to Governor
Tim Walz, the Senate Majority Leader, the Speaker of the House, and Andover's
representing State Senators and Representatives.
