REGULAR ANDOVER CITY COUNCIL MEETING – JANUARY 6, 2026
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel, January 6, 2026, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, and Jonathan Shafto
Councilmember absent: Scott Schue
Also present: City Administrator, Sarah Cotton

No one came forward to address the Council.
AGENDA APPROVAL
Mayor Barthel noted the following Item was added after the packet was printed:

Motion by Shafto, Seconded by Godfrey, to approve the Agenda as amended. Motion carried
unanimously.
APPROVAL OF MINUTES
December 16, 2025, Regular Meeting: Correct as written.
Motion by Engelhardt, Seconded by Shafto, to approve the December 16, 2025, Regular meeting
minutes as presented. Motion carried unanimously.

Motion by Engelhardt. Seconded by Godfrey, to approve the Consent Agenda as read. Motion
carried unanimously.
2. DISCUSSION ITEMS
A. APPOINT VICE MAYOR
The Mayor is asked to appoint a person to serve as Acting Mayor during times the Mayor is absent.
Mayor Barthel nominated Councilmember Schue as Vice Mayor in 2026.
Motion by Engelhardt, Seconded by Shafto, to appoint Councilmember Schue as Vice Mayor for
2026. Motion carried unanimously.
B. APPOINT COUNCIL COMMITTEES
Each year Committees and Commissions are appointed based on the recommendation of the
Mayor.
Mayor Barthel recommended the removal of the Special Committee assignments and the Standing
Committee, as well as the recommended appointments for 2026.
Motion by Godfrey, Seconded by Engelhardt, to approve the 2026 Commission appointments as
recommended by the Mayor. Motion carried unanimously.

A. SELECT 2026 LOCAL BOARD OF APPEAL & EQUALIZATION DATES
The City Council is requested to select two preferred dates for the 2026 Local Board of Appeal
and Equalization meeting.
City Administrator Cotton reviewed potential dates for the Council to consider.

Councilmember Godfrey recommended that Monday, April 20 be selected for the meeting, with

Tuesday, April 21 reserved for continuation if needed.
Ms. Cotton noted this would only provide one hour before the regularly scheduled Council meeting
if the continuation date is needed.
Mayor Barthel believed that would be sufficient time for a continuation.
Ms. Cotton noted a second date would still need to be provided.

It was determined that the second date choice would be Wednesday, April 22.

Motion by Godfrey, Seconded by Shafto, to select the dates of Monday, April 20 and

Wednesday, April 22 as the dates to provide the County for the 2026 Local Board of Appeal and
Equalization meeting. Motion carried unanimously.
B. SCHEDULE ADVISORY COMMISSION INTERVIEWS
The City Council is requested to schedule interview dates for the Advisory Commission applicants.

Ms. Cotton stated as of the December 12 deadline, 12 applications have been received.
Administration recommends selecting two evenings during the third or fourth week of January
2026 to conduct these interviews.

Mayor Barthel asked if January 13 could be selected, as there is no regular meeting that night.
He noted the second meeting could take place the following week.
Councilmember Shafto expressed a preference for the meetings to be closer together.

Councilmember Godfrey suggested Wednesday the 21 and Thursday the 22.

Motion by Engelhardt, Seconded by Godfrey, to select the dates of January 21 and January 22
at 6:00 p.m. for Advisory Commission interviews. Motion carried unanimously.
C. ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative

updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton stated staff are busy closing out the 2025 calendar year
and related reporting.
MAYOR/COUNCIL INPUT
Councilmember Engelhardt recognized the work of the snowplow drivers with all the recent snow
events.
ADJOURNMENT
Motion by Shafto, Seconded by Engelhardt, to adjourn. Motion carried unanimously. The meeting
adjourned at 7:18 p.m.
