ANDOVER HOUSING AND REDEVELOPMENT AUTHORITY MEETING
JANUARY 21, 2025 - MINUTES
A meeting of the Andover Housing and Redevelopment Authority was called to order by President
Jamie Barthel, January 21, 2025, 6:47 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota
Present: Commissioners Rick Engelhardt, Scott Schue, and Jonathan Shafto
Absent: None
Also present: City Administrator, Sarah Cotton
Community Development Director, Joe Janish
Public Works Director/City Engineer, Dave Berkowitz
APPROVAL OF MINUTES
January 16, 2024: Correct as written.
Motion by Engelhardt, Seconded by Barthel to approve the minutes as written. Motion carried 2
ayes, 2 present (Schue and Shafto).
APPOINT OFFICERS OF THE ANDOVER HOUSING AND REDEVELOPMENT
AUTHORITY
President Barthel recommended appointing the following officers for 2025:
President Jamie Barthel
Vice-Chair Jonathan Shafto
Secretary/Treasurer Rick Engelhardt
Recording Secretary Michelle Hartner
Staff Support Sarah Cotton
Motion by Shafto, Seconded by Engelhardt to appoint the 2025 officers of the HRA: President –
Jamie Barthel, Vice-Chair – Jonathan Shafto, Secretary/Treasurer – Rick Engelhardt. Staff
support – Sarah Cotton and Recording Secretary – Michelle Hartner. Motion carried
unanimously.

Motion by Shafto, Seconded by Engelhardt to adjourn. Motion carried unanimously. The
meeting adjourned at 6:49 p.m.
