REGULAR ANDOVER OPENSPACE ADVISORY COMMISSION MEETING
JULYS, 2015
MINUTES
The Regular Meeting of the Andover Open Space Advisory Commission was called to order by
Chairperson Gretchen Sabel at 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Commissioners present: Kim Kovich, Jim Myers, Jim Olson, Bruce Perry and Suzanne Van
Hecke
Commissioners absent: Aaron Jarson
Also present: David Carlberg, Community Development Director
Marjorie Perry - Resident
RESIDENT FORUM
No one wished to address the Commission.
APPROVAL OF MINUTES— May 13, 2015 and June 10, 2015
Motion by Commissioner Olson, Second by Commissioner Perry, to approve the minutes of May
13, 2015. Motion passed 5 -0 -1 (Myers present).
In relation to the June 10, 2015 meeting minutes, under Andover Family Fun Fest, the second to
last paragraph, it should state, "Chairperson Sabel was concerned that people may gather plants
for their gardens."
Motion by Commissioner Kovich, Second by Commissioner Myers, to approve the minutes of
June 10, 2015 as amended. Motion passed 4 -0 -2 (Olson and Van Hecke present).
OPEN SPACE ACQUISITION UPDATE
Mr. Carlberg identified a property that the Commission previously had interest in and stated that
he has been approached by the property owner who is interested in selling. He stated that the
Council met in closed session to discuss the potential sale and is in support of the sale.
The Commission further discussed the parcel.
Commissioner Kovich stated that this would be a good opportunity as there is already access to
the site and a large parcel of public land adjacent to the property in Oak Grove.
Mr. Carlberg stated that perhaps the Commission would like to walk the property in the next few
weeks. He noted that he will not be in town for the August meeting. He stated that perhaps the
Commission could walk the property in two weeks and then not hold an August meeting.
Motion by Commissioner Kovich, Second by Commissioner Olson, to hold a special meeting on
Wednesday, July 22 "d at 5:30 p.m. to walk the property at the end of 181" Avenue NW. Motion
passed 6 -0.
The Commission confirmed that there will not be an August meeting.

ANDOVER FAMILY FUN FEST
Mr. Carlberg distributed the parking passes to those volunteering this weekend and reviewed the
times each Commissioner volunteered for. He reminded those volunteering to wear their City
shirts and thanked them for volunteering.
OTHER BUSINESS
Mr. Carlberg played a video clip from QCTV, which features the open space areas.
Chairperson Sabel stated that she contacted QCTV to advise them of the changes that need to be
made and also requested a copy of the two - minute clip to be included on the open space website.

SPECIAL ANDOVER OPEN SPACE ADVISORY COMMISSION MEETING
JULY 22, 2015
MINUTES
A Special Meeting of the Andover Open Space Advisory Commission was held at 5:30 p.m. at
the Dalske Property located on 1815` Avenue NW, Andover, Minnesota.
Commissioners present: Kim Kovich, Jim Olson, Aaron Jarson, Gretchen Sabel and
Suzanne Van Hecke
Commissioners absent: Bruce Perry and Jim Myers
Also present: David L. Carlberg, Community Development Director
Alfred A. Dalske, Jim Dalske and Mark Dalske
The Open Space Advisory Commission met with members of the Dalske Family to tour a 40 acre
site (PIN 01- 32 -24 -12 -0001) located on 181" Avenue NW owned by Alfred A. Dalske that the
Commission is interested in acquiring for the Andover Open Space Program. Upon walking the
property the consensus of the Commission was to proceed with the acquisition of the property.

SUBJECT: Open Space Acquisition of Property Update
DATE: September 9, 2015
INTRODUCTION
The Open Space Advisory Commission is asked to receive an update from
the Community Development Director on the acquisition of open space
property.
DISCUSSION
On August 26, 2015, the City closed on the Alfred A. Dalske property. This
40 acre property is located in the northeast part of Andover at the end of
1815` Avenue NW. The purchase price of the property was $80,000. This is
the last purchase utilizing the $2,000,000 funds from the 2006 bond
referendum ($2,020,350 with interest earned). Over the past 9 years, 170
acres of land has been purchased under the program for the preservation of
natural areas, water and air quality, and wildlife habitat.
ACTION REQUESTED
Receive update.
