DISCUSSION Please share any changes to the minutes at the meeting. ACTION REQUESTED A motion, second and vote are necessary to approve the minutes. Carlberg REGULAR ANDOVER OPEN SPACE ADVISORY COMMISSION MEETING MARCH 11, 2015 MINUTES The Regular Meeting of the Andover Open Space Advisory Commission was called to order by Chairperson Gretchen Sabel at 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Aaron Jarson, Kim Kovich, Jim Myers, Jim Olson, Bruce Perry and Suzanne Van Hecke Commissioners absent: None Also present: David Carlberg, Community Development Director Donna Aasness, Resident RESIDENT FORUM No one wished to address the Commission. APPROVAL OF MINUTES — February 11, 2015 Commissioner Van Hecke noted on page two, it should state, "Commissioner Van Hecke mentioned a comment made by Mayor Trude that there might be a need to hire additional park staff if there is additional work load required for the maintenance of open space." Motion by Commissioner Jarson, Second by Commissioner Van Hecke, to approve the minutes of February 11, 2015 as amended. Motion passed 6 -0 (Olson present). OATH OF OFFICE Mr. Carlberg administered the oath of office to re- appointed member Jim Olson. APPOINTMENT OF CHAIRPERSONAND VICE CHAIRPERSON Motion by Commissioner Kovich, Second by Commissioner Perry, to appoint Gretchen Sabel as Chairperson for 2015. Motion passed 7 -0. Motion by Commissioner Olson, Second by Commissioner Sabel, to appoint Kim Kovich as Vice Chairperson for 2015. Motion passed 7 -0. OPEN SPACE ACQ UISITION UPDATE Mr. Carlberg stated that the closing for the 14 acre Kuiken property will occur the following morning. He provided an update regarding the proposed roadway alignment, park and parking area planned by a neighboring developer, noting that the park could provide a second entrance into the open space. He stated that the developer will likely purchase the southern 10 acres of the Selmer - Blanchette property. He explained that portion of the purchase was not funded by open space dollars and therefore the use of the property is not limited. He reviewed the balance of the open space account and asked for direction from the Commission on where they would like to spend those fiords. He identified areas the group could focus on fof potential purchase. Regular Open Space Advisory Commission Meeting Minutes —March 11, 2015 Page 2 The Commission discussed a few areas that could be considered for purchase. Mr. Carlberg reviewed the list of priority areas the Commission originally ranked for potential purchase and noted that the Commission was able to purchase land within most of the highly ranked properties. Commissioner Olson referenced the fund balance and stated that perhaps this is the time to research matching fund opportunities. Mr. Carlberg stated that he will reach out to a property owner to gauge their level of interest. OPEN SPACE R ULES AND REGULATIONS Mr. Carlberg displayed a photograph of the North Woods Preserve sign, which provides the list of rules and regulations. He stated that perhaps mountain bikes/bicycles and horseback riding should be added to the list of prohibited activities. Chairperson Sabel stated that perhaps the design layout could be changed slightly to list the words in another manner, rather than a funnel shape. Mr. Carlberg displayed the Sunshine Park sign as another example. It was the consensus of the Commission to add bicycles and horses to the list of not allowed activities and to update the format of the sign. Commissioner Van Hecke referenced the flyer drafted by Chairperson Sabel and believed the first paragraph provides the right idea and did not feel the entire list of allowed activities should be included. Chairperson Sabel agreed that the poster could be shortened and the list of allowable activities could be left to the other signage. Mr. Carlberg stated that he would bring back a potential update for the signage. OTHER B USINESS Chairperson Sabel stated that a plant inventory should be done for North Woods Preserve to identify areas that should be protected and/or managed in an alternate method. Mr. Carlberg stated that staff could obtain a proposal but noted that service would have a cost. Commissioner Olson stated that a grant was obtained for the service when the original inventory was conducted in 2006 or 2007. a. Carlberg, Community Development Director SUBJECT: Plant Inventory of Open Space Properties DATE: April 8, 2015 INTRODUCTION The Commission discussed at the March meeting the need to conduct a plant inventory at the open space properties to determine what plant species exist especially those that might be species that are listed as "special concern" or "endangered" DISCUSSION Staff has made contact with Jason Husveth of Critical Connections Ecological Services, Inc. and requested a proposal from him to conduct a plant inventory of the open space properties. Natural (CCES) has prepared the following proposal to conduct initial ecological field assessments Community and vegetation surveys of three open spaces within the City of Andover, Minnesota. The Restoration proposed scope of work and cost estimate are based on conversations and correspondence Wetland with Mr. David Carlberg, a remote sensing /GIS review of parcels, and our completion of Delineation & numerous similar projects for adjacent municipalities such including Blaine, Lino Lakes, and Permitting Ham Lake, MN. Wetland Banking & These city -owned open spaces mentioned above are comprised of six parcels totaling 144.6 Monitoring acres, and are located within three areas of the City (see Figures 1 and 2). The objectives of the proposed surveys are many, and include: to verify and assess the type and quality of the Minnesota natural and semi - natural vegetation occurring within the open spaces, the determine the Land Cover presence /absence of any state - listed or otherwise rare, protected, or sensitive plant species, Classification and to use these data and survey results to inform the City of opportunities to preserve, Geographic restore, and manage rare, sensitive, or valuable natural resources, rare plant populations, Information and natural community /habitat remnants as part of future open space development, access, Systems and management plans. Global Critical Connections Ecological Services Proposed Scope of Work: Positioning Systems Task 1: Spring and Early Summer Initial Surveys of Three City Open Spaces (144.6 Acres): Database Mr. Jason Husveth, CCES Principal Ecologist and MNDNR- approved rare plant species Management & surveyor, will visit all three open space properties in the first two weeks of June 2015, and Development conduct spatially comprehensive initial vegetation and rare plant surveys of the entire 144.6 Envirorsnenial Education Phone: 651.433.4414' Email: info @ccesinc.com Web: www.ccesinc.corn Ecological Field Assessments and Vegetation Surveys of Andover Open Space Parcels, Andover, Minnesota Page 2 of 3 Proposed Scope of Work and Cost Estimate Critical Connections Ecological Services, Inc. March 31, 2015 acre open space properties (Figure 1). Mr. Husveth will survey for the presence /absence of state - listed vascular plant species known to occur within the Anoka Sand Plain (and more specifically Blaine and Ham Lake, and nearby properties). Mr. Husveth will also survey for the presence /absence of potential habitats that could support later season rare species that could require additional surveys in the summer months of 2015. Furthermore, Mr. Husveth and CCES support staff will classify and assess the types and ecological quality of the natural communities and semi - natural vegetation occurring within the subject properties. Mr. Husveth will provide a narrative report that summarizes the survey methods and findings, along with supporting data. Task 1. Proposed Costs (not to exceed): $2,450 Task 1. Timeline: May 24 through June 21, 2015 Task 2. Follow Up Surveys for Late Season Rare Species, Sensitive Features, and Natural Community Quality: Based on the findings of surveys completed in Task 1, CCES will determine which portions of the open space properties require additional follow -up surveys. Follow up surveys will be conducted to verify the presence /absence of later season rare plant species, and /or to assess natural community quality of natural communities in the prime of the growing season. Based on our experience and budget constraints, CCES proposes one half day of additional follow up survey per open space property. Task 2. Proposed Costs (not to exceed): $1,800 Task 2. Timeline: July 1 through August 31, 2015 Task 3. Reporting and Deliverables: CCES will provide GIS spatial data and digital mapping of all field survey observations and results. Spatial data will include GIS shape files of vegetation types and quality, point locations of rare plant species and sensitive feature locations, and other pertinent GPS point locations. In addition, CCES will provide the City with printed hard copies and digital (PDF) maps depicting the results of each open space survey and assessment. CCES will also provide the City with a printed hard copy and digital (PDF) report that summarizes the survey background, methods, and results, and provides recommendations to the City on how to incorporate these data and results into open space planning and development while preserving, restoring, and managing rare, sensitive, and priority natural features within each open space. Task 3. Proposed Costs (not to exceed): $1,200 Task 3. March 31, 2015 Future Work: Based on the findings of these field assessments and surveys, CCES will provide recommendations to the City of Andover on future work and priorities for assessing, surveying, and managing natural resources within these and other open spaces within the city.
