Attachment Minutes Respectfully submitted, tY::~ Co~ey ednarz ---- ----------------- - . 1 REGULAR ANDOVER OPEN SPACE ADVISORY COMMISSION MEETING 2 SEPTEMBER 10, 2008 3 MINUTES 4 5 6 The Regular Meeting of the Andover Open Space Advisory Commission was called to order by 7 Acting Chairman Gretchen Sabel, September 10, 2008, 7 p.m., at the Andover City Hall, 1685 8 Crosstown Boulevard NW, Andover, Minnesota. 9 10 Commissioners present: Gretchen Sabel, Jody Keppers, Jim Olson, Winslow Holasek, 11 Bruce Perry and Kim Kovich, Deric Deuschle (arrived at 7:08 12 p.m.) 13 Commissioners absent: None 14 Also present: City Planner, Courtney Bednarz 15 Others 16 17 18 APPROVAL OF MINUTES 19 20 August 13, 2008 21 22 Motion by Perry, seconded by Kovich, to approve the minutes as presented. Motion carried on a 23 6-ayes, O-nays, O-present, I-absent (Deuschle) vote. 24 25 26 DISCUSS SEPTEMBER INFORMATION MEETING 27 28 Mr. Bednarz updated the Commission on the September Information Meeting. He noted there was 29 an interview done with the StarTribune including Chairman Deuschle, Commissioner Keppers and 30 others on Tuesday, September 9,2008. 31 32 The Commissioners' discussed the upcoming information meeting and the criteria for where they 33 identified corridors in the City. 34 35 Councilmember Knight stated "corridors" is a key issue that needs to be discussed at the information 36 meeting. He noted many residents have contacted him inquiring about them because it is not clear 37 to them what it means to be in a corridor. He explained people are very afraid of eminent domain so 38 the Commission needs to emphasis that the City is not looking to take property from them. 39 40 Councilmember Knight wondered if the Commission has settled on a minimum size for a parcel. 41 Commissioner Kovich indicated they have talked about forty acres for a minimum size. Chairman 42 Deuschle stated that the size would be dependent on what features were present on a site. 43 44 The Commission discussed the brochure along with the bond wording. Councilmember Knight 45 thought the Commission might want to add what potential matching funds might be. 46 47 Chairman Deuschle reviewed the agenda for the information meeting with the Commission and they 48 discussed what they needed to do before the meeting to prepare for it. WWW.CI.ANDOVER.MN.US TO: Andover Open Space Advisory Commission FROM: Courtney Bednarz, City Planner SUBJECT: Review Sites Where Owners Are Interested in Working with the City DATE: October 8, 2008 INTRODUCTION The attached table and map summarize the comment cards, phone calls and e-mails that resulted in a property owner expressing interest in learning more about preservation. DISCUSSION The Commission will need to determine what the next steps will be. Staff recommends sorting the results into two categories. The first would be properties that the Commission would like to discuss purchasing property or conservation easement further with the property owners. The second category would include those property owners that the Commission would direct toward the resources available from the Anoka Conservation District and the DNR. The digital mapping information will be available at the meeting to allow the Commission to review the characteristics of the properties during the discussion. ACTION REQUESTED This will be determined by the discussion. DISCUSSION The process has been extended due to the recent interest of the Luedtke Family (adjacent to Anoka Grain and Feed, Inc). Paul was able to complete field work on this 80 acre site last week. There is one additional property owner that has expressed interest on a 61 acre site on the south side of Crosstown Boulevard across from the Leeman Lake Study Area ACTION REOUESTED This is an update. Field inventory work is completed for 8 of the 9 sites originally identified in the Critical Areas Inventory. The only area of the original 9 that could not be substantially inventoried on the ground was the Anoka Grain & Feed Site. In lieu of that site, an additional site was inlcuded for field inventory just to the west of AGF, along the Rum River. The 9 sites includes a wide variety of natural community types from dry, sand savanna/woodland, to oak forest, and prairie, as well as several different types of wetlands. There were also numerous cultural land cover types in some areas, such as pine plantations, cropland, and old fields. The quality of natural areas varied but included some moderately high to high quality areas. With field work complete, GIS mapping and MN Land Cover Classification System polygon updating will begin, along with field data entry into a custom Microsoft Access database that will be joined/tied to the GIS mapping product.
