Attachment Minutes \ ... 1 2 3 4 5 6 REGULAR ANDOVER OPEN SPACE ADVISORY COMMISSION MEETING 7 DECEMBER 12, 2007 8 MINUTES 9 10 11 The Regular Meeting of the Andover Open Space Advisory Commission was called to order by 12 Chairman Deric Deuschle, December 12, 2007, 7:05 p.m., at the Andover City Hall, 1685 Crosstown 13 Boulevard NW, Andover, Minnesota. 14 15 Commissioners present: Jody Keppers, Jim Olson, Winslow Holasek, Bruce Perry and Kim 16 Kovich 17 Commissioners absent: Gretchen Sabel 18 Also present: City Planner, Courtney Bednarz 19 Josh Williams, Anoka Conservation District 20 21 22 APPROVAL OF MINUTES 23 24 November 14,2007 25 26 Motion by Commissioner Olson, seconded by Commissioner Keppers, to approve the minutes as 27 presented. Motion carried unanimously. 28 29 REVIEW FEEDBACK FROM DECEMBER 11TH PUBLIC FORUM 30 31 Mr. Bednarz stated that the Planning Commission held a second public forum on December 11 th. 32 There were no questions or comments related to the work of the Open Space Advisory Commission. 33 34 35 PRESENTATION AND DISCUSSION OF DRAFT NATURAL RESOURCE INVENTORY 36 37 Josh Williams of the Anoka Conservation District presented information prepared for the natural 38 resource Unventory. Information was presented on wetlands, watercourses, DNR land cover 39 information, existing natural and restorable areas, clusters of all of these types of natural areas and 40 other information. Mr. Williams illustrated how the data could be filtered to show natural upland 41 areas, wetland areas, natural areas larger than five acres, natural areas outside of public property, 42 undeveloped parcels larger than 5 acres, and a method of dividing the city into conservation zones. 43 44 Commissioner Perry expressed a preference for dividing the city into conservation zones for further 45 analysis. 46 47 Commissioner Olson asked how the zones were identified. Mr. Williams answered that they are 48 basically divided by county roads and they could be adjusted if the Commission desired. , . Regular Open Space Advisory Commission Meeting Minutes - December 12, 2007 Page 2 1 2 Commissioner Keppers stated that there appeared to be about twenty five cluster areas larger than 3 five acres. This could be a starting point as well. 4 5 Chairman Deuschle asked how the clusters were identified. Mr. Williams in4icated that they 6 were areas of at least five contiguous natural acres. 7 8 Commissioner Kovich agreed that evaluating the clusters further was a good approach but asked 9 if five acre areas may be too small. 10 11 Commissioner Keppers clarified that the edges of the clusters are dictated by the end of natural 12 area via development or other things. He added that 5 acre natural areas could be linked together 13 with other areas. 14 15 Mr. Williams added that the clusters transcend parcel boundaries and may include several 16 property owners. The Commission discussed the impact that multiple property owners may have 17 on preservation efforts. 18 19 Mr. Deuschle asked for the wellhead protection areas to be shown. The information indicated 20 that these areas are in developed neighborhood or on public land like Sunshine Park and City 21 Hall property. 22 23 Mr. Bednarz indicated that the commission is now aware of the types of information that are 24 available and some of the ways that it can be presented. The Commission will need to determine 25 how the information should be presented to help them form recommendations. 26 27 The Commission discussed the presentation and was interested in evaluating the cluster areas more 28 closely. 29 30 31 REVIEW EVALUATION CRITERIA / RANKING SYSTEM 32 33 Chairman DeuscWe asked the commissioners how the evaluation criteria should be adjusted based on 34 the presentation of the natural resource inventory. 35 36 The Commission generally agreed that the yes/no method of identifying whether an area contained 37 certain criteria was useful and that a score should be applied for each of the criteria. The 38 Commission was in favor of some definition within each criteria to justify how an area would be 39 scored, but wanted some flexibility to handle as many variables as possible. 40 41 The Commissioners shared their ranking of the criteria. A process of modifying the criteria based on 42 the commissioners ranking and the natural resource inventory presentation followed. The evaluation 43 criteria were edited from the November 14th version to the December lih discussion version. The ---- --- , - Regular Open Space Advisory Commission Meeting Minutes - December 12, 2007 Page 3 1 changes included combining several of the criteria and modifying their definitions to ease the 2 evaluation process. 3 4 As a part of the discussion the Commission determined that the evaluation criteria should be based 5 solely on the merits of the property and used to generate a list of desirable areas. Other 6 considerations, such as the availability of additional funding, the number of property owners and the 7 specific preservation technique would follow. 8 9 10 OTHER BUSINESS 11 12 Chairman Deuschle asked staff to bring some example parcels for application of the criteria at 13 the next meeting. 14 15 Mr. Bednarz indicated that he would also make the edits to the evaluation criteria and send them 16 out to the group. The Commission wished to assign scoring to the criteria based on a .100 point 17 system. This information could be e-mailed back to staff prior to the next meeting to save time. 18 19 Motion by Commissioner Olson, Seconded by Commissioner Perry, to adjourn. Motion carried 20 unanimously. The GIS application-of the natural resource inventory will be used at the meeting to aid this process. DISCUSSION Property One This property is a 40 acre parcel located immediately north of Country Oaks West (see attached map). Property Two This property is located southeast of the intersection of Round Lake Boulevard and South Coon Creek Drive (see attached map). ACTION REQUESTED Please evaluate the sample properties according to the evaluation criteria. WWW.CI.ANDOVER.MN.US TO: Andover Open Space Advisory Commission FROM: Courtney Bednarz, City Plannef SUBJECT: Discussion of 2008 DNR Grant Cycle DATE: January 9, 2008 INTRODUCTION The deadline for applications is March 31, 2008, Staff would like to discuss the necessary steps to complete an application for the 2008 round of grants with the Commission. DISCUSSION The Commission will need to determine if applications will be submitted in 2008. The largest grant available is a 50% match up to $500,000 through the Natural and Scenic Areas Grant Program, There are a number of steps that would need to be completed prior to submitting an application. Key among these are as follows: 1. Identification of Properties of Interest 2. Identification of Willing Seller (s) 3. Council Approval and Public Hearing 4. Appraisal of Property 5. Grant awards The Department of Natural Resources will review and rank applications during the spring of 2008. Proposed area contains a high priority oak woodland and wetland community with rare species including 577 Tubercled Rein Orchids, one of the four largest populations of this state-listed endangered species. Designated by the Minnesota County Biological Survey as a Natural Heritage Oak Woodland, it is the second largest of its kind within the st. Cloud city limits.
