The City Council is requested to discuss the Union
Contract for the Public Works employees.
Please bring your copy of the contract to the meeting.
The City Council can hold a closed meeting per the
attached.

1. By majority vote in a public meeting, the council can decide
to hold a closed meeting to discuss labor negotiations.
2. The time of commencement and place of the closed meeting
shall be announced at the public meeting.
3. A written roll of the members and all other persons present
at the closed meeting shall be made available to the public
after the closed meeting.
4. Proceedings shall be tape recorded and saved for two years
after the contract has been signed and shall be made
available to the public after all labor contracts are signed
by the governing body for the current budget period.

REQUEST
The Andover City Council is asked to review the plans being made
for Andover's RECYCLING DAY. It is planned for Saturday, June 24,
1989.
BACKGROUND
Instead of a Clean Up Day, we will be calling this a Recycling
Day. Clean up Days are very costly for cities, and they don't
promote the concept of recycling.
Residents can bring most all recyclables to the Public Works
Building area or the City Hall area. The following items
will be included: aluminum and steel cans and newsprint. We will
need containers for these. Jeff Dusenka of Northern Asphalt
Construction was contacted and he will have a pick~up truck with
containers for used motor oil. There is no charge to the city for
this. The Goodwill truck will be here for pick-up of usable
household items. For a fee of $6.00 each, residents can drop-
off major appliances here. Goodwill charges $167.00 for the semi-
trailer and also includes a person to supervise it.
Andy Ronchak from the MPCA was contacted, and he approved of
having residents pay $ .70 each to dispose of their waste tires.
This is far below the standard tire disposal price. Chuck Laubish
from IWS in New York said that residents could take the tires to
the old Tonson site. He suggested that we sell tickets for the
tires ahead of time at City Hall. We will require proof of
residency, except for volunteers.
Andover Downtown Center has been contacted to assist with
promoting the event. Sandi Peterson said that we may contact
businesses there to get donations for a drawing for the recyclers.
Two businesses have already offered donations.

The Andover Lions and Lionesses have offered to help with the day.
They will also bring their food wagon. Also offering to help is
the Five star Lions Women's group. So far only a couple of
churches have been contacted. Some church youth groups have been
looking for a project to help with.
OPTIONS
Some issues to resolve: obtaining containers for glass, aluminum
and steel cans, and newsprint; Location for drop-offs for
everything except tires; Can the City Council, The Fire
Department and City Hall employees be asked to help?

REQUEST
The Andover City Council is asked to review the possibility of
curbside recycling.
BACKGROUND
The State of Minnesota and Anoka County want all the cities to
meet a reduction of volume of trash that goes to the new RDF plant
in Elk River.
Six haulers who service Andover have been invited to discuss the
matter with The City Council. They are: Mr.Dean, Ace Solid Waste
Management,Inc.; Mr. LeRoy Peterson, Peterson Brothers Sanitation,
Inc., Mr. Johnson, Johnson Sanitation, Mr. Fran Ramecor, T. & R.,
Mr. Michael P Hall, and Dan's Disposal.
OPTIONS
1. Mandate recycling for each hauler.
2. Let haulers recycle their own customers.
