REGULAR ANDOVER CITY COUNCIL MEETING – OCTOBER 7, 2025
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel, October 7, 2025, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto

A. HEARING/CONSIDER CLASSIFYING DANGEROUS DOG - 15046 TRUSH
STREET NW
The City Council is requested to receive a presentation, gather testimony, and consider adopting
a resolution declaring a Pitbull named Blue, owned by Paul Stratman, a dangerous
dog.
City Administrator Cotton reviewed the Staff report in regard to classifying a dangerous dog
named Blue at 15046 Thrush Street NW.
Motion by Shafto, Seconded by Schue, to open the public hearing at 7:07 p.m. Motion carried
unanimously.
Jayna Allshouse, 15046 Thrush Street NW, came forward and shared that Mr. Stratman is not able
to be in attendance this evening as he is very ill. She shared she was not aware of the original
incident that classified Blue as a potentially dangerous dog back in 2024. She noted this incident
happened through a fence, and she is not sure how the other dog could have gotten hurt through
the fence. She explained on the date of the most recent incident, Mr. Stratman was walking Blue
on a leash; however, he was not holding onto the leash. She added Mr. Stratman checked the other
dog for injuries after the incident occurred, and he did not see any. She noted the other dog was in
a car, jumped out, and began fighting with Blue. She said they are very sorry for what happened
and apologized that Mr. Stratman was not holding Blue's leash. She stated they do not want to lose
their dog and will do whatever they have to do in order to keep him.
Chad Stratman, Mr. Stratman's son, came forward and shared his mother passed away a few years
ago, and this was when he and his brother encouraged their father to adopt a dog for
companionship. He said they will do whatever they need to do to keep Blue.
Ms. Allshouse added Mr. Stratman is not in the best of health and has had two heart attacks in the
last year, and is also severely diabetic.
Scott Coggins, 15043 Thrush Street NW, came forward and shared his account on why Blue is a
dangerous dog and Mr. Stratman is a dangerous owner. He shared they live in a cul-de-sac and are
being held hostage by this situation. He said when his kids were young, Blue would be left outside
for hours at a time and bark endlessly. He stated he asked Mr. Stratman numerous times to move
Blue inside, and Mr. Stratman sent him back a letter that said that Blue could bark up to 30 minutes
straight. He added he often sees Blue out roaming the neighborhood off-leash.
Blake Pemberton, 15058 Thrush Street NW, came forward and shared he lives right next door to
Mr. Stratman and Blue. He noted the incident that occurred was with his dog when Blue left his
yard and attacked their German Shepherd. He added that everyone on the cul-de-sac is on edge
with Blue. He shared he and the neighbors have always had a good relationship with Mr. Stratman;
however, this has changed the atmosphere of the cul-de-sac. He said something needs to be done
before something worse happens.

Patty VanVickel, 15079 Thrush Street NW, came forward and shared her husband and dog had
also had an incident with Blue when they were walking. She said that luckily, they have a small
dog, so her husband was able to pick the dog up and get away before Blue made it to them. She
stated they filed a police report for this incident, which was not included in the Staff report. She
said this incident was around five years ago. She added they also had a neighbor, who has since
moved, who was bitten by Blue. She noted Mr. Stratman has been a great neighbor; however, he
is not strong enough to control his dog, even on a leash.

Shari Miller, 2357 150 Avenue NW, came forward and shared her dog was involved in the most
recent incident. She shared she was walking her dog and saw a friend pull up in her car, and she
stopped to talk to her. She noted her dog was lying in the grass when Blue came up and attacked.
She explained Blue bit her dog on both sides of his mouth and left holes. She added about a week
before this, she saw Mr. Stratman walking Blue without holding onto the leash, and Blue walked
up to her fence line and started growling at her dog.
Heather Squire, 15262 Swallow Street NW, came forward and shared she was the one who was
talking with Ms. Miller when Blue attacked her dog. She shared Blue came up and was attacking
the dog, and Mr. Stratman was not there. She noted after a few moments, Mr. Stratman appeared
and jumped on top of Blue to get him to stop attacking. She said after they were able to get the
dogs off of each other, she put Ms. Miller and her dog in her car to drive them away.
Motion by Shafto, Seconded by Schue, to close the public hearing at 7:29 p.m. Motion carried
unanimously.
City Attorney Baumgartner noted the testimony received this evening is consistent with the police
reports in the Staff packet. He added there is also a historical log in the packet that goes back to
January of 2021, which identifies various times that Blue was found running at large. He shared
these incidents appear to be a pattern for Blue. He added he hopes Mr. Stratman's health is okay.
Mayor Barthel asked if the dog is deemed dangerous, what the next steps will be. Mr. Baumgartner
explained the dog owner would need to comply with City Code, Section 5-1A-8, which sets forth
various requirements and conditions, including an enclosure for the dog, not allowing the dog off
of the property unless it is on a leash or chain and be muzzled, have a surety bond to insure against
any future attacks, and register the dog as a dangerous dog with the City. He added these
requirements are not unique to Andover and are very similar to what is under the State Statute.
Councilmember Schue asked what actions would take place if Blue had another incident after a
dangerous dog classification. Mr. Baumgartner said this would come back to the Council for
consideration to require removal from the City or be euthanized.
Motion by Schue, Seconded by Engelhardt, to adopt Resolution No. R109-25, declaring a dog
owned by Paul Stratman, 15046 Thrush Street NW, as a dangerous dog based on testimony
gathered this evening and materials presented in the Staff packet.

Further discussion:
Councilmember Godfrey noted most of the Council consists of dog owners, and they are very
sympathetic to these situations. She said it is the Council's role to protect the residents and their
animals throughout the City by following City Code and State Statute. She stated she will be voting
in favor of declaring Blue a dangerous dog.
Mayor Barthel thanked all of the residents who came forward to share testimony this evening. He
noted if Blue is considered a dangerous dog this evening, he strongly encouraged the dog owners
to review and follow all requirements. He stated if one more incident occurs, then they would have
to take further action. He said he hopes that this will help make the neighborhood feel safer.
Motion carried unanimously.
3. STAFF ITEMS
A. ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative
updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton reviewed the Administrative Staff report with the
Council. She said they are currently at 74 new single-family home permits for the year. She added
commercial activity has also been steady this year. She stated the developers for Hartmans
Meadows and Boulder Prairie Estates are both planning to begin construction this year. She noted
the Met Council has provided the City with a system statement, which is a document that cities
must use to kick off the Comprehensive Plan updates. She explained the City has 90 days to object
to any of the projections or figures that are included within the system statement. She said this will
be discussed during the October Workshop Meeting. She shared letters and access agreements
went out to property owners in the Red Oaks monitoring area. She added Staff met with the MPCA
and is looking to schedule a neighborhood meeting for this project early in November. She shared
the Andover Fire Department was awarded an AFG DHS Grant for department-wide driving
training.
MAYOR/COUNCIL INPUT
Councilmember Engelhardt thanked all of the volunteers who helped with the most recent puzzle
exchange.

Councilmember Godfrey shared she attended the Met Council's special meeting on September 17
in Champlin and noted she was the only person there from Andover. She added she was able to
meet their District 9 Representative, and they chatted about housing density. She noted they have
had a large number of dangerous and potentially dangerous dog situations to deal with recently.
She requested that they discuss City Code around dangerous dogs at an upcoming Workshop

Meeting to enhance the City Code. She suggested adding a requirement of training for dogs
deemed nuisances or potentially dangerous dogs to help dog owners control their dogs before they
get to the point of a dangerous dog classification.

Motion by Schue, Seconded by Shafto, to adjourn. Motion carried unanimously. The meeting
adjourned at 7:45 p.m.
