The Road Committee is requested to discuss the construction of
165th Avenue from Valley Drive to Round Lake Boulevard.
The 165th Avenue alignment involves special design concerns,
mainly between Valley Drive and Tulip Street where most of the
area is low with most of this section encountering considerable
organic material.
It is recommended to float the deep peat section of the roadway to
minimize costs. This will require surcharging and allowing the
roadway to settle and surface the following year.
Between Tulip Street and Round Lake Boulevard the soils are much
better except as the road approaches Round Lake Boulevard there is
another low area. Most of the fill, we hope, can come from this
section of street - Tulip Street to Round Lake Boulevard.
The feasibility report costs of 1982 have been adjusted by the ENR
Index.
The estimated 1989 cost for construction of the
Valley Drive to Round Lake Boulevard (Project I
is $686,000.

The Road Committee is requested to discuss street maintenance
projects for Rum River Forest and Lakeridge Estates to construct
bituminous overlays with shouldering to be assessed to the
adjacent property owners. The estimated cost would be between
$8.50 to $9.00 per front foot. The lots must average 300' to 350'
in width - let's say $2700 to $3200 per lot.
Background
The streets in Rum River Forest and Lakeridge Estates ar. breaking
up, especially along the edges.
When the developer constructed these streets the city's spec
called for 1-1/2" of bituminous pavement per MNDOT specs - the
specs allow a tolerance of + or - 1/2"; therefore, there are many
areas where the bituminous is just over 1" thick. Most of the
houses were constructed after the streets were paved; therefore, a
lot of heavy lumber and concrete trucks use the road stopping and
turning to back in to the site before a driveway was constructed
tearing up the shoulder and the edge of the pavement.
In one case I saw where a truck actually pushed a section of the
blacktop off on the shoulder.
The shoulders were not constructed the proper width or other
utility construction damaged the shoulders.
Both areas have ditches along the road allowing the shoulders to
erode into the ditches in many areas.

The Road Committee is requested to discuss a street maintenance
project for Njordmark Dale to reconstruct the streets, remove the
existing bituminous surface and lay a new bituminous surface.
The street's bituminous surface is alligatored badly and should be
removed - maybe recycled.
Frank and Todd believe the subgrade hasn't failed but the problem
is mainly due to poor quality bituminous surface. Maybe the mix
was low on bituminous material.
The cost to do this will be more than the overlay projects per
front foot.
Say we use $11/ft.; the unit cost would be about $2400.
