ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING–
APRIL 15, 2025 - MINUTES
The Meeting of the Andover Economic Development Authority was called to order by President
Jamie Barthel, April 15, 2025, 6:02 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Commissioners Present: Rick Engelhardt, Karen Godfrey, Scott Schue, Jonathan Shafto,
Kari Kafer and Greg Mueller
Commissioners Absent: None
Also present: EDA Executive Director, Sarah Cotton
Community Development Director, Joe Janish
Director of Public Works/City Engineer, Dave Berkowitz
APPROVAL OF MINUTES
March 18, 2025, Regular Meeting: Correct as written.
Motion by Mueller, Seconded by Schue, to approve the minutes as written. Motion carried 6
ayes and 1 present (Godfrey).
CLOCKTOWER COMMONS/PARKING DISCUSSION
Mr. Janish introduced Tom Roberts and Barry Mahaffey, owners of ClockTower Commons.
Mr. Roberts stated they will be restriping the parking lot at ClockTower Commons, he knows the
city prefers 10-foot wide stalls. They would like to restripe one row on the west side of the parking
lot with 9.5-foot stalls, gaining one additional parking spot and one row in the middle of the
parking lot with 9-foot stalls, gaining four additional parking spots.
Commissioner Kafer asked about the parking stalls for Chipotle and Starbucks. Mr. Janish replied
they are slated for 10-foot stalls.
Mr. Roberts indicated there is shared parking with the daycare and McDonalds.
President Barthel stated he believes once the construction is complete on Chipotle and Starbucks
the parking will improve.

The EDA consensus, they are in favor of allowing 9.5-foot stalls for one row on the west side of
the parking lot and are not in favor of the 9-foot stalls. Mr. Janish indicated staff will prepare a
pilot program agreement and will bring it to Council for approval at a future meeting.
OTHER BUSINESS
Mr. Janish introduced Randall Hubin, owner of Pizza Ranch.
Mr. Hubin handed out a Pizza Ranch FunZone Arcade Addition packet to the EDA.
Mr. Hubin indicated one of the issues with putting on an addition is parking. Mr. Hubin
reviewed the addition plan. He explained the addition will remove some parking stalls; he has a
tentative deed agreement with DSTI to use additional parking spaces on their property.
Commissioner Shafto asked if there would be a sign posted where the additional parking is. Mr.
Hubin replied yes, a sign would be posted.
The consensus of the EDA, they are supportive of Pizza Ranch moving forward with a deed
agreement with DSTI for additional parking.
Mr. Janish stated at the last EDA meeting there was conversation regarding the area in front of
Andover Cinema. The developer is interested in putting two buildings in the area, one building
would have a drive thru window and the other building would be office space.
The EDA is in favor of exploring this option.
BUNKER LAKE AREA REDEVELOPMENT/FUTURE LAND USE DISCUSSION
Mr. Janish reviewed the redevelopment area, including zoning and access points.
Mr. Janish requested the EDA members email him with what types of businesses they think may
locate to the area. That would give him a starting point at what type of businesses to reach out
to.
AMENDMENT DECLARATION OF COVENANTS/ANDOVER STATION OWNERS
ASSOCIATION
Mr. Berkowitz explained the area was developed in 2002 with Quinn Street south of Bunker Lake
Boulevard as a private street and the only way to get the traffic signal in at that intersection was
funded by the developer. He indicated Anoka County is upgrading the traffic signals on Bunker
Lake Boulevard from Hanson Boulevard to Rose Street and had indicated the Quinn Street signal
now meets the County’s warrants. Since the signal meets warrants the County will fund their
portion of the signal. Before the EDA is the cost share agreement, Anoka County and the City
will participate in the cost of maintenance. The Andover Station Owners Association will be
responsible for one leg of the signal since Quinn Street south of Bunker Lake Boulevard is a private

road.
Motion by Mueller, Seconded by Godfrey, approving the Amendment to the Declaration of
Covenants and authorizing the EDA President and Executive Director to sign. Motion carried
unanimously.
ADJOURNMENT
Motion by Schue, Seconded by Engelhardt to adjourn. Motion carried unanimously. The
meeting was adjourned at 6:52 p.m.
