REGULAR ANDOVER CITY COUNCIL MEETING – MAY 20, 2025
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel, May 20, 2025, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None
Also present: City Administrator, Sarah Cotton
City Attorney, Scott Baumgartner

PLEDGE OF ALLEGIANCE
RESIDENT FORUM
Dan and Mindy Hoy, residents in Miller Woods, came forward and shared that their neighbor’s
home burned down last month. Ms. Hoy shared she was home the evening the house caught fire
and it was a scary experience but she wanted to share her appreciation and thanks to the Fire
Department for their work that evening. Mr. Hoy added he thinks the City should have a full-time
Fire Department.
AGENDA APPROVAL
Mayor Barthel noted the supplemental information received:

Motion by Schue, Seconded by Godfrey, to approve the Agenda as amended. Motion carried
unanimously.
APPROVAL OF MINUTES
May 6, 2025, Regular Meeting: Correct as written.
Motion by Shafto, Seconded by Engelhardt, to approve the May 6, 2025, Regular meeting minutes
as presented. Motion carried unanimously.

Motion by Engelhardt, Seconded by Schue, to table item 1C. Motion carried unanimously.
Motion by Godfrey, Seconded by Engelhardt, to approve of the Consent Agenda as read. Motion
carried unanimously.
2. DISCUSSION ITEMS
A. ANOKA COUNTY SHERIFF’S OFFICE MONTHLY REPORT
Commander Paul Lenzmeier provided a monthly report including 1,052 calls for service, with the
most calls coming from group homes. He shared there were no burglaries for the month, 15 thefts,
seven felony arrests, nine gross misdemeanor arrests, 19 misdemeanor arrests, eight DWIs, and
360 traffic stops, resulting in 111 traffic arrests. He noted they are actively enforcing traffic and
educating drivers. He said as kids are out of school and the weather is nice, there will be more and
more people spending time outside so traffic safety is very important. He added they are already
getting ready for construction season which can sometimes detour traffic through neighborhoods.
He encouraged residents to call the Sheriff’s Office if they have any concerns with traffic and

safety. He shared there was one significant event on April 28 where the Sheriff’s Office and the
Fire Department responded to a house fire on Navajo Street. He said there was a nine-month-old
child stuck inside the home who was later pulled from the house by the Assistant Fire Chief. He
thanked both the Fire Department and Sheriff’s Office Staff for their work at this fire. He said they
have two CSOs who are taking their licensing test this Friday and once they pass they will be
closer to getting out on the streets. He added they are a few weeks away from getting the social

worker on board as well.
Councilmember Schue noted last week was National Police Week and thanked Commander
Lenzmeier and the rest of the Sheriff’s Office for their work in this community.
Mr. Lenzmeier added that longtime Sheriff’s Office employee Bruce Hatton, who returned from
retirement to train the new crime scene unit detectives, passed away unexpectedly last week.
Councilmember Shafto asked about the type of traffic arrests that are being made. Mr. Lenzmeier
said they are seeing a lot of driving with a suspended license or in a stolen vehicle.
B. PUBLIC HEARING: CONSIDER VACATION OF RIGHT OF WAY FOR A
SECTION OF ELDORADO STREET NW ADJACENT TO THE UNADDRESSED
PROPERTIES AT PID# 30-32-24-41-0021 AND #30-32-24-42-0022, SCOTT AND
CHRISTY DAHLBERG (APPLICANTS)
The City Council is requested to hold a public hearing and make a decision on the vacation of right
of way request.
City Planner Hellegers reviewed the Staff report in regard to the vacation of right-of-way easement
request on Eldorado Street.
Motion by Shafto, Seconded by Schue, to open the public hearing at 7:20 p.m. Motion carried
unanimously.
No one came forward to address the Council.
Motion by Engelhardt, Seconded by Godfrey, to close the public hearing at 7:21 p.m. Motion
carried unanimously.
Motion by Shafto, Seconded by Schue, to adopt Resolution No. R056-25, granting the vacation of
right-of-way in the Meadows of Round Lake according to the recorded plat. Motion carried
unanimously.
C. CONSIDER A PRELIMINARY PLAT FOR A ONE-LOT SINGLE-FAMILY
RESIDENTIAL SUBDIVISION TO BE LOCATED ON THE UNADDRESSED
PROPERTY AT 14XXX ELDORADO STREET NW; PID# 30-32-24-41-0021 AND
#30-32-24-42-0022, SCOTT AND CHRISTY DAHLBERG (APPLICANTS)
The City Council is requested to consider the Planning and Zoning Commission’s recommendation
of approval for the Preliminary Plat.
Mr. Hellegers reviewed the Staff report concerning the preliminary plat for the unaddressed

property on Eldorado Street.
Mayor Barthel shared that typically whenever the Council sees these kinds of items come forward,
the lot standard chart always has a lot of red markings, and this is the first one he has reviewed
where there are no red markings on the map and he is very pleased to see this.
Motion by Engelhardt, Seconded by Schue, to adopt Resolution No. R057-25, approving the
preliminary plat of “Dahlberg Addition”. Motion carried unanimously.
D. CONSIDER A FINAL PLAT “DAHLBERG ADDITION” LOCATED ON THE
UNADDRESSED PROPERTY AT 14XXX ELDORADO STREET NW; PID# 30-32-
24-41-0021 AND #30-32-24-42-0022, SCOTT AND CHRISTY DAHLBERG
(APPLICANTS)
The City Council is requested to adopt the resolution approving the final plat of Dahlberg Addition
with conditions.
Mr. Hellegers reviewed the Staff report in regard to the final plat for the Dahlberg Addition on
Eldorado Street.
Motion by Schue, Seconded by Godfrey, to adopt Resolution No. R058-25, approving the final
plat of “Dahlberg Addition”. Motion carried unanimously.
E. ACCEPT FEASIBILITY REPORT/ORDER PLANS & SPECS/25-32/DAHLBERG
ADDITION
Motion by Engelhardt, Seconded by Godfrey, to remove this item from the table. Motion carried
unanimously.
Motion by Shafto, Seconded by Schue, to adopt Resolution No. R054-25, accepting the feasibility
study and ordering plans and specifications for the improvement of project No. 25-32. Motion
carried unanimously.
3. STAFF ITEMS
A. RESCHEDULE THE AUGUST 5, 2025 COUNCIL MEETING
Ms. Cotton shared the request to reschedule the Council meeting scheduled for August 5, 2025,

as this would interfere with the Night to Unite. She suggested rescheduling dates of August 4 or
th
August 6.
Motion by Shafto, Seconded by Schue, to reschedule the August 5, 2025 Council meeting to
August 4, 2025, at 7:00 p.m. Motion carried unanimously.

B. ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative
updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton reviewed the Administrative Staff report. She shared
that there are currently 41 new home permits for the year. She noted construction activity for the
season is in full swing. She added the Community Center roof replacement project will begin soon.
She shared that Redpath and Company have completed their audit fieldwork, and the Council will
be asked to receive a presentation on the City’s financial report in June. She added that Staff has
also begun their 2026 budget development work for the budget and CIP and will hold Workshop
meetings with the Council through the summer months. She noted the legislature has adjourned its
Regular Session; however, there will be a Special Session to finish all of their work.
MAYOR/COUNCIL INPUT
Councilmember Godfrey shared she attended the Sheriff’s Office workshop last week on
protecting savings, and it was a great event that helped teach people how to be aware of scams.
She added this session was recorded and will be posted on the Sheriff’s Department website. She
also encouraged residents to sign up for the Sheriff’s Department’s crime prevention department's
weekly emails.

meeting adjourned at 7:36 p.m.
