REGULAR ANDOVER CITY COUNCIL MEETING – MAY 6, 2025
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel, May 6, 2025, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None
Also present: City Administrator, Sarah Cotton
City Attorney, Scott Baumgartner

PLEDGE OF ALLEGIANCE
Mayor Barthel shared there was a structure fire in the city last week and the Council wanted to
honor one of the responding firefighters, Deputy Chief Ernie Scherger, as he was able to climb a
ladder to get into the home and pull out an infant and save its life.
RESIDENT FORUM

Bev Hinkel, 1410 152 Lane NW, came forward and shared some photos with the Council on the
st
state of a property in her area. She noted since she came forward to speak at the April 1 Council
Meeting, a canvas structure has been put up, and many of the items on the property are now in this
canvas structure. She added there is a lot of furniture under tarps. She said the resident received a
citation and the 10 days expired on Sunday, and she is unaware if the resident has received another
citation since the structure had not been removed. She said she would like to understand how many
more 10-day periods they will give this resident to get into compliance. She noted this has been an
issue for 10 years and while she appreciates the recent responses she has gotten from staff and the
Council, she is just trying to understand the enforcement aspect of this property.
Mayor Barthel shared the Council discussed the code enforcement process at their last Workshop
Meeting. He noted this process is new and City Attorney Baumgartner has made some changes
that will get things moving quicker. He asked City Administrator Cotton to send Ms. Hinkel the
chart that they discussed at the Workshop so she is aware of how this process works and where it
will go from here.

CONSIDER ACCEPTANCE OF FIRE SERVICE EVALUATION FINAL REPORT
The City Council is requested to accept the final Fire Services Evaluation Report prepared by
Fitch & Associates.
Ms. Cotton reviewed the staff report in regard to the Fire Services Evaluation conducted by Fitch
& Associates.
Motion by Engelhardt, Seconded by Godfrey, to accept the Fire Services Evaluation Report
prepared by Fitch & Associates. Motion carried unanimously.
ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative
updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton reviewed the Administrative Staff report with the
Council. She shared 32 new single-family home permits have been issued so far this year. She said
the building and inspections team are remaining extremely business between both residential and
commercial plan reviews and inspections. She shared staff will be attending a kick-off meeting
this week with RJM and Roof Spec Inc. on the Community Center roof replacement. She stated
they hope to have this replacement underway in June. She added the official ground-breaking
ceremony for J.A. Wedum will happen tomorrow for their development, Crosstown Landing. She
noted the street reconstruction and full-depth reclamation projects are underway and they

anticipate the mill and overlay projects to start the week of May 19. She explained the
construction of the roundabouts off of Nightingale Street is scheduled to begin on Monday, June

9. She shared the City-Wide Garage Sales will be Thursday, May 8, through Saturday, May
th
10, and there is a map on the City’s website detailing registered garage sales. She added the
th
annual spring recycling day will be this Saturday, May 10, at the Andover Recycling Center. She
said a list of accepted items and any fees associated with recycling can be found on the City’s
website.
MAYOR/COUNCIL INPUT
Councilmember Engelhardt thanked the Anoka County Sheriff’s Department for holding their
medicine collection drive a few weeks ago to collect unused medications. He shared residents do
not need to wait for one of these events to get rid of their medicines as there are collection bins at
the Sheriff’s Office, many health facilities, including Allina, and also at Walgreens and Walmart.
Councilmember Schue echoed Mayor Barthel’s opening statements about the work of the

firefighters, especially with this most recent event. He said May 4 is Firefighter Appreciation
Day and wants to take the whole week to thank and acknowledge the firefighters. He thanked
Councilmember Engelhardt and his wife for creating signs at Fire Station #1 showing appreciation
for the firefighters.

Mayor Barthel thanked Councilmember Engelhardt and his wife for their efforts in creating these
signs as well. He shared he has received a few emails from residents about there being no parade
this year at the Family Fun Fest. He said this is true due to the construction on Crosstown
Boulevard and Nightingale Street.
