ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING–
MARCH 18, 2025 - MINUTES
The Meeting of the Andover Economic Development Authority was called to order by President
Jamie Barthel, March 18, 2025, 6:08 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Commissioners Present: Rick Engelhardt (arrived at 6:20 p.m.), Scott Schue, Jonathan
Shafto and Greg Mueller
Commissioners Absent: Kari Kafer
Also present: EDA Executive Director, Sarah Cotton
Community Development Director, Joe Janish
Director of Public Works/City Engineer, Dave Berkowitz
APPROVAL OF MINUTES
January 21, 2025, Regular Meeting: Correct as written.
Motion by Mueller, Seconded by Schue, to approve the minutes as written. Motion carried
unanimously.
LAHA CITY WATER CONNECTION GRANT PROGRAM/CONTRACT APPROVAL
Community Developer Director Janish reviewed the Local Affordable Housing Aid (LAHA)
program, indicating at a previous meeting the EDA agreed to utilize the funds to connect homes
to city water and to contract with CEE to administer the program. The contract has been reviewed
by the City Attorney.
Motion by Schue, Seconded by Mueller to approve the contract with CEE and authorize the EDA
President to sign the contract. Motion carried unanimously.
REDEVELOPMENT UPDATES
Mr. Janish reviewed the redevelopment area. Mr. Janish stated per direction from the EDA, staff
has notified the tenants their leases will end in June and they will need to vacate the property.
He indicated the Fire Department plans to use the buildings for training, once training is
complete the City will get bids to take the buildings down by the end of 2025.

Commissioner Mueller asked when the area will be discussed on what to do with the property.
Mr. Janish indicated at the next EDA meeting future land use discussions will begin.
COMMERCIAL PROJECT ACTIVITY
Mr. Janish updated on the following:
Clocktower Commons, 15190 Bluebird Street – Chipotle and Starbucks are under construction.
Chipotle is hoping for a May/June opening. The Starbucks building will house the clock for
Clocktower Commons.
Interest in Hughes Industrial Park – One business is seeking a variance in order to construct a
“pole barn” as an accessory structure to be used for storage.
Restaurants/Fast Food – Currently staff is aware of companies continuing to look for land to
locate to in Andover.
TCF Site – The Commercial Site Plan for Chase Bank has been approved, and the building plans
have been submitted. The building permit has been approved and is ready for pick up.

Andover Crossings, 7 Avenue and Bunker Lake Boulevard – The Commercial Site Plan for
Circle K/Holiday has been approved, and the building plans have been submitted. The building
permit has been approved and is ready for pick up.
Holasek Property (near City Hall) – They are planning on obtaining their building permit in April
2025. They have begun taking down trees.
Finnes Estates – The development completed its PUD sketch review process.
Lakeview at Sloth Farm, 13624 Gladiola Street – The applicant has submitted a 5-lot development
versus a 7-lot after going through the PUD sketch process.
Housing – 17 new home permits have been issued in 2025.
Anoka County 911 and Radio Building - A temporary certificate of occupancy for the entire
building has been issued.
Grace Lutheran Church, 13655 Round Lake Boulevard – They are finishing their punch list
items.
Bunker Hills Park – Anoka County Parks is replacing two pavilions within the park.
Walmart – Walmart is looking at an addition to their building to facilitate their online order
pickups. Staff has completed the Commercial Site Plan review and building plans have been
submitted. The building permit has been approved and is ready for pick up.

Transform Church – The final lift of the parking lot will be completed this spring.
Overall Marketing – City staff continues to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.
Jay Street – The two individuals that approached the EDA at the last meeting continue to look for
ways in which to complete a project with a car wash.
Andover Cinema – Staff has been in contact with a developer who originally thought to provide
retail and services at the corner of Jay Street and Bunker Lake Boulevard. Staff will present to
discuss the current uses that the developer is looking into.
Mr. Janish indicated option 1 is an automatic carwash and option 2 is a rapid oil change building
and a building with retail. Mr. Janish stated the area is an association. The property owners in the
association have to approve what business goes into the area.
The EDA indicated they are not supportive of a carwash or an oil change business in this area.
OTHER BUSINESS
Mr. Janish indicated Beef O’Brady’s reached out to staff with concern about the number of
parking spaces and the new businesses on the property. Mr. Janish reviewed the parking
regulations and the shared parking agreement in the area.

Motion by Shafto, Seconded by Mueller to adjourn. Motion carried unanimously. The meeting
was adjourned at 6:50 p.m.
