REGULAR ANDOVER CITY COUNCIL MEETING – MARCH 18, 2025
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel, March 18, 2025, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None

PLEDGE OF ALLEGIANCE
ACCEPT RESIGNATION OF PLANNING AND ZONING COMMISSION MEMBER
KAREN GODFREY/APPOINT ROGER GROUT
Mayor Barthel requested moving Consent Agenda Item 9 for a vote prior to Karen Godfrey’s
appointment to the Council.
Motion by Shafto, Seconded by Schue, to remove Item 9 off the Consent Agenda for a vote prior
to Karen Godfrey’s appointment to the Council. Motion carried unanimously.
Motion by Shafto, Seconded by Engelhardt, to approve Item 9 of the Consent Agenda as read.
Motion carried unanimously.
OATH OF OFFICE - COUNCILMEMBER
City Attorney Baumgartner gave Karen Godfrey the Oath of Office as a Councilmember.
MEET THE DEPUTIES
Chief Deputy Bill Jacobson, Commander Paul Lenzmeier, and Deputies assigned to the Andover
contract all came forward and introduced themselves to the Council.

RESIDENT FORUM
Ben Riechers, 15844 Martin Street, came forward and shared he is sure they get more value from
contracting out police services from the Anoka County Sheriff's Office than they would if they
tried to maintain their own police force. He noted in the Councilmember interviews that they
conducted at the last meeting, there was a lot of talk about vision, which is a wonderful thing;
however, they need to do more than just talk about this. He stated if they are not aimed at a vision
then it will be easier to rationalize debt and spending. He asked the Council to make the case for
growth as this will affect every other decision that the Council will make. He said they need to get
the residents on board with where the City is going and why. He suggested the Council challenge
their Representatives in the legislature to give Andover more flexibility when it comes to density.
He added he would like to see financial transparency on the City’s website. He said this would not
have to be formal documentation, just something transparent that the residents can view.
Thomas Corbey, 14725 Grouse Street, came forward and asked what steps the City is taking to
make sure it is taken care of during the current political climate. He said the federal government is
trying to take away everything that the citizens have earned.
AGENDA APPROVAL
Motion by Godfrey, Seconded by Shafto, to approve the Agenda as amended. Motion carried
unanimously.
APPROVAL OF MINUTES
February 25, 2025, Workshop Meeting: Correct as written.
March 4, 2025, Regular Meeting: Correct aa amended.
Councilmember Schue noted a correction on page 20, line 12 of the Regular meeting minutes to
add ‘receiving more than 5,000 votes, falling short by only approximately 350 votes’ to the end of
that sentence.
Motion by Engelhardt, Seconded by Schue, to approve the February 25, 2025, Workshop meeting
and March 4, 2025, Regular meeting minutes amended. Motion carried 4 ayes, 1 present
(Godfrey).

Motion by Shafto, Seconded by Godfrey, to approve of the Consent Agenda as read. Motion

ANOKA COUNTY SHERIFF’S OFFICE MONTHLY REPORT
Commander Paul Lenzmeier provided a monthly report including 908 calls for service, made 323
traffic stops, nine DWIs, and 75 traffic arrests. He noted there were no felony arrests for the month,

but eight gross misdemeanor arrests and 12 misdemeanor arrests. He shared on February 4,
th
deputies found a stolen vehicle near Round Lake Boulevard and 167 Lane. He explained they
st
initiated a traffic stop and the suspect fled southbound on Round Lake Boulevard to 161 to Tulip
th
Street. He noted at Bunker Lake Boulevard and 7 Avenue; they deemed it too risky to continue
to pursue. He added the vehicle was caught on camera entering Hennepin County. He explained
that pursuits are very difficult, and they tell their deputies that they will never be questioned about
terminating a pursuit when a risk proposes itself. He noted in this situation; the risk of the public
was greater than the risk of allowing this vehicle to escape. He shared there were two house fires

in the month of February, the first being on February 14 at the 2900 block of 142 Lane. He said
everyone was able to get out of the house and the Andover Fire investigation team is working on

determining the cause of this fire. He noted there was a second fire on February 25 at the 16600
block of Maniteau Boulevard, which was believed to have started on a stove. He explained the
Andover Fire investigation team was able to deem this an accident. He shared in Anoka County
this past weekend there were four reported overdose deaths associated with a blue pill with ‘M 30’
on it which they believe is fentanyl.
Councilmember Schue asked if there is anything that could be causing the increase in DWIs this
year over last year, with 12 DWIs already for this year while at this time last year there were only
four. Commander Lenzmeier noted there is a very young and energetic group of night shift deputies
who do proactive enforcement. He added this has also been a mild winter which gets people out
on the road more.
Councilmember Schue noted the Sheriff’s Office has been responding to a lot of medical calls and
thanked Commander Lenzmeier and the rest of the Sheriff’s Office for the work they are doing as
it matters to the City and its citizens.

ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative
updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton reviewed the Administrative Staff report. She shared
they do have an update on their efforts to secure a permanent solution for the private well
contamination issue that they are facing in the western Red Oaks neighborhood. She stated she
and Mayor Barthel plan to attend the Minnesota House Capital Investment Committee meeting
this week to advocate for House File 2080, which would request $8,000,000 in State funding to
connect 96 properties in the Red Oaks neighborhood to municipal water supply to directly address
the PFAS contamination issues. She congratulated Councilmember Godfrey and shared staff is
looking forward to working with her.
(Community Development Department Report) Mr. Janish reviewed the Community
Development report. He shared there have been several bills introduced that would limit local
communities' control over development. He encouraged the Council and any residents to watch
these bills as they move forward. He added these bills contain things like removing parking
requirements which would make it a business's responsibility to determine how many parking
stalls they need for their business and the City would have no say in this. He noted there was
legislation introduced that states that all lots may have three homes on them, meaning that
individuals would be allowed to place two accessory dwelling units on their property.
MAYOR/COUNCIL INPUT
Councilmember Engelhardt shared the Community Center opened a skate night a few weekends
ago and they had about 65 people show up to this first skate night event. He said they received
great feedback from the public and were asked when the next skate night would be.
Mayor Barthel reiterated that he and Ms. Cotton will be heading down to the legislature on
Thursday to hopefully secure some funding for the Red Oaks neighborhood. He said he feels good
that the City will have a chance to get this funding, but he is honored that they get to go speak. He
congratulated Councilmember Godfrey on her first meeting.
Councilmember Engelhardt shared he had the opportunity to meet with some of the crossing
guards at Oak View Middle School and they had a concern that they have seen on Hanson
Boulevard where children are crossing the road at places other than the light. He encouraged
parents to ask their children to cross at the crosswalk by the light. Ms. Cotton said she can reach
out to a representative from the School District and ask them to include in their communication to
students the importance of crossing at the signaled intersections.
