MINUTES
The Work Session Meeting of the Andover Park and Recreation Commission was called
to order by Chair Stenzel on February 6, 2025, 6:15 p.m., at the Andover City Hall, 1885
Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chair Shane Stenzel, Commissioners Ryan Dawson, Emily
Honer, Bruckner Johnson, Kristin Lackie, Jim Lindahl, and
Liza Shafto.

DISCUSSION — REVIEW THE PARK & RECREATION COMMISSION
INFORMATION PACKET
Mr. Baumunk reviewed the Park and Recreation Commission is requested to discuss the
information packet materials that staff provided. Staff provided via email, or hard copy
upon request, an information packet containing reference items to guide the Park &
Recreation Commissioners. Also provided was an overview of the open meeting laws
published by the League of MN Cities Trust. Commissioner Lindahl requested a paper
copy of each meeting packet.

Mr. Baumunk noted an interactive map of the City including the parks can be found on

DISCUSS OBJECTIVES FOR 2025
Mr. Baumunk reviewed the Park and Recreation Commission is requested to discuss the
objectives, goals, and upcoming projects for 2025.Looking ahead for 2025, there are a
number of objectives to be accomplished. Staff would like to introduce several of the
large items to start the discussions with the Commission.
• 2026-2030 Parks Capital Improvement Plan—These discussions will start at the
next meeting. The Commission will need to review the updated Future Facilities
Chart provided at that meeting and make recommendations on the 2026-2030
CIP. The goal will be to have a draft ready to present to the City Council at the
June 24 Joint Meeting. Kelsey Round Lake Park Master Plan additions were a
large discussion in the last couple of years, this will be a goal to finalize some of
these items for 2026 and beyond.
• Park Dedication Study—Rural Reserve—The Rural Reserve is a section of
roughly 800 acres in the center of the City. In the event that the City extends the
MUSA pursuant to the Rural Reserve Area, additional facilities and land will be
needed to accommodate the projected future population. Rural Reserve Area is
not included in the park dedication study and will stand on its own if and when
the Rural Reserve Area is ready for development. Currently there is a purchase
agreement for 804 acres in the Rural Reserve and early discussions have started
with the City Council on a development proposal. Due to this, a park dedication
study for this area will need to be completed to determine park-related needs for
facilities, space, and trails in the near future.
Chair Stenzel asked for every acre of park land taken how many FTE's does it take to
maintain. He asked how the overall budget is affected. This needs to be considered
whenever taking park land rather than cash in lieu of land.
There was further discussion on development of parks and the rural reserve.
• Pine Hills North Reservable Shelter—With the new reservable shelter coming
online this year, usage decisions, policies, and reservation procedures will need to
be determined. This will need to be started early so it has time for Council input.
The goal is to have this online by June 1, 2025.

Currently the City has one reservable shelter in town. Mr. Baumunk showed a drawing of
Fields of Winslow Cove.
• Mr. Baumunk asked if there were any additional items that the Commission wants
to address or focus on for 2025.
Expansion of the skate park will also be discussed to develop a plan so budget can be set
for next year.
It is the goal of staff to provide the supporting materials and information needed to the
Park & Recreation Commission so informed decisions can be made for the future on the
park system. Staff utilize public, athletic association, industry professionals,maintenance
staff, and administrative staff input while providing information to the Commission to
help support the process.

The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Vice Chair Stenzel on February 6, 2025, 6:00 p.m., at the Andover City

OUTSTANDING ITEMS
Parks and Streets Operations Manager Jason Baumunk reviewed the Outstanding Items
Report along with pictures of most of the items:
On-going Projects: Outdoor rinks have been open since December 141h and are
getting heavy use. We have had to close a few days due to the warm weather, but
are still seeing good ice conditions. The new skating loop at Hidden Creek North
Park and working out well and getting used. Staff are actively trimming trees along
trails and in the parks. If you have any areas of concern, please contact the Public
Works Department to report these issues. Trees were cleared adjacent to the City
Campus ice rinks for the Crosstown/Nightingale roundabout project.
Pine Hills Multipurpose Building— The structure is complete and the plumbing
and electrical are installed.The well,septic, and electrical connection are scheduled
over the winter and early spring. The building is expected to be completed and open
by late spring of 2025. The well was drilled and found good, clean water. Final
connection to the building will be made this spring.
Updates on 2025 Park CIP Projects—New Park at Fields of Winslow Cove East
Park — The playground equipment has been delivered, and the contractor is
scheduled to install the playground, sidewalk, and picnic table pad early in the
spring. Parks staff are planning on installing the irrigation right after the playground
is completed.
Sunshine Basketball Court Upgrades — Staff is currently working with a local
contractor on quotes for surfacing, upgrading backboards, and fencing.
Other Items of Interest:
New Trail Segment Along Coon Creek — The easement has been secured and a
DNR Local Trail Connection Grant was awarded in the amount of$250,000. The
grant funds must be used by June of 2026. Staff have brush mowed the trail and
survey and design work has started. Staff have started the bridge design with the
bridge contractor.

MINUTES
The Work Session Meeting of the Andover Park and Recreation Commission was called
to order by Chair Stenzel on February 20, 2025, 6:00 p.m., at the Andover City Hall, 1885
Crosstown Boulevard NW, Andover, Minnesota.

DISCUSS 2026-2030 CIP—PARK CAPITAL IMPROVEMENTS
Mr. Baumunk reviewed the Park and Recreation Commission is requested to begin
discussing the 2026-2030 Park Capital Improvement Plan (CIP). The target date for the
draft CIP is Friday, June 6, 2025. A projected fund balance sheet that was prepared by the
Finance Department was provided for Commission consideration. This projected fund
balance does show the final payment for the $1,000,000 that was approved by the City
Council to be used for the construction of the Community Center Expansion from the
Park Dedication Fund.
The Park & Recreation Commission should review the future improvements in zones A-
D and determine what projects should be considered for the next 5 years. The following
was identified in the 2025-2029 CIP.
2025
• Annual Misc. Projects - $25,000
• Park at Fields at Winslow Cove - $170,000. This is a new park that is identified in
the development plans.
• Contribution to ACC - $159,107. Final payment for the ACC expansion
contribution.
• Sunshine Basketball Court Improvements— Sport Court surfacing, fencing and
improved backboards $65,000.

• Annual Misc. Projects - $25,000.
• Kelsey Round Lake Park Master Plan Additions. Building w/Bathrooms,

in 2025).
• Oakview Park Irrigation - $20,000.

Funding for these projects comes from the Park Dedication Fund. The Finance
Department has indicated to Staff that the ending fund balance for each of the 5 years
should have a minimum positive balance of$50,000 or more.
Also provided for Commission consideration were 2025-2030 Park Improvement Fund
Projected Fund Balance Sheet, Future Facilities Chart by Zone from the 2021 Park
Dedication Study, and Staff Recommendations from 2021 Future Facilities Chart.
Commissioner Lindahl asked if maintenance is included in the budget. Mr. Baumunk
stated it is included along with replacement costs.
Commissioner Johnson asked how long the value stays in place. Mr. Baumunk stated it
is adjusted each year. It increases slightly each year.
Mr. Baumunk asked the Commission for their comments starting with 2026. The list is
from the CIP with staff recommendations.

Commissioner Honer asked if the year noted is the staff recommendation for when it
happens. Mr. Baumunk stated it is when it is proposed in the CIP.
Commissioner Lindahl suggested possibly a bike loop in Fox Park. If the skating loop
continues at Hidden Oaks more lighting would be needed.
Mr. Baumunk noted there is a grant available for 2027. A grant had been received for
Kelsey Round Lake Park. Commissioner Lindahl noted once a grant is received for an
area there is a good chance the grant monies will continue for that area. Commissioner
Lindahl asked if the neighbor has been contacted to share the plan and Mr. Baumunk
stated he will find out. The addition of some tree screening may be needed.
Northwoods West tennis courts have no parking lot. It was resurfaced and changed to one
tennis curt and two pickleball courts. May wish to add the paved parking lot in 2028.
Rose Park is heavily used for baseball,but there is not enough parking to support it. The
possibility of adding some parking may be beneficial. There is no parking on the street.
Chair Stenzel suggested no CIP monies be spent here. There are dedicated revenues that
come in ($41,000) can only be used at Rose Park. These revenues are from the cell tower
rental fees. A parking lot would could cost $70,000 - $75,000 TBD.
Strootman Park by the river has a canoe access. The parking lot has a gravel lot that is
used by softball for practices. This would be eligible for DNR funding.
Andover Station North has expanded concessions, and they have asked for more tables
and seats for people to sit. The Tom Anderson trail connects the corridor from Hanson to
Prairie Road. Coon Creek did some restoration a few years ago and there were requests
for benches. Commissioner Honer stated there are always people on that trail.
Commissioner Lindahl noted Tom Anderson was a Park Commissioner years ago who
passed away.
Hidden Creek East has been brought up a number of times over the years. It is available
for practice fields only. There is no irrigation currently. It has a big dry space and was
previously known as the sticker patch.
Shadowbrook East is heavily used with a parking area. There could be a shelter or
something added there.
Commissioner Dawson asked about the basketball court at Prairie Knoll. There is a
basketball court and small warming house next to it. Football uses this as their home
facility. The basketball court was on the list but was taken off. The Football Association
is attempting to make plans to expand the building to be used for storage. This piece is on
hold pending future conversations. There is a trail going through the park. Parking was an
issue in the past but has been better recently. The sunflower field will not be happening
going forward due to parking issues. Chair Stenzel asked if the sunflower field might be

something the City would want to do in partnership with the land owners. This could be a
program idea through the Andover Community Center. Commissioner Lindahl suggested
the 7.16 acres near Hawkridge. There was discussion about partnering with organizations
for a sunflower field.
Mr. Baumunk stated there is no recreation department within the City with staff to do
programming, etc. The Community Center is owned by the City and managed. Staffs
role is facility maintenance. The Facilities Manager, Erik Sutherland, reports to the City
Administrator.
The Sunshine Basketball Court Improvements probably would not be done in 2025 due to
the condition of the court. Commissioner Honer asked if there have been resident
complaints about the condition of the court. The court is well used the attempt was to
make it better. The asphalt would need to be replaced and the fencing done after.
The CIP will be on the agenda for future Park & Recreation Commission meetings.
Chair Stenzel thanked Mr. Baumunk for putting this together. Staff recommendations are
very much appreciated. He asked if staff could prioritize what is needed. Chair Stenzel
thinks safety is important and paving things to reduce maintenance is a win. There is a lot
of money and it should be spent in the community. If we don't spend it someone will
spend it for us. Prices increase 3-5% every year. We should do everything we can in
2026.
Commissioner Shafto stated it would be prudent to prioritize the items the residents are
asking for.
Chair Stenzel asked if it would be worth exploring community engagement on park
projects. It would be nice to get input from the residents. The QR Codes in the parks to
gather information would be a good idea. Commissioner Johnson suggested a request for
feedback be included in the newsletter. Commissioner Honer stated there is a controlled
way of rating what is liked to help standardize the answers. Commissioner Johnson
suggested anything that can be moved up to 2026 should be looked at for the clearly
defined items.
Mr. Baumunk stated there will be more potentially more park dedication monies coming
in from future projects. Commissioner Honer stated an idea of what can feasibly be done
in a year would be helpful. Mr. Baumunk will discuss with staff. Mr. Baumunk stated the
larger projects are spread out due to staff time requirements with planning the larger
projects.
In 2026, the skate park expansion is proposed. The current structures are made out of
wood and wearing out. Concrete would be much better and longer lasting. It would be
nice to find an actual consultant that deals with skate parks. Chair Stenzel will let Mr.
Baumunk know the names of some consultants. More features and areas would be added.

Commissioner Honer stated she likes the ideas of getting the student users involved in the
planning. Commissioner Honer stated the crossing guards use the parking lot and they
should be asked for feedback. Additional lighting is planned.
Any Commissioners with comments should get ahold of Mr. Baumunk.
DISCUSS PINE HILLS NORTH SHELTER USAGE
Mr. Baumunk reviewed the Commission is requested to begin discussions on the usage,
rental rules and regulations and reservation policy for the new reservable space at the
Pine Hills North Shelter. Policies from other cities were provided for Commission
review.
With the new shelter expected to come online this spring, many items need to be
discussed and decided on for various items at that shelter. The following are to be
discussed:
• Hours of Operation—The shelter has two indoor bathrooms that are planned to be
on electronic controls. These could be open for park hours (6am— 1 1pm) a
shortened schedule, or only open with reservations.
o Rental Hours —Do we limit the hours it is available, so it does not go too
late. Anoka for example, facilities are available from 11 am— 8pm on
weekends, one reservation allowed per day. Hourly rentals 9am— 8pm
weekdays.
• Rules and Regulations, Reservation Policy—The City of Champlin Rules and
Regulations and the City of Anoka Park Facility Rentals & Reservations are a
good starting point for the discussion. Staff is requesting the Commission discuss
any additions, subtractions, and revisions to these.
• Cleaning Checklist/FAQs—The City of Ramsey has a nice checklist of
expectations which were provided for review. Staff recommends reading through
this and be ready to discuss any additions, subtractions, and revisions.
The Park and Recreation Commission is requested to discuss the usage, rental rules and
regulations, reservation policy, and any other suggestions for the Pine Hills North
reservable shelter and give staff direction on how to proceed.
Mr. Baumunk stated Andrews Park in Champlin is similar to Pine Hills North Shelter. He
would like to adopt the Champlin policies and use in Andover. He will bring it back to
the Commission for review. The City of Ramsey has a great cleaning checklist. Having
the checklist and holding the deposit if it is not cleaned would ensure people would clean
up. The hours of operation needs further discussion. There are concerns about having the
restroom open after dark. The porta-potties are utilized and paid for by Boreal Soccer
Club.

Commissioner Honer stated it is helpful to have porta-potties everywhere within the
parks. She feels they are sufficient, and the restroom would not need to be open late. It
would not be an issue to open the restroom at 8 a.m.
Commissioner Lindahl suggested this shelter not be kept open late as there have been
problems.
Chair Stenzel stated the restroom should be closed half an hour after dusk and adjusted as
needed.
Commissioner Honer asked if we can require a special event insurance. Many people are
not aware this is available. Mr. Baumunk stated the shelter would accommodate
approximately 40 people.
Commissioner Honer suggested the event insurance be recommended if not required. Mr.
Baumunk stated he will research. A key will be checked out at City Hall.
Commissioner Honer asked if there is staff available on-call for parks and Mr. Baumunk
stated he is the one for parks along with the parks leadperson. The cleaning will be
contracted out. Cameras will be on the inside of the shelter to remotely monitor.
Commissioner Shafto asked if there is a policy about dogs in parks. Mr. Baumunk stated
they have to be leashed and they need to be picked up after. The dog policy should be
included in the information for reservations. Deposits and Hourly Rates seem more
appropriate in what Champlin is charging. Ramsey's rates seem very low.
Commissioner Honer asked if there will be a dumpster for garbage from the rentals and
Mr. Baumunk stated it will be behind the building in an enclosure.

SUBJECT: Accept Donation—Memorial Bench

INTRODUCTION
The Park and Recreation Commission is requested to make a recommendation on accepting a
memorial bench at Prairie Knoll Park.
DISCUSSION
Staff received a request to accept a donation from the Joe DeMaio family for a memorial bench
in the honor of Joe DeMaio. The bench is to be located at Prairie Knoll Park, along the trail that
overlooks the center football field. The location has been looked at and approved by the Parks
Department Maintenance Staff. The bench would be consistent with the type of bench that is
typically installed within the City of Andover parks.
BUDGET IMPACT
The amount of the donation is $1,000, which will be placed in an escrow to complete the project
per the City of Andover Policy for Memorial Plaques and Benches (Included in the Park
Informational Packets that were provided to the Commissioners). Unused funds will be returned
to the applicant.
ACTION REQUIRED
The Park and Recreation Commission is requested to make a recommendation on accepting the
donation by the family of Joe DeMaio for a bench in his honor.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussions on the reservation
rules and regulations, and reservation policy for the new reservable shelter at the Pine Hills
North Park.
DISCUSSION
At the February 20`h Park & Recreation Commission Workshop, the Commission and Staff
reviewed information from neighboring cities for reserving outdoor shelter space. From the
recommendations at that meeting, staff prepared a draft of a reservation policy, cleaning
checklist, list of FAQs, reservation costs, and hours of operation.
Hours of operation will be as follows:
Bathrooms will be open from 7:00 am to 8:00 pm (or dusk, whichever is earlier)
Reservation will be available from 11:00 am to 8:00 pm.
Timing of both items will be monitored and adjusted as needed if issues arise.
Fees:
Shelter Reservation: $200/4-hours
Additional Hour: $40 per hour
Damage Deposit: $500

General
1. The individual named on the rental application as the "Responsible Party" and/or the group in
which whose name the application is issued, shall be held jointly responsible for any misuse of
the facility which is rented and accepts responsibility for all damage done to City property.
Additionally, the "responsible party" must be onsite for the duration of the event. No person
under the age of 21 shall be permitted to rent a facility.
2. The City assumes no liability for loss of personal property, damage, injury or illness incurred
by individuals or groups while utilizing a rental facility (see application form).
3. The City reserves the right to exercise supervisory authority to prevent unauthorized or illegal
activities on City property. The City shall not be responsible for interruptions of use for
reasons beyond its control and reserves the right to cancel this rental for reasons of public
safety or convenience. Additionally, the City reserves the right to deny application for
previous rule violations, enforceable by City staff.
4. The use of facilities shall be restricted to those spaces requested and paid for on rental
application. There may be other groups or activities utilizing other park facilities/amenities.
Groups are asked to respect each other's space.
5. DECORATIONS: Do not attach decorations or posters to any part of the facility using paste,
glue, staples, tacks or any adhesive. Use alternative methods that do not damage parr
property.
6. Food Trucks require a City of Andover Food Truck Permit. The Food Truck Application for the
permit must be submitted to the City clerk no later than 30 days prior to the event.
Applications can be picked up at Andover city Hall. This will need a code amendment to allow
food trucks in a parr, not associated with an event such as a softball tournament.
7. Should you desire alcohol at your event, you must apply for a special use permit (typically
takes 30 days), and you must have security on-site for the duration of your event. This will be
arranged by the City and the fee will be added to your rental costs. currently the city does
not allow alcohol in the Parks without a permit and liquor license. Does Council want to
revisit this for the shelter rentals
S. Tents with stakes or tarps will not be permitted. Free standing canopy tents, secured with
sandbags or weights, may be allowed if pre-arranged and approved.
9. No radios, recorded music, loudspeakers, DJ's, live music or sound amplifying equipment are
allowed in "excess" at any park / parr shelter. Failure to comply may result in the forfeiture of
your damage deposit. City staff will determine violation of "excess" as defined in City code 5-
6-2.
10. All City of Andover parks are tobacco free and no tobacco use is allowed on park property.
Damage deposits may be forfeited for violation.
11. Facility reservations for residents shall begin on January 1st annually. Reservations are only

taken for the calendar year.
12. Users may only bring in equipment or materials on the day of their rental and all items must
be removed upon completion of rental period. YOU MUST BOOK THE TIME you will need for
set-up, the actual event, and tear down.
13. Keys for rentals must be picked up from the Andover City Hall during business hours, one or
two days prior to rental. Keys must be returned by the first business day following the rental
period. If keys are lost or not returned, the City reserves the right to keep all or some of the
damage deposit for replacement costs.
14. Renters are responsible for cleaning the facility. See Cleaning Checklist attached. It is your
responsibility to make sure the facility is left in good condition for the next user. We suggest
documenting the site when leaving by taking time stamped photos.
a. Wipe down tables, chairs and benches as needed.
b. Place trash in containers, if the amount of trash generated is excessive, you need to
haul it away.
c. Double-check doors are locked before leaving. If a building is left unsecured and
vandalism occurs, you will be held responsible and lose your damage deposit.
d. If additional staff time, beyond regular cleaning, is required you will forfeit some or all
of your damage deposit depending upon the time and supplies need to return to the
facility to a usable state. This will be billed according to hourly staff rates.
15. In addition to the above stated rental rules/regulations you must also abide by all City
Ordinances; copies available upon request.
PARKINC4 / OCCUPANCY
1. Parking is available in designated parking areas only. Parking on the grass or driving on park
trails is strictly prohibited.
This facility has a maximum occupancy limit of TBD??? If the limit is exceeded, your damage
deposit will be forfeited.
CANCELLATION / REFUND POLICY
1. Rental reservations will not be refunded due to rain or inclement weather. Re-scheduling
will be permitted, as availability allows. Severe weather, where there are safety concerns
would be the exception, those instances may be granted a refund.
2. If cancellation occurs 30 or more days in advance of rental date, the refund is 90%?? of
rental fee. If cancellation notice is within 30 days of rental date, no refund will be issued.

3. All cancellations/refunds are subject to a $20 administrative fee.
DAMAGE / LIABILITY
1. In the event of damage to the premises or facility, the damage will be documented with time-
stamped photos. All repair bills will be assessed to the responsible party/group who has signed
the rental agreement.
FAQs
Can I come early to set up for my event?
Any time needed for set-up or clean-up must be included in your reservation. Make sure to reserve enough
time for these activities in your application.
Can I decorate the facility for the event?
Yes, decorations are allowed, but they cannot be attached to any part of the facility using paste, glue,
staples, tacks, or any adhesive. Use alternative methods that do not damage park property.
Can I have a food truck at my event?
Yes, food trucks are allowed at the event as long as they have a permit through the City of Andover for
the event. That must be applied for a minimum of 30 days prior to the event.
Are pets allowed at the event?
Yes, domestic animals such as dogs and cats are allowed in the city parks,but must be leashed at all times
per City Code 8-4-1-K
Is there water and electricity available?
Yes, the rental of the shelter includes use of the concession area that had a prep sink, countertop, service
window, and plenty of outlets.

o Return a copy of this signed checklist along with your key the next business day
to Andover City Hall unless prior arrangements have been made.

ON-GOING PROJECTS —
• Outdoor rinks opened on December 14th, and just closed for the season on February 23�a,
10 weeks in total. Ice conditions stayed in great shape except for a couple warm days
when we were forced to close the rinks. Overall, it was a great outdoor rink season, and
they were heavily used.
• Staff are working on clearing out the warming houses and deep cleaning them for the off-
season.
• Time is being spent repainting hockey goals, washing nets, and cleaning and servicing
outdoor rink maintenance equipment.
• Staff is refinishing and repainting our rotating inventory of spring-ride toys that get
installed in the park playgrounds.
2024 CIP Proiects - Pine Hills Multipurpose Building
• The structure is complete and the plumbing and electrical are installed inside the
building. The well was drilled and found good, clean water. Final connection to the
building will be made this spring. A septic contractor has been confirmed and are waiting
for installation this spring. The electrical connection to the building is scheduled this
spring when the ground thaws. The target is to have the project completed and open by
June of 2025.
UPDATES ON 2025 PARK CIP PROJECTS
• New Park at Fields of Winslow Cove East Park—The playground equipment has
been delivered and the contractor is scheduled to install the playground, sidewalk, and
picnic table pad early in the spring. Parks staff are planning on installing the irrigation
right after the playground is completed.
• Sunshine Basketball Court Upgrades—Item is part of the CIP discussions and will
likely need to be removed from the plan.
OTHER ITEMS OF INTEREST
• New Trail Segment Along Coon Creek—The easement has been secured and a DNR
Local Trail Connection Grant was awarded in the amount of$250,000. The grant
funds must be used by June of 2026. Staff has brush mowed the trial, and survey and
design work has started. Staff have started the bridge design with the bridge
contractor.

• Cleaned the street plow routes and parking lots
• Kept up on trail plowing after recent snowfalls and after County plows finish their
clean up.
