2023 Proposed Property Tax Levy: Very shortly you
will receive your proposed 2024 property tax statement
from Anoka County. If you have questions regarding your
property’s valuation on that statement, call the number on
the statement. The Anoka County Assessor’s Office will
walk you through explanations unique to your property.
Relative to the proposed 2024 City of Andover property
tax levy, the Council did adopt at the September 5th regular
Council meeting the 2024 Preliminary Levy certification. This
certification is the outcome of budget workshops held with
the Council over the summer. The Preliminary 2024 Budget
proposes a total property tax levy of $18,097,274: $11,731,126
(64.83%) operational levy, $3,891,710 (21.50%) debt service
levy, and $2,474,438 (13.67%) other levies.
The 2024 Proposed Property Tax Levy is estimated to increase
the current City tax rate by 3.72%. That rate will be applied to
the City’s growing tax base and reflect a 6.00% increase in the
gross tax levy. The focus of the 2024 Budget and Levy is to
address inflationary items, capital replacements, an infusion
of funds into the mill and overlay program and to address staff
retention. The Council has the right to reduce or keep constant
this levy until the final certification date of December 28, 2023.
Questions related to the proposed property tax levy
and spending should be directed to City Administration.
Property Tax/ Homestead Credit Refund Programs
(portions from Minnesota Department of Revenue):
As calls come to City Administration relative to the property
tax levy impact on Andover residents, and not knowing
everyone’s current financial situation, I always recommend
that each property taxpayer check to see if they qualify for
the State of Minnesota Homestead Credit Refund Program.
You may be eligible for a refund based on your household
income and property taxes paid on your primary residence
in Andover. There are two refund opportunities, the first is
called the Regular Property Tax Refund, a state-paid refund that
provides tax relief to homeowners whose property taxes are high
relative to their incomes. If the property tax exceeds a threshold
percentage of income, the refund equals a percentage of the tax
over the threshold, up to a maximum amount. A homeowner
can qualify with household incomes of up to $128,280 and
the maximum refund that one can qualify for is $3,140.
The other refund opportunity is called the Special Property
Tax Refund and this refund has no income limit and the
maximum refund is $2,500. To qualify you will need to have
lived in your home on January 2nd of two back to back years,
your net property tax on your homestead increased by more
than 6%, the increase was at least $100, and the increase
was not due to improvements you made to the property.
To receive the refund, you need to file Form M1PR with the
Minnesota Department of Revenue. Information is available

Note: There is no income limit for the special refund. You
may qualify for the special refund even if you do not qualify
for the regular refund.
Strategic Planning: During May and June of this year, the
Andover City Council and Staff Leadership Team convened
work sessions for the purpose of updating its long-term vision,
organizational values, external values, and short-term goals.
The process examined three primary levels of strategic
planning - long-term vision, organizational and external
values, and short-term goal setting. The group considered
long-term vision elements and updated its community
slogan and vision statement, which provide a summary
statement of the City’s long-term objective. The Council
and Leadership team additionally evaluated the present status
of the City and organization as part of a process to develop
a goals list for Council and staff consistent with that vision.
The participants engaged in discussion around a series of
questions to consider areas of strength and weakness, along
with potential impacts and opportunities on the horizon.
The City Council based on the results of the sessions
did adopt a City of Andover Strategic Plan. The results

During the last school year, newsworthy stories were
published after dispatch centers around Minnesota and
the Country received fake “swatting” calls saying that
shootings were occurring in local schools. Upon arrival,
emergency responders quickly determined the calls were
a hoax. While these types of calls can happen in larger
situations like this, it also happens to smaller businesses
and homes across the country.
Swatting is the action of making a prank call to emergency
services to bring about the dispatch of many armed law
enforcement officers to a particular address. This act is
dangerous for the people who are present at the location,
in addition to the responding deputies. Individuals from
all over the world can make these calls via Voice Over
IP, or by “spoofing” a phone number to show the call is
coming from a different person.
While every call received to Anoka County Emergency
Communications – 911 is taken seriously and responded
to, law enforcement pays very close attention to the calls
to see if details were shared that would make the claims
unlikely. They are well versed on the types of calls each
community typically receives, as well as the people within
the community. Therefore, they typically can suspect the
call has high likelihood of being a swatting call before
arrival. Federal and state agencies such as the Minnesota
Bureau of Criminal Apprehension also follow swatting
call trends and alert law enforcement agencies, so they
are aware of the potential calls coming into their area.
Understandably, it can be frightening for unsuspecting
individuals to have sudden and large law enforcement
presence at their location for no apparent reason. However,
if deputies do respond to your residence or business due
to a swatting call, we will make every effort to explain the
situation to the individuals inside so that they understand
why law enforcement responded in such fashion.
How to help protect yourself:
Many victims of swatting calls fall victim due to sharing
too much about themselves when participating in online
activities, such as video gaming with strangers. After
innocently sharing personal information about themselves,
the individual on the other end can search for and publish
private or identifying information about the person on the
internet, typically with malicious intent. This information
gives swatters the information they need to place a fake
call to emergency dispatchers with extreme claims.
This is one of the many reasons to avoid sharing personal
information via the web. Avoid checking into locations
on social media platforms, posting photos of your home
online, or sharing your phone number or address on social
media. Ensure that children and teenagers in your home
are also following these safe practices when they are
connected to the internet.
Enhance your online security by regularly changing and
using unique and complex passwords to reduce the risk
of your accounts becoming compromised, and an attacker
gaining access to your personal information. Additionally,
setting up two-factor authentication can improve the
security of your accounts.
Whenever you are online, always stay alert
and keep your guard up. By keeping your
personal information off the internet as
much as possible, you greatly decrease your
chances of becoming a victim!

Solicitors, peddlers and transient merchants are required
to carry a permit approved by the City. If someone
approaches you at your home or if someone is selling at
a location (parking lot, street corner), you can ask if they
have a permit from the City. If they do not, call the non-

them.

following information on the badge: license number,
expiration date, company they are representing and their

The City of Andover and the YMCA collaborated in 2005 to provide the community the Andover YMCA Community
Center. The City of Andover operates the community center indoor ice arena, sports complex and fieldhouse, which requires
no membership. The YMCA leases a portion of the building providing members use of the aquatics and fitness center. Listed
below are Andover Community Center activities and programs. The Andover Community Center is open to the public.
ACTIVITIES
ADULT HOCKEY
Drop-in weekday Adult Open Hockey 16+. Gloves and helmets
are required. Goalies skate FREE.
BASKETBALL
All ages shoot hoops. No full court games, team
practices or training equipment allowed. 1/2 court
games allowed if space allows.
OPEN SKATE
All ages welcome. Skate rental available for $4 per pair, sizes
available youth 8 - adult 13. Skate sharpening $6 per pair.
PICKLEBALL
Drop-in pickleball available weekday, evening, and weekend
hours. Graphite paddles available for rent.
TOT TIME OPEN GYM
A non-structured indoor playtime for youth ages 6 & under. Meet
new friends, socialize, and let the kids play with age appropriate
toys & sports equipment. Story time, make crafts, and enjoy
visits from the Andover Fire Department throughout the season.
Admission is $5 per child. Tot Time is offered most Mondays
& Thursdays; 9:30 am - 11:30 am, See monthly calendars for
specific activity dates.
VOLLEYBALL
Volleyball is for participants who are 14 years of age or older.
WALKING TRACK
The indoor walking/jogging track is open daily, 6:30 am - 8:30
pm. Admission is free for Andover residents, however, those
utilizing the track between the hours of 6:30 a.m. - 4:30 p.m.
Monday - Friday must check in at the information desk to show
proof of residency. Create your household account at www.
AndoverMN.Gov/ACC for easy check-in. Individuals using the
track evenings and weekends are not required to check-in. Non-
resident admission fees are $2 per person, Monday - Friday, 6:30
a.m. - 4:30 p.m.
WINTER PROGRAMS
INTRODUCTION TO ICE SKATING
A great program to introduce the sport of ice skating to students
ages 3 - 5 who have little to no skating experience. Classes held
Sunday evenings and are 30 minutes in length and features age
appropriate, off and on-ice activities. This program meets for
3-weeks, and the cost is $54 per skater. Winter Session I will
begin January 7th and Session II will begin January 28th.
ICE SKATING LESSONS
Winter Ice Skating Lessons for youth ages 3 - 15 will be held on
Sunday evenings, January 7th - February 11th (6 sessions) $94 per
skater. Lessons include 30 minutes of instruction and 30 minutes
of optional on-ice practice. Adult Ice Skating Lessons will also
be offered for Winter! Lessons are 30 minutes and the cost is $64.
SOCCER
The Winter Andover Community Indoor Soccer Program will
be held Saturday mornings, January 13th – March 2nd (7 weeks)
$95 per player. This recreational program is for youth ages 4 – 9
and focuses on individual skill development and having fun. All
players will be organized into age-appropriate teams with each
player receiving a team t-shirt and an award. Teams will practice
skills for the first 30 minutes then scrimmage against another
team for the remaining 30 minutes of the program. This program
is a great start for beginners and fun for those who have already
played organized soccer.
PICKLEBALL LESSONS & SKILLS AND DRILLS

MONTHLY ACTIVITY CALENDARS & PROGRAM REGISTRATION

HOLIDAY RECYCLING
Thank you to those who are utlizing our Recycling
Center. We appreicate when you are able to break down
your cardboard boxes as this ensures the containers do
not overflow and make a mess. With the holiday season
quickly approaching, here are a few tips on recycling
special items: Holiday wreaths and trees can be brought
to the Anoka County Compost Site, please call (763) 324-
3400 for details. Holiday light strings can be brought to
Andover City Hall (1685 Crosstown Boulevard NW)
Monday- Friday, 8:00 a.m. - 4:30 p.m. throughout the year
for recycling.
HOMESTEAD FILING
New homeowners are reminded that December 15, 2023 is the
deadline to file for Homestead Classification. You can file at
the Anoka County Government Center. A copy of the deed and
Certificate of Real Estate Value is needed to file. If you have any
questions, contact Anoka County at (763) 323-5400.
COMMUNITY GARDEN 2024
The sign-up for this coming year (2024) starts Tuesday January
2nd. This will allow Andover residents only to come into City Hall
and fill out the application and pay the required fee. Only one
plot per address can be purchased at this time. The applica-
tions are also available on the City of Andover’s website at www.
andovermn.gov
Please Note Fee Increase: The
fee for each plot is $50 which
goes towards the maintenance
costs of the site. Also we have
moved up the date to get a 2nd or
3rd plot to March this year.

Every year the City prepares a 5 Year Capital Improvement Plan
(CIP) which identifies various street improvement projects.
The type of improvement is based upon the existing roadways
age and condition. The improvements, along with on-going
routine maintenance, are completed to maintain and extend the
value and life cycle of the City’s roadway infrastructure. Three
key improvements are the annual street reconstruction, mill
and overlay, and full depth reclamation projects. In accordance
with the City’s Assessment Manual, 25% of the project costs
for a standard street section are assessed to properties fronting
or addressed along these projects. In 2024 these three projects
will improve approximately 8.6 miles of City streets. Further
details on each project are presented below. An on-line viewer

2024 STREET RECONSTRUCTION PROJECTS
Street reconstruction projects are completed where the
existing pavement structure is beyond the point of a mill and
overlay. These projects typically include extensive concrete
curb and gutter replacement or construction to replace
bituminous curb (unless there are ditches), replacement and/
or maintenance of existing public utilities, and construction of
a new bituminous street. Neighborhoods impacted by these
projects will be invited by mailing to an informational meeting
in late fall / early winter. The following two areas are slated
for reconstruction beginning early spring with completion by
late summer of 2024, totaling approximately 2.9 miles:
Dehn’s 1st & 2nd Addition and 7th Avenue NW Frontage Road
This project is located east of 7th Avenue NW and between
144th Lane NW and 145th Avenue NW. The project will
include maintenance of existing storm sewer systems, and
construction of a sidewalk along 7th Avenue NW from the
south end of the frontage road to the 143rd Avenue NW/7th
Avenue NW signalized intersection. The length of this project
is approximately 0.6 miles.
Andover West, Lund’s Round Lake Estates and Indian
Meadows 2nd Addition.
This project is generally located east of 7th
Avenue NW between 152nd Avenue NW and
147th Lane NW east to Round Lake. Limited
storm sewer/culvert replacements will be
included with this project. The length of
this project is approximately 2.3 miles.
2024 FULL DEPTH RECLAMATION PROJECTS
Full Depth Reclamation projects are completed on streets
that are beyond the point where a standard mill and overlay is
warranted. These projects are identified in areas with existing
ditch sections or concrete curb and gutter where only limited
amounts require replacement. Utility improvements in these
projects are limited compared to street reconstruction projects.
A full depth reclamation is anticipated to last 30+ years. An
update letter and public hearing notice will be mailed to
impacted residents in late fall / early winter once a hearing
date is scheduled. The following two areas are slated for full
depth reclamation beginning early spring with completion by
late summer of 2024, totaling approximately 4.4 miles:
Hills of Bunker Lake 1st thru 4th Additions
This project is located north of Bunker Lake Boulevard NW,
east of Hanson Boulevard, NW south of Coon Creek and west
of the railroad tracks. Limited curb and gutter replacement
and deteriorated curb joint patches will be included with this
project. This area includes approximately 4.1 miles of street
improvements.
The Meadows of Round Lake Cul-De-Sacs
This project is located east of Round Lake, and includes the
following streets that end with cul-de-sacs: 145th Avenue NW,
145th Lane NW, 146th Avenue NW and 146th Lane NW. The cul
de sac bubbles in these segments are in poor condition, and
street improvements will extend from the cul-de-sac back to
the next intersection. 147th Avenue NW, Eldorado Street NW
and 145th Avenue NW thru this neighborhood were overlayed
in 2015. This area includes approximately 0.3 miles of street
improvements.
2024 MILL OVERLAY PROJECTS
Mill and overlay projects are completed on streets that are
structurally sound and are generally between 15-20 years in age.
Mill and overlay projects are anticipated to extend the life of
the roadways another 15+ years before a full depth reclamation
or reconstruction would be considered. The projects include
milling off the existing bituminous surface and paving a new
bituminous wearing course over the remainder of the existing
in-place roadway. Minor utility repairs and limited curb and
gutter replacement and joint patching will also be completed
where necessary. An update letter and public hearing notice
will be mailed to impacted residents early this winter once a
hearing date is scheduled. The following areas are slated for
mill and overlay beginning early spring with completion by
late summer of 2024, totaling approximately 1.3 miles:
Areas identified include: Bunker Lake Village (0.3 miles),
Bunker Lake Boulevard NW Frontage Road (Rose Street
NW to Heather Street NW) (0.6 miles), and Bunker Lake
Boulevard NW Frontage Road/Grouse Street NW (Jay Street
NW to Station Parkway NW) (0.4 miles).

SNOWPLOW OPERATIONS – The City of Andover follows
the Snow Removal and Ice Control Policy as closely as possible.
This policy can be found on the City of Andover website
www.andovermn.gov Snow accumulations of 2” or more will
warrant full snowplowing operations. This includes all streets,
cul-de-sacs and trails. There are times when plows will be
sent out for snow falls less than 2” if there is a potential of
drifting or icing that could create hazardous driving conditions.
Commencement of Snow and Ice operations will normally start
as close to the end of the snow event when possible. Typically,
this is in the early morning hours when traffic is at a minimum.
At times, main heavily traveled streets will be plowed daytime
hours during the storm to keep them passable with a full plow to
follow overnight. For the safety of everyone, we do not typically
plow between 5:00 pm and 10:00 pm due to the heavy traffic on
the roadways. This also allows us to utilize limited staffing most
efficiently to ensure we have enough drivers to do a full plow in
a timely, safe manner.
MAILBOX REQUIREMENTS - The base of the box should be
48-50” above street level. The post should be 20” back from the
curb. The face of the mailbox should line up with the curb. The
snowplow wing needs the 48” height clearance to avoid hitting
the box and the 20” from the curb to clear the post. The City does
NOT assume liability for mailboxes damaged during plowing
operations, unless it is determined the plow made direct contact
with a mailbox that is properly installed using the standard 4 x 4
post and metal box requirements. Decorative mailboxes are not
within the requirements and will not be replaced if damaged.
The mailbox should be secured to the base and post and the post
securely in the ground, no rotting wood. There should not be any
plastic newspaper tubes or attachments to the mailbox below
the 44” minimum height requirement. (See mailbox placement
diagram on the City website at www.andovermn.gov).
TRAILS are plowed during the regular scheduled working
shift except for trails within a 2-mile radius of a school. These
trails are plowed as soon as possible during regular plowing
operations.
CUL-DE-SACS are plowed by smaller snow removal vehicles.
You may notice the large plow truck will clear one path while
turning around in the cul-de-sac, but the smaller plows will clear
the street curb to curb. Plow operators try to evenly distribute
snow throughout the cul-de-sac, but limited space makes
it difficult. Reminder to keep cul-de-sacs clear of all sports
equipment such as hockey nets and basketball hoops. Plow
operators cannot leave the vehicle to move objects left in the
road.
DO NOT plow, shovel or blow snow ONTO or ACROSS
any public roadway. Minnesota State Statue 160.27 - The
Minnesota Department of Transportation reminds everyone
it is against state law to deposit snow onto a public roadway.
Dumping or plowing snow onto a roadway can create a slippery
area, frozen rut or bump, which has the potential to contribute to
a motor vehicle or pedestrian accident. MN Statue 160.27 and
many local ordinances prohibit the plowing, blowing, shoveling,
or otherwise placing of snow from sidewalks, driveways, and
parking lots onto public roadways. The public is cautioned that
violations are misdemeanors and civil liability can extend to
both the property owner and the person/company who placed
the snow improperly.
GARBAGE CANS/RECYCLE BINS should be placed
approximately 2 feet behind the curb IN the driveway. Plow
operators cannot leave the vehicle to move objects left in the
road.
SPRINKLER SYSTEMS placed in the curb right-of-way are
not the responsibility of the City if damaged during snowplowing
operations.
NO PARKING on any City street after 2 inches or more
snowfall until the streets have been plowed curb to curb. The
City of Andover observes a parking ordinance during the winter
months, which is NO PARKING on any City street between the
hours of 1:00 a.m. to 6:00 a.m. from November 1st to April 15th.
Cars parked or left unattended in a City street during plowing
operations will be tagged and towed.
CITY PARK parking lots that are NOT required to stay open in
the winter will not be plowed.
STAKING CURBS FOR SNOWPLOWING – During
the first couple snowfalls it can be very difficult for the plow
drivers to determine where the edge of the road is. Placing
wooden stakes along the edge of the curb helps guide the
plow operator to establish where the edge of the street is.
Stakes should be wood with the top 4 inches painted orange.
(NO STEEL POSTS) Place stakes no more than 6 inches
behind the curb, approximately 25 feet apart. The City is not
responsible for damage to items placed in
the right-of-way including, but not limited
to, sod, landscaping, irrigation systems and
other such items. The right-of-way is there
to place snow as it is plowed off the street.
Stakes will be available at City Hall from
the 2nd week of October until November
30th.
OUTDOOR ICE RINKS are cleared and maintained as quickly
as possible after a snow event. Plowing streets and trails is our

Planning & Zoning Commission - The City is seeking
individuals to serve 3-year terms on the Planning & Zoning
Commission. The Commission serves in an advisory capacity
to the City Council and reviews matters concerning City
planning and development issues. The Planning & Zoning
Commission meetings are held on the second and fourth
