For one weekend every summer, we all get together with our neighbors, friends, family, classmates and coworkers to embrace community: we eat some great fair food, join in on some healthy competition and enjoy some spectacular fireworks in our own backyard. As a wrap-up for this year, here are some highlights. A big congratulations to our AFFF Winners: Medallion Hunt Congratulations to the Hruby family for finding this year’s medallion! It was Eloise, 11, who found it on the playground at Hidden Creek North park. Siblings Adelyn, 12, and Finn, 6, helped search along with mom, Nikki. And a huge thank you to Premier Banks of Andover for sponsoring the Medallion Hunt. This festival would not be possible without the volunteers on the AFFF Committee and our generous community businesses and organizations for their donations and involvement. The polls will be open from 7:00 a.m. until 8:00 p.m. If you are unsure of where you vote, you can access the Secretary of State’s website at www.sos.state.mn.us to find your correct polling place or call City Hall at (763) 755-5100. For more information about elections, go to the City’s website or www.anokacounty.us/elections If you have not voted in Andover or have moved, you must first register before voting. A valid driver’s license with your new address will allow you to register and vote. Please take care of this before Election Day. Minnesota State Law requires you to update your license within 30 days of moving. Voters who prefer to cast their absentee ballot in person may vote at the city hall of the city in which they reside during regular office hours. COUNCIL MEMBER’S REPORT Ted Butler The 2024 election is almost upon us, with early voting starting in just a few short weeks. My own name will not be on your ballot this year. After serving Andover for 18 years on multiple Advisory Commissions and most recently your City Council, I have decided to clear the way for the next generation of residents serving our community. I have always said my goal was to help keep Andover a safe, healthy community. Among many joint accomplishments with fellow Commissioners and Council Members over the years, I take great pride in the successful development of numerous parks and trails in our community that provide a broad range of recreational opportunities, the planning and ultimate passage of the Andover Community Center expansion, limiting the number of tobacco licenses allowed under City ordinance, advocating for funding of safe pedestrian crossings and ensuring our roads were improved (not just the quality of the asphalt but making sure we have safer intersections for drivers, cyclists and pedestrians). Some of those projects are complete now and others are planned for the next couple of years. In 4 1/2 years on the Council, we have also made great strides toward acquiring property for a redevelopment project along Bunker Lake Boulevard NW, worked to support new business development and have paved the way for a mix of housing types that will serve all generations of residents in years to come. As I wind down my time in office, I want to encourage you to contribute your time and talent to help your community…and you don’t have to appear on the ballot to do that! Whether volunteering for one of our many great non-profit organizations or getting engaged in public service, there are countless opportunities around you through which you can contribute. For example, each year the Council reviews applications and interviews candidates for several Advisory Commissions: Park & Recreation, Planning & Zoning, Nature Preserve and the Economic Development Authority. Serving on a Commission is a great opportunity to participate in shaping the future of Andover by studying issues and making recommendations to the City Council. As a Commissioner, your input can truly make a difference. Serving on a Commission is also a fantastic way to learn about how City government works and help gain experience should you wish to run for office in the future. Watch for more information later in the fall on how to apply. You may hear from me publicly again someday but for now it's time to step away from public service and focus on family and career. ANDOVER COMMUNITY GARDEN PLOT RENTERS Now that the season is close to being over, we want to remind the gardeners that all garden plots must be cleaned and cleared out by the end of the day on Sunday, October 20th. Page 2 AndoverToday AndoverToday Page 3 PARK PLACE Jason Baumunk, Parks and Streets Operations Manager Hopefully everyone had a fun, safe summer and had a chance to get out and enjoy the beautiful weather at some of the City’s many parks and trails. It has been a busy summer with numerous projects, playground replacements and a few projects that will get started this fall. Along with all the current projects, there has been a lot of planning for next summer and the years to come. Parks Department Staff replaced the playground equipment at three parks this summer. Shady Knoll Park, Oak View Park and Woodland Estates Park all had the equipment replaced and new wood fiber mulch installed to increase the safety of the fall zones. All playground equipment gets inspected twice a year and staff determine which ones should be replaced or refurbished. After 15 years of age, plastics start to fade and get brittle and coated metal parts and platforms start to rust from the inside out, both of which can cause unseen safety issues. For these reasons, we attempt to replace equipment between 15-18 years of age per industry professionals’ recommendations, although on the surface they do not always appear to need replacement. Woodland Estates playground was also expanded to be more comparable in size to other neighborhood parks. Currently the City of Andover owns and maintains forty- three playgrounds at various parks around the City. Over the last five years, we have seen a 45-60% increase in costs for equipment, wood fiber mulch, and shipping costs. To offset this, staff explores opportunities for grant funding, such as the GameTime Equipment matching funds grant that was received for the 2024 playground equipment replacements. The City will be applying for this grant again for the 2025 playground replacements. One project that was completed this summer was the resurfacing of the tennis courts at Northwood West Park. With this resurfacing, one of the tennis courts was converted into two pickleball courts. This was done as a trial to see how well it worked and how much it would be utilized, so temporary nets will be used to begin with. If feedback continues to be positive, it will be discussed to install permanent pickleball nets at this location. The park is located at 2721 - 140th Lane NW and recently had the court lighting upgraded as well. Another larger project in the works is the addition of a reservable shelter space at Pine Hills North Park. This shelter will have indoor bathrooms, covered shelter area and a small room for food service adjacent to the shelter space. This project has been approved and ordered. Work is expected to start this fall, with the expected completion date in Spring of 2025. Looking ahead to the future, the Park & Recreation Commission and City Staff are actively looking for ways to improve our parks and trails. Each year, the Commission, City Staff and City Council work on reviewing and amending our Capital Improvement Plan (CIP). This five-year plan includes upcoming projects, improvements and additions to our parks and trails. The discussions on the CIP start in early spring at the Park & Recreation Commission meetings and are a wonderful opportunity to provide your suggestions or ideas for our City parks and trails. The Commission and City Staff utilize input from the public when making decisions on improvements or changes that get added to the CIP. Residents are welcome to attend the Park & Recreation Commission meetings to provide input. They are held the 1st and 3rd Thursday of most months at City Hall starting at 6:00 p.m. See www.andovermn.gov for the schedule and agendas of upcoming meetings. STREET SWEEPING Weather dependent, fall street sweeping will start in September. All attempts are made to get as many of the leaves off the streets as possible with the time allowed before snow starts. To help keep this process as effective and efficient as possible, keep vehicles and other objects off the roadway when you see the sweepers working in your area. This includes portable basketball hoops and hockey goals. Please do not blow your leaves and grass clipping into the street. Keeping leaves and grass out of storm drains is critical in preventing phosphorus and nitrogen out of our natural waters. ADOPT-A-PARK PROGRAM The City of Andover has an Adopt-A-Park Program which allows individuals or community groups to adopt a park and keep it litter free for a two or four- year commitment. A sign will be placed in the park recognizing your contribution to the park system. SOLICITORS Solicitors, peddlers, transient merchants and food trucks are required to carry a permit approved by the City. If someone approaches you at your home or if someone is selling at a location (parking lot, street corner), you can ask if they have a permit from the City. If they do not, call the non-emergency police number at (763) 427-1212 to report them. Each approved solicitor is issued a City badge with the following information on the badge: license number, expiration date, company they are representing and their name. Adopt-a-Drain is an easy way for people to play an important role in reducing water pollution by removing debris from the top of an adopted stormdrain once or twice per month. Cleanings take about 15 minutes each and YOU get to name your drain! Join 112 other Andover residents who have adopted 203 stormdrains. In 2024 alone, these volunteers have reported removing 81 pounds of debris (leaves, grass clippings, trash, sediment and salt), reducing phosphorus, sediment and salt pollution! You can help your grass, save on your water bill and prevent water pollution all at the same time: 1. Mulch leaves and grass with your lawnmower to return nutrients to the soil while keeping them off the street and out of our waters! There is even an ordinance against such ‘Illicit Discharges’ in our stormwater (Andover Ordinance: 10-7-6). 2. Test if you need to fertilize a. You may not need to fertilize! Test your soil for a small fee through UMN Soil Testing Lab; call (612) 625-3101 or go to http://soiltest.cfans.umn.edu/ b. If you do fertilize, do it after aerating your lawn in late summer so the fertilizer is absorbed by the grass roots and saved for spring growth. Fertilizing once per year should be enough. People find that if they mulch their clippings and leaves, they often don’t need to fertilize! 3. If you use herbicides, fall is the best time to treat perennial broadleaf weeds. However, these chemicals can be pollutants if not applied correctly. 4. Use a lawncare service? Make sure your contractor is certified! PROGRAMS & LESSONSACTIVITIES INDOOR SOCCER PROGRAM The Fall Indoor Soccer Program will be held Saturday mornings, October 5th – November 23rd (7 weeks) $95 per player. This recreational program is for youth ages 4 – 9 and focuses on individual skill development and having fun. Players will be organized into age-appropriate teams with each player receiving a team t-shirt and an award. Teams will practice skills for the first 30 minutes then scrimmage against another team for the remaining 30 minutes of the program. This program is a great start for beginners and fun for those who have already played organized soccer. INTRODUCTION TO ICE SKATING - AGES 3 - 5 Introduces the sport of ice skating to youth ages 3 - 5 who have little to no skating experience. Classes held Sunday evenings, 30 minutes in length and features age appropriate, off and on-ice activities. Program meets for 4-weeks, and cost is $64 per skater. Fall Session I begins September 22nd and Session II begins October 27th. ICE SKATING LESSONS - AGES 3 - 15 Fall Lessons for youth ages 3 - 15 will be held Sunday evenings, September 22nd - November 17th (8 sessions) $114 per skater. Lessons include 30 minutes of instruction and 30 minutes of optional on-ice practice. MULTI-SPORT SIMULATOR Opening this fall at the Andover Community Center. Simulator will be located on the upper level of the Sports Complex near the walking track. Reservation information and pricing will be shared as soon as it becomes available on the Andover Community Center website at www.AndoverMN.Gov/ACC 2025 STREET IMPROVEMENT PROJECTS Every year the City prepares a 5 Year Capital Improvement Plan (CIP) which identifies various street improvement projects. The type of improvement is based upon the existing roadways age and condition. The improvements, along with on-going routine maintenance, are completed to maintain and extend the value and life cycle of the City’s roadway infrastructure. Three key improvements are the annual street reconstruction, mill and overlay, and full depth reclamation projects. In accordance with the City’s Assessment Manual, 25% of the project costs for a standard street section are assessed to properties fronting or addressed along these projects. In 2025 these three projects will improve approximately 12.65 miles of City streets. Further details on each project are presented below. If you have questions regarding these projects, please contact Jason Law at (763) 767-5130 or David Berkowitz at (763) 767-5133 in the Andover Engineering Department. 2025 STREET RECONSTRUCTION PROJECTS Street reconstruction projects are completed where the existing pavement structure is beyond the point of a mill and overlay. These projects typically include extensive concrete curb and gutter replacement or construction to replace bituminous curb (unless there are ditches), replacement and/or maintenance of existing public utilities, and construction of a new bituminous street. Neighborhoods impacted by these projects will be invited by mailing to an informational meeting in late fall / early winter. The following two areas are slated for reconstruction beginning early spring with completion by late summer of 2025, totaling approximately 2.68 miles: Xenia Street, Vintage Street, 161st Avenue This project is the roads shown above which are located west of Tulip Street and north of 157th Avenue. The project will include maintenance of existing storm sewer systems and possibly concrete curb and gutter in areas to improve storm water drainage. Indian Meadows 4th and 5th Addition This project is generally located south of 157th Avenue and east of 7th Avenue. Limited storm sewer/culvert replacements will be included with this project along with bituminous curb replaced with concrete curb and gutter. 2025 FULL DEPTH RECLAMATION PROJECTS Full Depth Reclamation projects are completed on streets that are beyond the point where a standard mill and overlay is warranted. These projects are identified in areas with existing ditch sections or concrete curb and gutter where only limited amounts require replacement. Utility improvements in these projects are limited compared to street reconstruction projects. A full depth reclamation is anticipated to last 30+ years. An update letter and public hearing notice will be mailed to impacted residents in late fall / early winter once a hearing date is scheduled. The following two areas are slated for full depth reclamation beginning early spring with completion by late summer of 2025, totaling approximately 4.9 miles: Thrush Street This project is located south of Bunker Lake Blvd. and ends at Crosstown Blvd. Limited storm sewer/culvert replacements will be included with this project. Indian Meadows & Fox Meadows These projects are located just east of 7th Avenue and north and south of 157th Avenue. There is no curb and gutter in this area as drainage is handled by ditches. The project will include maintenance of existing storm sewer systems. The Meadows of Round Lake This project is located southwest of Round Lake and includes the following streets: Eldorado Street south of 145th Avenue, Dakota Street from 145th Avenue to 146th Lane, 146th Avenue from Eldorado Street to Dakota Street and 146th Lane from Eldorado Street to Dakota Street,146th Avenue east of Eldorado and 146th Lane and Aztec Street cul-de-sac. Other roads within the development have been previously reconstructed or overlayed. Pine Hills Addition This project is generally located south of 161st Avenue and west of Round Lake Blvd. Limited storm sewer/culvert replacements will be included with this project. 2025 MILL AND OVERLAY PROJECTS Mill and overlay projects are completed on streets that are structurally sound and are generally between 15-20 years in age. Mill and overlay projects are anticipated to extend the life of the roadways another 15+ years before a full depth reclamation or reconstruction would be considered. The projects include milling off the existing bituminous surface and paving a new bituminous wearing course over the remainder of the existing in-place roadway. Minor utility repairs and limited curb and gutter replacement and joint patching in areas that have concrete curb and gutter. An update letter and public hearing notice will be mailed to impacted residents early this winter once a hearing date is scheduled. The following areas are slated for mill and overlay beginning early spring with completion by late summer of 2025, totaling approximately 5.07 miles. The information below is a summary of City Code 5-4 Weapons. For complete regulations please refer to the City Code. Copies are available at City Hall, via email, and on the City¶s website at www.andovermn.gov. The map indicates the various zones within the City. Prohibited Zone: The discharge of ¿rearms and bows is prohibited. Restricted Zone North: To discharge a ¿rearm a minimum of ten 1 acres is reTuired. To discharge a bow a minimum of two and onehalf .5 acres is reTuired. A Deer Hunting Permit is not reTuired for this ]one regardless of weapon. Restricted Zone South: Early Goose and Regular Waterfowl Season To discharge a ¿rearm a minimum of ten 1 acres is reTuired. Refer to the MN DNR for speci¿c dates and regulations. No permit is reTuired for goose/waterfowl hunting. Deer Hunting - Bow: To discharge a bow, a minimum of two and onehalf .5 acres is reTuired. Bow hunting does not reTuire a Deer Hunting Permit. Deer Hunting - Firearm: To discharge a ¿rearm shotgun only  a minimum of forty 4 acres is reTuired as well as a Cityissued Deer Hunting Permit. A permit is reTuired for each hunter and all rules/regulations established by the MN DNR apply. No discharge shall occur within oneTuarter mile of any urban development, park, or institutional use. Deer Hunting Permit: In order to receive a Deer Hunting Permit, an individual must be the landowner or an immediate family member and have written permission from at least ¿fty 5 percent of adMacent landowners. AndoverToday Page 7 STREET IMPROVEMENT FUNDING Consistent with the City’s strategic plan, the City is to “Review and update street capital improvement plan, including funding and implementation.” Detail analysis including a review of conditions and needs of the City street system to date was presented to and discussed by the City Council throughout this spring and summer this review has shown a ¿nancial need of appro[imately 7 over the ne[t 8 years to bring all City streets to acceptable levels. Through this process the City Council reviewed the City of Andover Road Rating process forecasted costs proposed improvement methods street reconstruction full depth reclamation or mill overlay  potential revenue sources and potential future corresponding property ta[ impacts. The City Council rejected options that included increasing assessment rates or using franchise fees. The City Council chose to integrate bonding with the current assessment rates, current funding sources, pursuit of grant options and an increased property tax contribution starting in 2025. The new program¶s goals intend to bring necessary street improvements to targeted areas to acceptable levels over 8 years. Also by the City acting now with the most coste൵ective solution the City can prevent further degradation that could lead to a greater repair cost. It is important for residents to know that to support this street improvement program the proposed 5 property ta[ levy is anticipating a ta[ increase that may approach 1.5.
