PLANNING AND ZONING COMMISSION MEETING – JUNE 11, 2024
The Regular Bi-Monthly Meeting of the Andover Planning and Zoning Commission was
called to order by Chairperson Godfrey on June 11, 2024, 7:00 p.m., at the Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners present: Chairperson Karen Godfrey, Commissioners Scott Hudson,
Nick Loehlein, Chuck Naughton, and Pat Shuman Jr.
Commissioners absent: Commissioners Jon Shafto and Ryan Winge.
Also present: Community Development Director Joe Janish

Chair Godfrey administered the Oath of Office to new Commissioner Chuck Naughton.
APPROVAL OF MINUTES
April 23, 2024 Regular Meeting
Community Development Director Joe Janish noted there are a few grammatical corrections
that need to be made but they do not change the substance of the meeting.
Motion by Loehlein, seconded by Shuman, to approve the minutes of the March 26, 2023,
Regular Meeting as amended. Motion carried on a 3-ayes, 0-nays, 2-present (Hudson,
Shuman), 2-absent (Shafto, Winge) vote.
PUBLIC HEARING: Comprehensive Plan Amendment – Sewer Staging Map – City of
Andover (Applicant)
Community Development Director Joe Janish reviewed the City of Andover is working on
a water loop project that will provide water from the west side of the BNSF railroad tracks
to Prairie Road NW. As part of the project, additional easements have been acquired and a
railroad crossing is involved. The City will extend sewer to the location of Sycamore Street
NW along Crosstown Blvd NW (1,100 feet). With the sewer line being located below the

waterline, it will be a more efficient use of resources vs digging in the same location twice,
and then supporting the waterline in the future for the sewer extension.
The City of Andover applied for a sewer extension permit with the Metropolitan Council to
extend the sewer from west of the BNSF railroad tracks to approximately Sycamore St NW
and Crosstown Blvd NW intersection. Met Council indicated that we are not able to extend
the sewer as the staging area is not within the appropriate timeframe.
The proposed Comprehensive Plan Amendment consists of changing the sewer staging plan
map to include an area south of Crosstown Blvd NW and East of the BNSF railroad tracks
in order to facilitate a city project to extend sewer to Sycamore Street NW.
The Planning & Zoning Commission is requested to hold a public hearing on the
Comprehensive Plan Amendment request and make a recommendation to the City Council.
If the City Council approves the Comprehensive Plan Amendment, it will be forwarded to
the Metropolitan Council for review and authorization prior to final adoption by the City
Council as part of a future consent agenda.
Commissioner Hudson asked if a trail would be put in that area and Mr. Janish stated that
is being considered as to how to cross the railroad crossing.
Chair Godfrey opened the public hearing at 7:08 p.m.
No one appeared to address the Commission.
Chair Godfrey closed the public hearing at 7:09 p.m.
Motion by Loehlein, seconded by Hudson, to recommend the City Council approve the
Resolution for the Comprehensive Plan Amendment – Sewer Staging Map). Motion
carried on a 5-ayes, 0-nays, 2-absent (Shafto, Winge) vote.
OTHER BUSINESS.
Mr. Janish reported the CUP for the PUD Amendment that was reviewed on April 23,
2024, at Clocktower Commons was approved by the City Council. The misc.
amendments to the City Code were also approved by the City Council.
Chair Godfrey thanked Commissioner Bert Koehler IV for serving on the Planning and
Zoning Commission for the past ten years.
ADJOURNMENT
Motion by Loehlein, seconded by Naughton to adjourn the meeting at 7:15 p.m. Motion
carried on a 5-ayes, 0-nays, 2-absent (Shafto, Winge) vote.
