HomeMy WebLinkAboutJune 6, 2024 PARK AND RECREATION COMMISSION MEETING – JUNE 6, 2024 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Strombeck on June 6, 2024, 6:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Tracy Strombeck, Commissioners Bruckner Johnson, Jim Lindahl, Chuck Naughton, Liza Shafto and Shane Stenzel. Commissioners Absent: Kristin Lackie Also Present: Parks & Streets Operations Manager Jason Baumunk RESIDENT FORUM No one appeared to address the Commission. APPROVAL OF MINUTES April 18, 2024 Regular Meeting Motion by Commissioner Stenzel, seconded by Commissioner Lindahl, to approve the April 28, 2024, Park Commission Regular Meeting minutes as presented. Motion carried on a 6-ayes, 0-nays, 0-present and 1-absent vote. April 18, 2024 Workshop Meeting Motion by Commissioner Stenzel, seconded by Commissioner Lindahl, to approve the April 18, 2024 Park Commission Workshop Meeting minutes as presented. Motion carried on a 6-ayes, 0-nays, 0-present and 1-absent vote. May 2, 2024 Workshop Meeting rd Chair Strombeck noted on page 2, 3 paragraph, it should read “past” City Council member Valerie Holthus. Regular Andover Park & Recreation Commission Meeting Minutes – June 6, 2024 Page 2 Motion by Commissioner Stenzel, seconded by Commissioner Lindahl, to approve the May 2, 2024 Park Commission Workshop Meeting minutes as amended. Motion carried on a 5-ayes, 0-nays, 1-present (Strombeck) and 1-absent vote. APPROVAL OF AGENDA Motion by Commissioner Stenzel, seconded by Chair Strombeck to approve the June 6, 2024 Park Commission Regular Meeting Agenda as presented. Motion carried on a 6- ayes, 0-nays, 0-present and 1-absent vote. DISCUSS 2025-2029 CIP – PARK CAPITAL IMPROVEMENTS Parks and Streets Operations Manager Jason Baumunk reviewed the target date for draft th CIP is Friday, June 7. The Park and Recreation Commission should review the future improvements in Zones A-D and determine what projects should be considered for the next 5 years. The items previously identified in the CIP for 2025-2028 and the draft of the 2025- 2029 CIP including the items discussed at previous meetings was provided for Commission review. Depending on what the Commission recommends for projects, the Finance Department has indicated to staff that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. Improvements are funded by the Park Dedication Fund. Mr. Baumunk reviewed the draft changes in detail. DRAFT 2025-2029 CIP – Changes are indicated in BOLD 2025  Park at Fields at Winslow Cove East - $150,000 ($143,500 cost estimate).  Prairie Knoll Building – Expand/Replace $170,000 plus contribution from Andover Football. Remove per Park Commission – needs to be reviewed by the City Council – Project cost estimates came back higher than anticipated.  Kelsey Round Lake Park Shelter with Bathrooms Design - $50,000.  Contribution to ACC - $159,107. Final payment for the ACC expansion contribution.  Annual Misc. Projects - $25,000 Ask to raise to $35,000.  Pickle Ball Complex – From the 2021 Pickleball Study - $455,000 o Raise to $500,000 for 6 courts plus shade structure.  Sunshine Basketball Court Improvements – Sport Court surfacing, fencing and improved backboards - $35,000 o Court Surfacing - $20,000 o Upgrade Backboards - $7,500 o Light upgrade and/or Fencing - $25,000 - $30,000 Regular Andover Park & Recreation Commission Meeting Minutes – June 6, 2024 Page 3 2026  Annual Misc. Projects - $25,000.  Kelsey Round Lake Park Master Plan Additions, Building w/Bathrooms, Wayfinding, and Interpretive Signs – TBD $180,000.  Skate Park Expansion - $50,000 identified in the Park Dedication Study. Total TBD Skate parks are $50-$55 sq ft estimated - $100,000 to expand 35’ to the south. o QR Code survey at Park planned for 2024 Season.  Sunshine Parking Lot Lights, West and South Lots - $30,000 (Update costs in 2025).  Zone B Projects TBD - $100,000 Oakview Park Irrigation - $20,000.  Pave Hawkridge Parking Lot - $150,000. 2027  Annual Misc. Projects - $25,000.  Zone A Projects TBD - $150,000.  Pine Hills North Master Plan Additions – TBD $100,000.  Pave Timber Trails Parking Lot - $52,000. 2028  Annual Misc. Projects - $25,000.  Pleasant Oaks Sidewalk – ADA Access trail from the street to the playground $4,000.  Zone D - $100,000. 2029  Annual Misc. Projects - $25,000.  Parking Lot Paving TBD - $100,000.  Zone C Improvements TBD - $150,000 Parking Lots to Pave: Hawkridge, Timber Trails, Strotman, Lunds, Northwoods West. Commissioner Stenzel asked how trails are paid for and Mr. Baumunk stated there is a fund for new trails and replacements come out of the road and bridge fund. Commissioner Stenzel stated we spend money on parking lots and paving parking lots and asked if it is possible to take parking lot funding and put into roads and bridges and move trails into park dedication. The method in which monies are collected would need to be changed going forward. Chair Strombeck asked if there were pictures available of the pickle ball shade structure and Mr. Baumunk displayed a typical shade structure. There would be one shade structure to serve all the courts. Regular Andover Park & Recreation Commission Meeting Minutes – June 6, 2024 Page 4 Commissioner Johnson asked about the skate park and wanted to make sure funding is still in place. Mr. Baumunk asked if fencing is requested for the Sunshine Park Basketball Court. Chair Strombeck stated that would make the most sense. Mr. Baumunk stated it is two different companies one to do resurfacing and the other does fencing. The pricing was to put fencing around the basketball court. Commissioner Stenzel stated the ends are where it is typically the worst. The consensus of the Commission was to include fencing in the plan. Lighting is also an option and pricing can be obtained for lighting. The lights would be on timers. Commissioner Stenzel suggested not doing the lights now and seeing how much it is used and look at that in the future if needed. Motion by Commissioner Shafto, seconded by Commissioner Johnson to recommend the City Council approve the 2025-2029 CIP Park Capital Improvements. Motion carried on a 6-ayes, 0-nays, 0-present and 1-absent vote. DISCUSS 2024 MOVIE IN THE PARK Parks and Streets Operations Manager Jason Baumunk reviewed the Park and Recreation Commission is requested to discuss when they would like to do Movie in the Park in 2024 and which movie or movies will be shown. The following are the current dates the movie screen is reserved: June 7 – Champlin June 8 – Ramsey July 26 – Ramsey August 30 – Ramsey September 6 – Champlin In 2023, the event was held on Saturday, September 16. Discussions were to move it to a Friday night instead. The City Council has identified $10,000 in funding for programming opportunities in the Parks each year. This event is estimated at $1,500 depending on the movie selection. Mr. Baumunk stated he has tentatively reserved the trailer for September 13, 2024. It was suggested to have on a Friday night but attendance may be impacted by football. Commissioner Stenzel asked if partnering with the Lions Club would be a good idea. Perhaps a concert followed by the movie. Suggested the band play 7-9 p.m. with the movie following. Commissioner Stenzel suggested having food trucks. Mr. Baumunk stated there are monies left in the programming fund to cover this type of event. FunFest is July 12-13, ndth 2024. Commissioner Stenzel suggested August 2 or 9. Mr. Baumunk will check on the availability of the screen trailer and Chair Strombeck will contact the Lions Club to see if they are interested in partnering. The selection of the movie will depend on the band that performs. Mr. Baumunk needs a couple of weeks’ notice to secure the licensing for the movie selected. OUTSTANDING ITEMS Parks and Streets Operations Manager Jason Baumunk reviewed the Outstanding Items Report: 1. On-going Projects: Athletic fields are getting heavily used and turf is looking great. A contractor is scheduled to repair and resurface the tennis courts at Northwood West Park. Crack repairs will be made, and new surfacing will be applied. One court will be converted into two pickleball courts. 2. Updates on 2024 Park CIP Projects: Pine Hills Multipurpose Building – Plans were reviewed by staff and are waiting for the contractor to address and respond to some of the comments. New Trail Segment Along Crosstown – The new trail segment project along the south side of Crosstown Boulevard from Bluebird St. to Xeon St. has been awarded to North Valley Inc. The pre-construction meeting was held this week and work is tentatively scheduled to start early July and be completed mid-August. Irrigation Improvements – Irrigation improvements in Sophie’s South and Hickory Meadows Parks were planned for spring of 2024. Work was completed by the irrigation contractor on the addition at Sophie’s South Park. Staff will make the final connections and adjust the system shortly. Hickory Meadows installation will be done in-house by Parks Staff and that design plan is currently being put together. Hills of Bunker Lake West Parking Lot Paving – The project is being done in conjunction with the Full depth Reclamation roadway project planned for the surrounding neighborhood. Bids came in much lower than anticipated for the parking lot. Work has started and is expected to be completed by the end of July. The baseball field there will remain closed during construction. GameTime Playground Grant – The grant was awarded and the three playground replacements for 2024 have been installed. Shady Knoll Park and Oakview Park are completed and open. Woodland estates has had the concrete boarder completed, equipment installed, and will have the engineered wood fiber mulch installed this week. Photographs of the new playgrounds were shown to the Commission. 3. Other Items of Interest New Trail Segment Along Coon Creek – The easement has been secured and a DNR Local Trail Connection Grant was applied for in March of 2024. 4. Parks Maintenance Update: Mr. Baumunk reviewed the Weekly Parks Maintenance for 5/10/24 and 5/31/24. OTHER ITEMS OR UPDATES – NONE. Regular Andover Park & Recreation Commission Meeting Minutes – June 6, 2024 Page 6 CHAIR’S REPORT Commissioner Lindahl noted the parks are being heavily used and noted he is sure the mowing is a huge task. Commissioner Johnson stated he met with Principal Fine of Andover High School regarding the skate park design. The students are very excited about the opportunity. There needs to be coordination when communicating to those putting the design together.
