HomeMy WebLinkAboutMay 2, 2024 PARK AND RECREATION COMMISSION WORK SESSION MEETING MAY 2, 2024 MINUTES The Work Session Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Stenzel on May 2, 2024, at 6:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Vice Chair Shane Stenzel Commissioners Bruckner Johnson, Kristin Lackie, Jim Lindahl, Chuck Naughton, and Liza Shafto. Commissioners Absent: Chair Tracy Strombeck Also Present: Parks & Streets Operations Manager Jason Baumunk Associate Planner Jake Griffiths PARK DESIGN FOR FIELDS OF WINSLOW COVE EAST PARK Parks & Streets Operations Manager Jason Baumunk stated the Parks and Recreation Commission is requested to continue discussion on the design for the new park scheduled to be installed in 2025 at the Fields of Winslow Cove East Park. A parcel of park land located in the Fields of Winslow Cove development is identified in the Capital Improvement Plan to be completed in 2025. This park land is 0.9 acres in size and would be classified as a neighborhood park. Average playground size for a medium neighborhood park is 2500-3500 square feet. 3000 sq/ft is used for cost estimates. Items to be discussed for this park include:  Playground, Installation, Wood-Fiber Mulch, Concrete - $107,000  Irrigation – Estimated from similar projects - $20,000  Hydro-Seed - $5,000  Bench behind trail, picnic table and pad, sidewalk - $6,000  Park Sign - $500  Trees - $5,000  Total cost estimate $143,500 The current CIP shows $150,000 identified for this project. Once a design is completed, cost estimates will be obtained to complete the project and the budget can be evaluated. There is potentially a grant available for a pollinator/wild flower area in the park. Mr. Baumunk suggested $170,000 be used to include contingency. The consensus was approval from the Commission. DESIGN OF KELSEY ROUND LAKE PARK MASTER PLAN ITEMS Parks and Streets Operations Manager Jason Baumunk stated the Park and Recreation Commission is requested to continue discussing the design of the master plan items at Kelsey Round Lake Park. The master plan identifies several improvements to the Kelsey Round Lake Park. A copy of the Master Plan was provided for Commission review. The current CIP has $50,000 in 2025 for design and 2026 has master plan additions including a building with bathrooms, wayfinding and interpretive signs $180,000. The $50,000 in design can most likely be incorporated with the cost of a pre-engineered building like the one scheduled for Pine Hills North Park. For comparison, the total cost of the shelter at Pine Hills North Park is $425,000. The information that former City Council member Valerie Holthus put together for the interpretive signs was included. Information for 10 signs was provided along with background information on the area. The Commission should look over the information and discuss how and where the information should be displayed to determine how much funding needs to be allocated to the signs. The 2025-2029 CIP has a total of $230,000 identified for master plan improvements funded by the Park Dedication Fund. Staff will get updated cost estimates once decisions on improvements are made. Mr. Baumunk asked what does the Commission want the shelter and bathroom area to look like as one building or two separate buildings. Mr. Baumunk indicated on a drawing where the vault bathrooms could be located. Vice Chair Stenzel suggested the bathrooms could be closer to the parking lot or to the north. The consensus was to get prices on the shelter and plan for the bathrooms to the north. The suggestion was to put the signs in a kiosk in the shelter on the different posts. A grant will be applied for to redo all the trails within the park. The Commission was requested to think about what they would like signs to look like. 2025-2029 CIP PARK CAPITAL IMPROVEMENTS Parks and Streets Operations Manager Jason Baumunk reviewed the Park and Recreation Commission is requested to continue discussing the 2025-2029 Park Capital Improvement Plan (CIP). The target date for the draft CIP is Friday, June 7. The Commission should review the future improvements in zones A-D and determine what projects should be Andover Park & Recreation Work Session Meeting Minutes – May 2, 2024 Page 3 considered for the next 5 years. Depending on what the Commission recommendations are for projects, the Finance Department has indicated to staff that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. Improvements are funded by the Park Dedication Fund. Mr. Baumunk reviewed details of the pickle ball courts. There is approximately $2M available now. A possible design for the pickle ball courts was shown to the Commission. Commissioner Lindahl suggested we get bids now. A couple of benches and picnic tables would be nice under the shelter. There is a berm started with leftover materials. The original cost estimate was done three years ago. The amount should be $500,000. The basketball court at Sunshine will be redone and add a fence along with heavy duty backboards. It was suggested lighting should also be added and it was decided not to since the park closes at 10:00 p.m. There are parking lot lights. Currently Identified in the Draft 2026-2029 CIP with changes indicated in Bold are: 2025  Park at Fields at Winslow Cove - $150,000. This is a new park that is identified in the development plans.  Prairie Knoll Building – Expand/Replace $170,000 plus contribution from Andover Football – Remove per Park Commission – needs to be review4ed by the City Council – Project cost estimates came back higher than anticipated.  Kelsey Round Lake Park Shelter with Bathrooms Design - $50,000.  Contribution to ACC - $159,107. Final payment for the ACC expansion contribution.  Annual Misc. Projects - $25,000 Ask to raise to $35,000.  Pickle Ball Complex – From the 2021 Pickleball Study, staff will get updated quotes if added to the CIP - $455,000. o Raise to $500,000 for 6 courts plus shade structure.  Sunshine Basketball Court Improvements – Sport Court surfacing, fencing and improved backboards. Possible lighting as well - $35,000. o Court Surfacing - $20,000 o Upgrade Backboards - $7,500 o Light upgrade and/or Fencing.  Kelsey Round Lake Park Master Plan Additions, Building with Bathrooms, Wayfinding, and Interpretive Signs – TBD $180,000. 2026  Annual Misc. Projects - $25,000.  Kelsey Round Lake Park Master Plan Additions. Building w/Bathrooms, Wayfinding and Interpretive Signs – TBD $180,000.  Skate Park Expansion - $50,000 identified in the Park Dedication Study. Skate Parks are $50-$55 sq ft estimated - $100,000 to expand 35’ to the south. o QR Code survey at Park planned for 2024 Season. Oakview Park Irrigation - $20,000 2027  Zone A Projects TBD - $150,000.  Annual Misc. Projects - $25,000.  Pine Hills North Master Plan Additions – TBD $100,000. 2028  Annual Misc. Projects - $25,000.  Pleasant Oaks Sidewalk – ADA Access trail from the street to the playground - $4,000.  Zone D - $100,000. 2029 o Annual Misc. Projects - $25,000. Parking Lots to Pave: Hawkridge, Timber Trails, Strotman, Lunds, Northwoods West. Maintenance requests parking lots be paved to avoid having to grade them weekly. A gate could be put at the City Hall park. Bids for Andrews Park Pickleball Courts were provided for Commission Review ranging from $474,986.50 - $548,403.70. The apparent low bidder for the base bid is Bituminous Roadways, Inc. with a base bid of $420,233.00 with an alternate bid of $70,000. The apparent low bidder for the base bid and bid alternate is New Look Contracting, Inc. with a base bid of $420,986.50 with an alternate bid of $54,000 for a total bid of $474,986.50. Drawings of the proposed courts was provided for Commission review. Mr. Baumunk will move forward to get bids on the projects discussed. ADJOURNMENT Motion by Commissioner Lindahl, seconded by Commissioner Johnson, to adjourn the workshop meeting at 6:30 p.m. Motion carried on a 6-ayes, 0-nays, 1-absent vote.
