PARK AND RECREATION COMMISSION BUS TOUR OF PARKS – MAY 04, 2023
MINUTES
The Park & Recreation Commission did a bus tour of six locations that had improvement
projects that are being discussed for the 2024-2028 Park Capital Improvement Plan.

Depart City Hall 6:00 P.M. Stops as Follows
1. Prairie Knoll Park – Toured the building that is currently being discussed for
potentially expanding or replacing in partnership with Andover Football Association.
2. Hawk Ridge Park – This stop was to look at the few items that are on the Park
Dedication Study including the parking lot paving and a warming house addition.
3. Pine Hills North Park – Pine Hills North has numerous possible improvements on
master plan items identified. The group looked at the potential site for the multi-
purpose building, the open area yet to be finished that has multiple items identified,
the space available around the north soccer fields for possible trails or disc golf
additions, and the parking lot paving and curb additions that were completed in 2022.
4. Kelsey Round Lake Park – The area identified for a small shelter with bathrooms
was visited. Other master plan items such as the wayfinding signs and interpretive
signs were discussed. An update about the boardwalk replacement was given.
5. Skate Park at Sunshine Park – The expansion of the Andover Skate Park is
identified in the Park Dedication Study. The group looked at the current skate park
and discussed improvements with some of the users at the park. There were multiple
suggestions such as adding a second concrete pad with a transition area, such as stairs

or rails, between the two, a shade structure, drinking fountain, lighting. The users at
the park stated the Commission to investigate the new skate park installed at the City
of Shoreview. This is a fully concrete facility which minimizes maintenance.
The group also toured the building at Sunshine Park that is mostly utilized by the
Andover Athletic Association for slow and fast pitch softball.
6. Possible Pickleball Location at the Public Works Facility – The group visited the
site adjacent to the Community Center in the Public Works backyard. This site was
identified in the WSB Pickleball Study as a possible location.
7. Return to City Hall 8:00 P.M.
