HomeMy WebLinkAboutNovember 19, 2024 ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING– NOVEMBER 19, 2024 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by Vice President Jamie Barthel, November 19, 2024, 6:03 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Sheri Bukkila (arrived at 6:04 p.m.), Ted Butler, Randy Nelson, Kari Kafer and Greg Mueller Commissioners Absent: Rick Engelhardt Also present: City Administrator, Sarah Cotton Community Development Director, Joe Janish Director of Public Works/City Engineer, Dave Berkowitz APPROVAL OF MINUTES October 15, 2024, Regular Meeting: Correct as written. Motion by Nelson, Seconded by Mueller, to approve the minutes as written. Motion carried unanimously. ORGANIZATION ITEM/APPOINT EXECUTIVE DIRECTOR Mr. Janish indicated with the departure of the former City Administrator the EDA did not appoint a new Executive Director, therefore Staff is suggesting the EDA appoint City Administrator Sarah Cotton as the Executive Director of the EDA. Motion by Barthel, Seconded by Nelson, to appoint City Administrator Sarah Cotton as the EDA Executive Director. Motion carried unanimously. ANDOVER HOME IMPROVEMENT PROGRAM DISCUSSION Mr. Janish stated the Andover Home Improvement Program is going into its third year, the program is generated by home valuation not income based. Staff is looking for direction from the EDA on the following:  Adjusting the qualifying home value of $299,000 for 2025.  Allowing past recipients to apply for additional funding for qualifying projects.  Allowing home associations to apply for funding. Andover Economic Development Authority Meeting Minutes – November 19, 2024 Page 2 The EDA is not interested in allowing home associations to apply for the program. Commissioner Butler stated he is fine with past recipients applying as long as they are not taking precedence over a first-time applicant. Commissioner Barthel agreed with Commissioner Butler. Commissioner Mueller suggested the program indicate priority will be given to first-time applicants. Mr. Janish suggested establishing a date when previous recipients could apply. Commissioner Kafer asked how long it takes for approval after an applicant applies. Mr. Janish answered it typically takes one week. The EDA directed Staff to revise the application allowing previous recipients to apply after May st 1. The EDA directed Staff to leave the qualifying home valuation at $299,000. Mr. Janish will revise the application and bring it to a future EDA meeting for review. REDEVELOPMENT UPDATES Mr. Janish reviewed the EDA owned properties in the area. He indicated 2527 Bunker Lake th Boulevard will be demolished by December 30. th Mr. Janish indicated there is one tenant in 2503 138 Avenue. Staff is wondering if the EDA would be open to relocating one tenant to this location. The EDA agreed to use the location to relocate one tenant. The area was discussed and the timeframe of when the area may be ready for redevelopment. COMMERCIAL PROJECT ACTIVITY Mr. Janish updated on the following: Clocktower Commons, 15190 Bluebird Street – Shell permits for Chipotle and Starbucks have been issued. Construction is taking place. Interest in Hughes Industrial Park – Staff continues to have discussions with business owners in the area on expansion, however they tend not to carry through on the expansion due to costs. ABC Mini-Storage/T-Squared (self-storage), 13624 Hanson Boulevard – They have received their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on the property. A few items remain on the property. Andover Economic Development Authority Meeting Minutes – November 19, 2024 Page 3 Restaurants/Fast Food – Currently staff is aware of companies continuing to look for land to locate to in Andover. TCF Site – There will be a public hearing at the Planning & Zoning meeting next week regarding a CUP for a drive through. Chase Bank is interested in the site, it would be a walk-in bank with a drive-up ATM. th Aurora Vista, 7 Avenue and Bunker Lake Boulevard – The property is 94% leased. th Andover Crossings, 7 Avenue and Bunker Lake Boulevard – A convenience store is moving forward on the site. Holasek Property (near City Hall) – The applicant is working on their next submittal to the City. They are looking at starting construction in February. rd Fields of Winslow Cove – City Council approved the final plat for the Fields of Winslow Cove 3 addition with 109 lots. There are flood plain issues and are working with FEMA. th Lakeview at Sloth Farm, 13624 Gladiola Street – November 26 the Planning & Zoning Commission will review a sketch plan for a 7-lot subdivision located at the former Sloth Nursery site. The DNR indicated the property does not have lake access. stnd Legacy at Petersen Farms – The final plat is recorded for the 1 and 2 additions. Housing – 91 new home permits have been issued. Anoka County 911 and Radio Building - The County may have received the equipment they had been waiting for. Grace Lutheran Church, 13655 Round Lake Boulevard – There are a few items to be taken care of. One is the dumpster enclosure, it is not what was proposed on the plan. Bunker Hills Park – Anoka County Parks is replacing two pavilions. Walmart – They have submitted their addition permit to their building to facilitate their online order pickups. Staff has completed the Commercial Site Plan review. Transform Church – Staff will be going out to look at the parking lot project, it may be completed. Overall Marketing – City staff continues to work with parties interested in investing in Andover and marketing all commercial sites. Staff continues to work with Anoka County Regional Economic Development (ACRED) on marketing of the community and Anoka County. Mr. Janish indicated staff has not heard anything. Mr. Janish stated DSTI, 13829 Jay Street has been sold. ADJOURNMENT Motion by Barthel, Seconded by Nelson to adjourn. Motion carried unanimously.
