ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING–
MARCH 19, 2024 - MINUTES
The Meeting of the Andover Economic Development Authority was called to order by Vice
President Jamie Barthel March 19, 2024, 6:30 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Minnesota.
Commissioners Present: Sheri Bukkila (arrived at 6:35 p.m.), Ted Butler, Rick Engelhardt,
Randy Nelson, Kari Kafer and Greg Mueller
Commissioners Absent: None
Also present: EDA Executive Director, Jim Dickinson
Community Development Director, Joe Janish
APPROVAL OF MINUTES
February 20, 2024, Regular Meeting: Correct as written.
Motion by Nelson, Seconded by Mueller, to approve the minutes as written. Motion carried
unanimously.
REDEVELOPMENT UPDATES
Mr. Janish explained the City uses one rental company to manage the area. Typically, a rent

increase has occurred July 1 of each year, there was not a rent increase in 2023.
Commissioner Barthel asked how much notice does the City has to give for the rent increase.
Mr. Janish indicated each unit has a month-to-month lease.
The area and a rent increase was discussed.
Motion by Barthel, Seconded by Nelson to increase the rent $200.00 per month as of July 1, 2024.
Motion carried 6 ayes and 1 nay (Kafer).
COMMERCIAL PROJECT ACTIVITY
Mr. Janish updated on the following:
Clocktower Commons, 15190 Bluebird Street – Staff have received interest in the last building

pad location for the possibility of two buildings with drive thru service.
Interest in Hughes Industrial Park – Staff continues to have occasional discussions with business
owners in the area on expansion. However, they tend to not carry through on the expansion due
to costs associated with sprinklers, septic systems, etc.
ABC Mini-Storage/T-Squared (self-storage), 13624 Hanson Boulevard – They have received
their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on
the property. They can now start renting out some units.
Restaurants/Fast Food – Currently staff is aware of companies continuing to look for land to
locate to in Andover.
TCF Site – The applicant received an extension for the CUP of one year, therefore the CUP will
expire early 2025.

Aurora Vista, 7 Avenue and Bunker Lake Boulevard – The property is 60% leased.

Andover Crossings, 7 Avenue and Bunker Lake Boulevard – Staff has met with a convenience
store looking at a 2-acre parcel. Their desire is to have a convenience store with fuel and also a
carwash. The convenience store and fuel will require a CUP and the carwash is not currently
allowed within the zoning district. It sounds as though they plan to request a code amendment to
allow for the carwash if the City Council agrees. Staff also met with the developer, and he is
interested in constructing a building with a drive thru at the “toe” of the development. If both
projects move forward the development would be built out.
Holasek Property (near City Hall) – A Comprehensive Plan Amendment and rezoning have been
acted on by the City Council. Preliminary Plat and PUD are expected to have a public hearing at

the Planning and Zoning Commission on March 26 and the City Council is expected to hear the
development on April 2, 2024.
Housing – So far in 2024 we have issued 23 home permits.
Fields of Winslow Cove – City Council has approved the final plat for Fields of Winslow Cove

2 Addition with 36 lots on the west side of Prairie Road. City Council has also approved a final

plat for Fields of Winslow Cove 3 Addition application with another 109 lots.
Legacy at Petersen Farms – The final plat was recently released for recording purposes. Legacy
nd
at Petersen Farms 2 Addition, proposed to eliminate the permanent cul-de-sac, temporary cul-
de-sac and two emergency accesses by creating a “loop” roadway. City Council approved the
second phase.
Legacy Christian Academy – Looking for the Certificate of Occupancy this week for the upper
two floors. An escrow will be collected for the exterior items not yet completed.

Anoka County 911 and Radio Building - Painting and interior finishes have started taking place.
Grace Lutheran Church, 13655 Round Lake Boulevard – They are placing the concrete floor in
the new addition this week. Steel for the east addition will be showing up next week.
Constance Free Church, 16150 Crosstown Boulevard – The final inspection has occurred, and
a couple corrections are needed.
Andover Christian Church, 16045 Nightingale Street – Interior finishes are taking place.
L&W Supply, 13586 Thrush Street – Has attempted to submit a Commercial Site Plan and two
variance requests but all items have been found incomplete. The intention is to create a three-
sided accessory structure for additional storage of building materials. The applicant has withdrawn
the request.
Parking Agreement – Staff has received a request related to pursing a parking agreement with an
adjacent property for a possible expansion at a retail location.
Mr. Janish explained the City Code allows for two businesses within 300 feet of each other to
share parking with an approved Conditional Use Permit.
The EDA is open to consideration of the parking agreement as long as the patrons are not crossing
a busy street.
North Metro Magazine – The magazine is distributed once a year, the City contributed $2,700 last
year for postage. Is the EDA interested in continuing to participate in the magazine.
Commissioner Barthel noted the information in the magazine is all located on the City website.
The consensus of the EDA was to not continue to participate in the North Metro Magazine.
Overall Marketing – City staff continues to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.

was adjourned at 6:57 p.m.
