ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING–
FEBRUARY 20, 2024 - MINUTES
The Meeting of the Andover Economic Development Authority was called to order by President
Sheri Bukkila February 20, 2024, 6:03 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Commissioners Present: Jamie Barthel, Ted Butler (arrived at 6:06 p.m.), Randy Nelson,
and Greg Mueller
Commissioners Absent: Rick Engelhardt and Kari Kafer
Also present: EDA Executive Director, Jim Dickinson
Community Development Director, Joe Janish
Director of Public Works/City Engineer, Dave Berkowitz
APPROVAL OF MINUTES
January 16, 2024, Regular Meeting: Correct as written.
Motion by Barthel, Seconded by Nelson, to approve the minutes as written. Motion carried 4
ayes and 3 absent (Butler, Engelhardt and Kafer).
COMMERCIAL PROJECT ACTIVITY
Mr. Janish updated on the following:
Clocktower Commons, 15190 Bluebird Street – Staff have received interest in the last building
pad location for the possibility of two buildings with drive thru service. An application could be
submitted within the next week.
Interest in Hughes Industrial Park – Staff continues to have occasional discussions with business
owners in the area on expansion. However, they tend to not carry through on the expansion due
to costs associated with sprinklers, septic systems, etc.
ABC Mini-Storage/T-Squared (self-storage), 13624 Hanson Boulevard – They have received
their certificate of occupancy, and the City has a $51,000 escrow to complete improvements on
the property. They can now start renting out some units.
Restaurants/Fast Food – Currently staff is aware of companies continuing to look for land to

locate to in Andover.
TCF Site – The applicant received an extension for the CUP of one year.

Aurora Vista, 7 Avenue and Bunker Lake Boulevard – Occupancy could be close to 50% of the
units.

Andover Crossings, 7 Avenue and Bunker Lake Boulevard – Staff has met with a convenience
store looking at a 2-acre parcel. Their desire is to have a convenience store with fuel and also a
carwash. The convenience store and fuel will require a CUP and the carwash is not currently
allowed within the zoning district. It sounds as though they plan to request a code amendment to
allow for the carwash if the City Council agrees. Staff also met with the developer, and he is
interested in constructing a building with a drive thru at the “toe” of the development. If both
projects move forward the development would be built out.
Holasek Property (near City Hall) – The applicant has submitted their Preliminary Plat, Planned
Unit Development and Commercial Site Plan applications.
Housing – So far in 2024 we have issued 18 home permits.
Fields of Winslow Cove – City Council has approved the final plat for Fields of Winslow Cove

2 Addition with 36 lots on the west side of Prairie Road. City Council has also approved a final

plat for Fields of Winslow Cove 3 Addition application with another 109 lots.
Legacy at Petersen Farms – The final plat was recently released for recording purposes. Staff is

currently reviewing a Legacy at Petersen Farms 2 Addition, which would eliminate the
permanent cul-de-sac, temporary cul-de-sac and two emergency accesses by creating a “loop”

roadway. This is expected to be in front of the Planning & Zoning Commission on February 28
th
for a recommendation to the City Council (expected March 4).
Legacy Christian Academy – Working on interior finishes.
Anoka County 911 and Radio Building - Painting and interior finishes have started taking place.
Grace Lutheran Church, 13655 Round Lake Boulevard – The building permit has been issued.
The foundation and walls have been placed on the new daycare addition. Backfilling is taking
place.
Constance Free Church, 16150 Crosstown Boulevard – The final inspection has occurred, and
a couple corrections are needed.
Andover Christian Church, 16045 Nightingale Street – Exterior work is taking place, with
framing on the interior.
L&W Supply, 13586 Thrush Street – Has attempted to submit a Commercial Site Plan and two

variance requests but all items have been found incomplete. The intention is to create a three-
sided accessory structure for additional storage of building materials.
Overall Marketing – City staff continues to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County. ACRED
has hired a consultant, staff met with the consultant last week.
REDEVELOPMENT UPDATES

Mr. Janish stated 2556 138 Avenue was demolished in mid-December. The area has been hydro
seeded.

Mr. Janish reviewed the tenant situation at each property. He indicated 2503 138 Avenue needs
a new roof. There is one unit rented. The EDA direction to staff is to repair the roof, not put a
new one on.
Mr. Janish stated 2513 Bunker Lake Boulevard is vacant and abatement has been done. The Fire
Department will not be using it for training. The Anoka County Sheriff’s Office will be using it
for training in March. The Sheriff’s Office will place signs notifying the properties in the area of
the training. Early to mid-April the building will be demolished.

Mr. Dickinson indicated the owner of 2619 138 Avenue has contacted staff about selling the
property and has lowered the price.
Commissioner Barthel stated he does not see purchasing the property as fitting into the strategic
plan for the area. President Bukkila and Commissioner Mueller agreed.

There was none.

Motion by Barthel, Seconded by Nelson to adjourn. Motion carried unanimously. The meeting
was adjourned at 6:35 p.m.
