INTRODUCTION
The City has received twelve applications for the vacant City Council position as of the February
14', 2025 deadline. The next step in the process is for the City Council to review the applications
and select finalists for interviews.
DISCUSSION
Councilmembers are requested to review all submitted applications, which are attached. The
objective is to identify a shortlist of finalists to be invited for interviews. Please note that two
applicants did not include a letter of interest as required in the position posting, and another does
not meet the residency requirement as they are not a current Andover resident.
Councilmembers should come prepared to discuss and determine the finalists for interviews.

Letter of Intent to Continue to Serve Andover Community on City Council
Dear Mayor and City Council,
I am writing to express my interest in the Andover City Council seat vacancy. With a strong
proven background in serving our community and a proactive approach to achieving goals, I am
confident in my ability to contribute effectively to our city.
I am honored and humbled to have served on the Andover City Council. I have successfully
executed a wide range of responsibilities, including exemplary financial stewardship, setting
yearly & capital budgets, and monitoring funds. My leadership skills, time management abilities,
and experience would be a valuable asset to our community of Andover.
As a Leader, it is important to be an active member of our community. My family and I have
lived in Andover for 20 years, where I have had the privilege to serve in numerous volunteer
positions as a Basketball & Soccer Coach, Boy Scouts of America Merit Badge Counselor,
Mercy Hospital Auxiliary, Nucleus Clinic Intake Manager, Tattoo Removal for the Youth,
Andover Family Fun Fest, Feed My Starving Children, Constance Church High School Ministry,
Emergency Response Team, Guest Services and Family Palooza. Volunteering has helped me
build meaningful relationships, a way to give back to our community, and make a difference in
the lives of others.
Furthermore, I hold an Organizational Leadership degree from Bethel University and Primary
Care Associate degree from Stanford University School of Medicine. My civilian and military
academic achievements, combined with Elected Leaders Institute; Foundational Program,
Advanced Program, and Skills for Communicating Effectively in a Crises, highlight my
dedication to professional development and success in public service to our community.
I have developed strong listening skills and learned many life lessons from practicing as a
Physician Assistant and running a successful small business. I proudly served our Community
and Nation in both the Army and Air Force with Afghanistan service and retired an Air Force
Captain.
With my extensive background of over 34 years Public Service leadership, Andover City
Council, Healthcare, small business, and as a Veteran, I offer the experience, skills and values
needed to represent our Andover community on the City Council.

1. Describe the experiences and skills you possess that you believe would make you

I have had the honor and privilege of serving the people of Andover on the City Council for the last 4
years. During this time I had the opportunity to serve as the Andover Today Newsletter Chair, Housing &
Redevelopment Authority (HRA) Vice -Chair, Economic Development Authority (EDA) Commissioner,
Anoka -Hennepin Community Education Advisory Council, American Legion Past Commander, and Anoka
County Veterans Council Chair. While serving in the military I held several leadership positions from the
Non -Commissioned Officer in Charge (NCOIC) of a Battalion Aid Station to an Officer in Charge (OIC) of
Wing Pharmacy Department. Being a 20 year resident of Andover I have served our community in
numerous volunteer positions listed on my Letter of Intent. With my extensive background of over 34 years
of Public Service leadership, Andover City Council, Veteran and Volunteer service, I offer the experience,
skills and values needed to represent our Andover community on the City Council.
2. Why are you interested in serving on the City Council?
I'm interested in continuing to serve our community on the City Council
because I enjoy budget oversight, representing constituents, strategic
planning, and working with council members, city staff, and local organizations.
My favorite part of serving our community is seeing the real changes that our
council, city staff, and partners have helped to create and I hope to continue
my heart of servanhood on the council.
3. Have you ever run for elected office in the past? If so, when and what office?
I ran for Andover City Council in 2020. 1 ran for Anoka County Commissioner in
2024.
4. Is there anything that could routinely interfere with your ability to attend two
Regular City Council meetings and one Council Workshop per month, as well as
other special meetings and events? Regular City Council meetings are held on
the first and third Tuesday of each month at 7:00 p.m. City Council Workshops
are held on the fourth Tuesday of each month at 6:00 p.m.
have nothing that would hinder my ability to attend City meetings, Special
meetings, and Events. I have a stellar attendace record at City Council,
Workshop, Special, and Event meetings where I believe I have missed 3
meetings in 4 years. I'm newly semi -retired and can dedicate even more time
to our City as needed.
5. Do you have any affiliations that could be considered a conflict of interest? If yes,
please explain.
have no affiliations that could be considered a conflict of interest. I have not
had any conflict of interest while serving on the City Council and I am not
aware of any future conflict of interest. If there were a conflict of interest,
would abstain or remove myself from the vote.
6. What future political aspirations do you have for yourself?
My future political aspirations are to continue to serve the residents of Andover
in an elected public service position.
7. What do you consider to be the most pressing issue facing the City of Andover,
and what is your proposed approach to addressing it?
I consider the infrastructure street repairs and ground water contamination the most pressing
issues facing the City of Andover. I would continue to work with our City Council members and
City staff to budget in our Capital Improvement Plan (CIP) to fund our annual Sreet
Improvement/Reconstruction program while promoting fiscal responsibilty. Similarly to our
approval of the 2025-29 CIP last September. Our approval constitutes the direction of the
Council to emphasize street repairs moving forward. Now that the Red Oaks neighborhood is
on municipal water, our budget has shifted more towards street repairs. We do have to address
the new ground water contamination of the Eastbrook Terrace neighborhood and eventually
get a feasibility report to request funds.
8. How would you approach working with colleagues and community members who
hold different perspectives than your own?
Discussing differences and challenges with others is a strong suit of mine.
make it a priority to listen to others with different opinions so we can identify
our differences and discuss a solution, and regardless of the outcome, remain
amicable. Collaboration is key. I strive to build consensus and foster
partnerships that drive progress, which requires diplomcy and negotiation
skills.
9. How would you approach decisions regarding the allocation of public funds?
approach decisions involving taxpayers money conservatively to ensure
efficient use of public funds. We have typically allocated public funds based on
assessed budget needs, priorities, and available resources, often focusing on
areas like infrastructure and public safety.
10. How would you handle a situation where you had a personal conflict of interest
related to a City Council decision?
If I had a personal conflict of interest related to a City Council decision, I would
abstain or remove myself from the vote.
11. How do you envision our city's future growth and development, and what role do
you see the City Council playing in achieving that vision?
I envision our city growth and development as a process by which urban areas expand and evolve by
increasing population density, economic activity, and infrastructure improvements. The City Council plays
a crital role in the challenges of orderly growth , housing, transportation, and services. We must plan and
budget to ensure that local services, systems and facilities can be provided to accomodate growth.
Provide a variety of housing types to accommodate the life cycle needs of all residents. Remain
responsive to the housing market demands through implementation of the Comprehensive and Land Use
Plans. Provide a safe and efficient transportation system that is cost effective and serves the existing and
future access and mobility needs of the city. Allow residential growth while maintaining the quality of
natural resources and amenities. Lastly, maintain a high degree of community planning and involvement
while following our City's Strategic Plan.
12. If appointed to fill the vacancy, what major goals or projects would you like to see
addressed and/or accomplished?
I would like to see several goals and projects addressed and accomplished. My top priorities would be to
work with our City Council and City staff to address our infrastructure street repairs and ground water
contamination issues while keeping taxes low and promoting fiscal resposibility. This was made apparent
when our City Council unanimously voted back in September to approve our 2025-29 Capital
Improvement Plan (CIP). Our approval constitutes the direction of the Council to emphasize street repairs
and groundwater contamination as a priority of the City moving forward. Our new CIP's budget directs
approximately 71 % towards street repairs. In 2024, streets constituted 29% of Andover's CIP budget, with
50% of the budget going towards ground water contamination. Now that the Red Oaks neighborhood is
on municipal water, our City budget has shifted more towards street repairs. We do have to address the
new ground water contamination issue with the Eastbrook Terrace neighborhood by eventually getting a
feasibility report to request funding.
13. What has the City Council done well and not so well over the past 5 years?
The City Council did an excellent job working with our City staff to expedite the feasibility report
on the Red Oaks neighborhood ground water contamination issue. This was a collaborative
effort that also involved the Minnesota Pollution Control Agency (MPCA), Minnesota
Department of Health (MDH), and the US Environmental Protection Agency (EPA). By
expediting this process we were able to get the funding request to our local state legislators for
state funds. The last 4 years the City Council did a good job budgeting for 47 miles of street
repairs which was more then any other 4 year period in the history of Andover. Although this
was a good start, we recognized that more needed to be done hence the increase in funding
for street repairs in Andover's 2025-29 CIP. Prior to the last 4 years the City Council had other
priorities.
14. Explain why the City Council should consider appointing you to the position
above other candidates.
Prior military service has provided the foundation for strong leadership skills,
attention to detail, and personal development. Highly personable, driven, and
team -oriented. Known for developing excellent rapport with residents,
community leaders, City Council members and City staff. With my extensive
background of over 34 years of Public Service Leadership, Andover City
Council, Healthcare, small business, and as a Veteran, I offer the experience,
skills and values needed to represent our Andover community on the City

15. If appointed, what City topics do you feel you possess a strong understanding of,
and in which areas do you foresee needing further clarification or support?
After serving 4 years on the City Council, I feel grateful that I have a pretty
good handle on the City operations and contractual relationships, for example,
Sheriffs Department, neighboring communities, etc. However, I do welcome
help with our legal council to ensure we properly proceed.

6. What future political aspirations do you have for yourself?
My political aspirations are driven by a desire to create a better world for my
children, focusing on sustainable community development and policy -making. I
aim to contribute to a future where the decisions made today ensure a
prosperous, safe, and abundant environment for the next generations.
7. What do you consider to be the most pressing issue facing the City of Andover,
and what is your proposed approach to addressing it?
During my interview for the Planning and Zoning Commission, a Council member said "Today,
my kids couldn't afford to live here". To me that is the biggest problem facing Andover. Andover
is a community filled with young people, but our current planning and zoning practices make it
unlikely most of them could afford to live here, or anywhere else in the Twin Cities other than a
1 bedroom apartment. Relaxing zoning and encouraging more dense buliding will lower the
cost of housing for all and increase the tax base making the city more sustainable long term.
People like to make housing a complex problem, but at its core it is a simple economics
supply/demand problem.
8. How would you approach working with colleagues and community members who
hold different perspectives than your own?
In my workplace, I work between many different stakeholders, and often there
are competing visions. My goal is to be a person of integrity, honesty, and
transparency which has served me well in those situations. Every human being
has dignity, and I bring that lens to every conversation.
9. How would you approach decisions regarding the allocation of public funds?
Fiscal responsibility is paramount. As a property owner, its a top concern of
mine that city continues to balance the budget to avoid any fiscal 'time bombs'
down the road. I appreciate the various services the city provides and think the
city is striking a good balance between fiscal repsonsibility and meaningful
services (parks, community center, etc). I am also supportive of continuing the
city's police relationship with Anoka County.
10. How would you handle a situation where you had a personal conflict of interest
related to a City Council decision?
It is very unlikely I'd face a conflict of interest as my property is limited to a 1/3
acre lot in a full subdivision and my workplace is based out of state. If it were
clear that I or a close relative would personally benefit from something being
discussed by the city, I would proactively excuse myself.
11. How do you envision our city's future growth and development, and what role do
you see the City Council playing in achieving that vision?
I envision Andover's growth as sustainable and community -focused, with the
City Council leading by promoting zoning reforms for housing affordability,
maintaining fiscal responsibility for long-term financial health, and engaging the
community in planning for a future that benefits our children. My role would be
to ensure these policies are implemented with a vision for enduring success,
not just immediate gains.
12. If appointed to fill the vacancy, what major goals or projects would you like to see
addressed and/or accomplished?
My top goal is for Andover to enable 'missing middle' housing such as duplexes, triplexes,
townhomes, and apartment buildings. The majority of Andover is either Single Family
Suburban, Single Family Rural, or Rural Preserve which prevents missing middle housing and
this should change. I also favor expansion of ADUs, and creating standard floor plans that are
quickly approved. In the past the Andover City Council has been skeptical of the MET Council's
goals, as a resident I want Andover to meet or exceed these goals. Outside of zoning I support
the Community Center and our Parks and would like to see investment in these continue or be
expanded. I would also like the city to explore centralizing Trash/Recycling collection. 5
different companies serve my subdivision creating wear and tear on the roads and more cost
for residents.
13. What has the City Council done well and not so well over the past 5 years?
appreciate the balanced approach of the Andover City Council. It appears to
be non -partisan and receptive to the needs of the community. I also appreciate
that Andover has continued to invest in meaningful projects such as the
Andover Community Center. I apprecaite the city's focus on a balanced
budget, but have concerns that as the city ages, we will face mounting
infrastructure costs if we do not increase the tax base. Per the above, I have
major concerns about the long term implications of having the majority of the
city's land zoned only for single family housing.
14. Explain why the City Council should consider appointing you to the position
above other candidates.
The Council should appoint me due to my strong community involvement,
professional experience in managing diverse interests, and my vision for
sustainable, long-term city growth. My commitment to policies that benefit
future generations, combined with my focus on fiscal responsibility and zoning
reform, uniquely positions me to contribute effectively to Andover's enduring
success.

and in which areas do you foresee needing further clarification or support?
I value a learning and growth mindset and know there's alway more that you
can learn. I have strong views on zoning and planning, but outside of that
would have learning to do on the budget process.

My 40 year residency in Andover has provided me with valuable insights into the needs and aspirations of our residents. I am
well-acquainted with the challenges we face and the opportunities we can seize to improve our community. My family and I are actively
involved in our local schools and the Andover baseball, softball, and football associations. Through our participation in these associations,
we have supported the development of our youth and contributed to the vibrant community spirit that makes Andover a great place to live.
In my career as a technical project leader for new product development, I have successfully led multi -location engineering teams of up to
forty people, managing annual program budgets of five million dollars. This role has honed my leadership skills and ability to guide teams
towards data -driven decisions. I regularly tackle complex challenges, finding innovative solutions and ensuring projects meet customer

Not that I am aware of at this time. I do have three young kids who are active in
sports and school activities. I understand that this role may conflict with those
schedules at times and I will do my best to balance the needs of my family and
the community.

7. What do you consider to be the most pressing issue facing the City of Andover,
and what is your proposed approach to addressing it?
A balanced budget in an environment of rising costs. Maximizing the value of
the community. Prioritizing maintenance of our existing assets and welcoming
businesses which offer positive community impacts and continuing to grow our
community's park and walking/bike path offerings.
8. How would you approach working with colleagues and community members who
hold different perspectives than your own?
I enjoy collaborating. I am also comfortable with compromise when the solution
is optimized to benefit the greater community.
9. How would you approach decisions regarding the allocation of public funds?
I believe in a tiered approach. For lower budgetary items or re-uping an existing
commitment I feel it is the duty of the council to manage that within the city city
code. For new investments within the city which are high dollar amount and
increase the burden on the tax payer I am in favor of seeking resident input.
10. How would you handle a situation where you had a personal conflict of interest
related to a City Council decision?
I like to be transparent and do so in my professional career as well. If I felt there
was a conflict of interest I would share that with the other members of council
and take appropriate steps to avoid the conflict.
11. How do you envision our city's future growth and development, and what role do
you see the City Council playing in achieving that vision?
I believe the city council is critical in interpreting, upholding and when appropriate modifying or allowing
exceptions to city code for the best interest of the community. I believe in data based decision making.
I support initiatives that allow homeowners to build value in their homes and provide a variety of new

prioritized which provide value and give back to the community and offer a
variety of residential projects including rural. I also see value in continuing to
develop our strengths and providing resources for the community to come
together - parks, community center and similar resources.

My name is Jeff Sims, and I have been a proud resident of Andover for 19 years. My wife
and I moved here in 2006 to raise our two children, drawn to the town's small -community
feel and its convenient proximity to Minneapolis/St. Paul.
In the November election, I ran for City Council and was honored to receive over 5,000
votes. I also served on the Planning and Zoning Commission from 2015 to 2019, where I
gained valuable experience in city planning and governance. Additionally, I have been
actively involved in my children's school activities, allowing me to connect with many
Andover residents over the years.
My deeper engagement with city affairs began in 2014 when the Country Oaks North
development was proposed near my property. The original zoning called for 2.5-acre lots,
but the developer sought to increase the housing density. Concerned about this change, I
organized my neighbors, and together, we attended a Planning & Zoning meeting, where we
voiced our desire to maintain the existing zoning. Although the commission voted against
the rezoning, the City Council ultimately approved it. This experience motivated me to join
the Planning and Zoning Commission to better understand and influence Andover's
development.
Serving on the commission was an invaluable learning opportunity, but I realized that its
role is advisory. My decision to run for City Council stemmed from my desire to have a
direct vote in shaping Andover's future. Over the past year, I have attended City Council
meetings and workshops to stay informed on key issues, and I feel well -prepared to
contribute effectively as a council member.
With my experience in Planning and Zoning and my professional background in finance, I
believe I can bring valuable insight and responsible decision -making to the City Council. I

Long term strategic planning and an actionable risk mitigation plan.
The city has a fairly stable set of responsibiliites and they are all interconnected and tied to
budget dollars.
A more detail, rolling ten year plan that takes into account all revenue and expenses would
allow for a consistent tax expectation for citizens.
8. How would you approach working with colleagues and community members who
hold different perspectives than your own?
The biggest lesson I learned during my time on Planning and Zonning was that
no one person has all of the information on a given topic.

Commission members and hear what their ideas.
After taking in all of the information, I would make a decsion and vote for what I
thought was best for the city.

Adding to my answer on number 7 abvove, if there is a detail long-term plan
that has been shared with the citizens, the allocation of funds should adhere to
the long-term plan.
And a solid risk mitigaion plan will have funding available for those items that
happen that are not part of the long-term plan.

I would recuse myself.
11. How do you envision our city's future growth and development, and what role do
you see the City Council playing in achieving that vision?
I envision Andover slowing growth from recent years. Many citizens asked me
when I was campaigning, "Why are there so many houses being built?"
I think City Concil as the taks of setting the vision in the Comprehensive plan to
keep a "rural feel" to our unique city.
City Council can do that by not changing the zoning rules to a given property,
just because a develper requests it.

Andover is a unique city. Most people that live in Andover love living in Andover and are proud to live in Andover. What makes Andover unique is that it is big

I don't know what the future holds. Should I be appointed to City Council, my
primary concerns would be to the city council and becoming more involved in

and what is your proposed approach to addressing it?
City of Andover road maintenance. The road into my in-laws neighborhood
took years to be addressed, even after they called the city multiple times about
the issue. I'd like to see this process sped up for our citizens by utilizing
government grants and federal aid programs. Inquiring and researching
government grants that could benefit both the City of Andover and Anoka
County, such as providing funding for city roads and county highways that run
through the City of Andover.
8. How would you approach working with colleagues and community members who
hold different perspectives than your own?
I have lived in other states, cities, and towns in the United States and I
appreciate hearing different perspectives. I may not have looked at it from an
angle that someone else may offer a solution for. People come from different
backgrounds and beliefs and giving these people the opportunity to discuss
their feelings on a topic is a strong belief of mine.
9. How would you approach decisions regarding the allocation of public funds?
Should I be appointed to the City Council, I would take the allocation of funds
very seriously and be a good steward of taxpayer money. I would also make
sure that the funds be used in such a way in which it can potentially benefit all
ages of the citizens of the City of Andover.
10. How would you handle a situation where you had a personal conflict of interest
related to a City Council decision?
I would recuse myself with full disclosure and transparency.
11. How do you envision our city's future growth and development, and what role do
you see the City Council playing in achieving that vision?
I envision the growth of Andover to be a combination residential upgrades with
expanding commercial options for our residents. Our citizens should be able to
get their basic needs met here in the city, without having to travel to
neighboring cities. The role of the City Council is to help guide our city to that
balance of growth.

addressed and/or accomplished?
Maintaining strong contracts for Sheriff's Department and Fire Department.
Making sure intersections around schools are safe. Making sure that the
possible increase in residential areas would have corresponding commercial
real estate as well. Addressing and solving the problems with contaminants in
the well water.
13. What has the City Council done well and not so well over the past 5 years?
I don't know how much the City Council could have done prior but 1 know
there's been an attempt at more transparency in recent years but the discovery
of contaminants in the well water in Andover is something that could have been
improved upon years ago. I also applaud the establishment of more
businesses in the last 5 years compared to the 7 years prior to that time
especially with COVID-19 affecting many communities.
14. Explain why the City Council should consider appointing you to the position
above other candidates.
I have family members that have been Andover residents for nearly 30 years.
My wife grew up in Andover and I've been a resident for 12 years. My children
are going to Andover Schools. 1 believe I can contribute to not just plans for the
remaining term but long term plans for when my children are adults, hoping
they will want to live in Andover and be a part of growing the community as
well. In addition, the goal for older family members and senior citizens, to have
Andover be a city in which they will want to stay as well. In summary, to be a
city that attracts people of all ages.

The most pressing issue for Andover is our infrastructure. We need to follow
the current plan to increase our corrective actions on our roads, dedicating
resources to catch up and get ahead of deterioriation with the current plan, and
potentially a future more aggressive plan.
The most important issue is ensuring that we not lose sight of managing
Andover's growth to preserve the nature of our community, while providing
ammenities our residents need and expect.
8. How would you approach working with colleagues and community members who
hold different perspectives than your own?
My consultative approach facilitates recognizing and setting aside differences
to focus on shared goals. I have been able to develop effective working
relationships with others who have different perspectives. Listening,
encouraging sharing views, and expaining my own rationale require more
investment than confrontation, and produce better long-term results.
9. How would you approach decisions regarding the allocation of public funds?
I would look at the overarching needs and plan for the success of Andover
and our citizens as a whole.
When one party or group advocates for their limited interest, I would ask
them to explore alternative funding sources, instead of allocation of public
funds.
10. How would you handle a situation where you had a personal conflict of interest
related to a City Council decision?
Disclose and recuse myself from that decision process, should such arise.
11. How do you envision our city's future growth and development, and what role do
you see the City Council playing in achieving that vision?
see Andover growing to a more mature version of community. We have been mostly built -out for a while, and
continue to face the challenges of how to develop small neighborhoods and in -fill lots. Our single largest growth
opportunity in the next one to two decades is development of the Rural Reserve. This will require extensive
communication, long-term commitment, and flexibility. It will also require constant re-evaluation to ensure that
development is consistent with the overall nature of Andover community.
City Council will need to be the shepherd guiding our growth, consistent with plans, while protecting the interests of
residents and the city as a whole. We need to recognize that multiple city councils and external influences will be
involved in such a long-term project, so must set the tone and dearly build a shared vision that becomes a part of
Andover.
There may be less obvious opportunities for growth in the future, such as annexation of a neighboring area. City
Council should be open to opportunities that make cultural and economic sense.
12. If appointed to fill the vacancy, what major goals or projects would you like to see
addressed and/or accomplished?
I have no personal agenda.
13. What has the City Council done well and not so well over the past 5 years?
Done well: Council has supported an effective staff and achieved minimal turnover, providing consistency regardless of changing council leadership.
Council has supported law enforcement and fire protection, as well as strengthening emergency /disaster planning.
Council addressed the water Issues directly and creatively to expedite a slow process and respond to resident needs.
Council finally tackled the deferred infrastructure issues with an aggressive plan to restore our roads and establish future process.
Council responded to and staff recommendations to get ahead of supply chain issues and take advantage of potential cost savings on equipment
replacement, planning ahead of budgeted Roma.
City Council members have been visible and engaged with residents at community events like Fun Fast and Christmas Tree Lightling.
Not done well: Council continued to delay overdue infrastructure resolution until 2024. Council failed to respond to resident sentiment for a referendum on
the community center. Council missed opportunities to explore public/private partnerships. Council has relied heavily on using other cities as models for
tackling new rules, rather than reference them to create Andover -specific guidance. Andover should not be put in a position of being " just like" or "no worse
than anyone else."
14. Explain why the City Council should consider appointing you to the position
above other candidates.
As explained in this application, I have the knowledge of Andover issues,
skills to effectively work with others, and most important, I have a strong desire
to serve the City and residents of Andover. 1 have experience in stepping into
interim leadership during transformation and have no plan to run for office after
serving this unexpired term.

and in which areas do you foresee needing further clarification or support?
I believe I have a good understanding of the current budget and comprehensive plan. The
2026 revision of the comprehensive plan offers great opportunity and challenge. I would like to

independently guide our own future. The League of MN Cities is also an area for clarification. I
understand that organization offers training and recommendations, but again need a better
understanding of that relationship to Andover.

I have been actively involved in my community, running for the Minnesota House of Representatives in
District 31 B, where I engaged with residents on key issues such as public safety, economic growth,

My primary focus is on serving my community at the local level. I believe local
governance is the most impactful way to address residents' needs. While I
have previously run for state office, my immediate goal is to contribute to
Andover's growth and development.

and what is your proposed approach to addressing it?
One of the most pressing issues is ensuring responsible growth while
maintaining infrastructure and public services. Andover is a growing
community, and we must balance development with sustainability. I propose
working closely with residents, businesses, and city staff to implement strategic
planning that preserves Andover's character while enhancing infrastructure,
public safety, and economic opportunities.

I believe in listening first and finding common ground. My experience in both

As our community numbers continue to grow, safety is at the top of my
concerns. Expanding street where there are new houses to avoid traffic jams,

maintain safety is to get the community involved, make them feel a sense of
responsibility in the safety of the whole community.

I believe that diverse perspecitves provides for more comprehensive solutions.

believe that this should be approached by understanding that Andover

The expansion of our community center including the walking track and ice rink
was an amazing addition to our community. It has brought so many people to
the heart of our town. I have been disappointed to see so many trees cut down
to make room for more Lennar homes to be built. I would like to see other
home builders have a chance to build unique homes here and not be outbit by
Lennars monopoly.

Three years ago, I applied, was interviewed and was selected to be an at -large member of the Economic
Development Authority for the City of Andover. I have learned a great deal about City government during my
time on the EDA and have used that knowledge to beneficial effect as opportunities have presented
themselves to the EDA.
I have been employed in the private sector for my entire 37-year career. I have leveraged my Chemical
Engineering and MBA degrees to succeed in roles with increasing responsibility through the tenure of my
employment. This continues today with my Global Director role for the H.B. Fuller Company. My prior roles
encompassed leadership responsibilities in all functions except Human Resources with a strong emphasis
on purchasing and corporate finance.
In addition to my professional experience, I have been active in the community since 2001. Since that time, I
have been a member of at least one non-profit board in each given year. I am currently the Vice President of
the Executive Committee for the Century College Foundation Board where I am nearing the end of my
second, three-year term.
2. Why are you interested in serving on the City Council?
I have been resident of Andover since 1997 and chose to raise my family in Andover. Both of my daughters are
now studying at a university of their choice, and it is a good time for me to give something back to the
community I have called home for the past 28 years.
I would like to bring the industry's best practices that I have learned over the course of my career to the City of
Andover for the benefit of all citizens.
3. Have you ever run for elected office in the past? If so, when and what office?
Iran for Andover City Council during the 2024 election cycle. During the election, I finished in third place by a
margin of approximately 350 votes.
4. Is there anything that could routinely interfere with your ability to attend two Regular
City Council meetings and one Council Workshop per month, as well as other special
meetings and events? Regular City Council meetings are held on the first and third
Tuesday of each month at 7:00 p.m. City Council Workshops are held on the fourth
Tuesday of each month at 6:00 p.m.
There are no conflicts that would prevent me from honoring my City Council commitments for the City of
Andover. I am still gainfully employed in the private sector and am asked to travel from time to time. I do
manage my own travel and can work around any schedule conflicts that may arise.

6. What future political aspirations do you have for yourself?
After earning a position on the City Council and serving at least two terms with continued support from the
voters, I would strongly consider running for the City of Andover Mayor position.
7. What do you consider to be the most pressing issue facing the City of Andover, and
what is your proposed approach to addressing it?
There are two demographic trends that require attention from the City Council.
First, due in part to rising property values in the city, property taxes have risen faster than personal income.
This trend is not sustainable long-term. Supporting an expansion of the tax base and keeping tight control of
spending in future years can correct this trend.
The Council should also strive to make Andover a more attractive community for business investment. This
would expand the tax base and provide services in the community that now are only available in neighboring
cities. The lack of restaurant options was a common theme shared with me while campaigning last year.
Lastly, as Andover has grown over the past several years, there is now a need for a full -service post office. The
current USPS Annex only offers limited services, and residents now must drive elsewhere to do something
simple like mailing a package. This will require collaboration with USPS, but it can be accomplished.
8. How would you approach working with colleagues and community members who hold
different perspectives than your own?
Like my experiences in the private sector, it is common to encounter opinions different than my own. It is our
differences that make us stronger.
These are some steps that I always take to explore what I call the art of what is possible. First, I listen to gain
an understanding and an appreciation for the differing perspectives. There are pieces of wisdom in all
perspectives. Second, I look for areas of agreement between the multiple perspectives. Identifying a
common foundation is important. Lastly, I strive to reach a compromise that will benefit the greater good.
There are always give or take points that can be combined to reach a collective agreement by all parties
involved.
9. How would you approach decisions regarding the allocation of public funds?
I believe one of the primary roles for the City Council is to be good stewards of the taxpayer's money. The
Council is entrusted by the voting public to spend and/or invest the public funds in an optimal and efficient
way. Spending decisions should always be made in a transparent way.
In doing so, the Council must differentiate between the wants and the needs. Not all spending is good
spending. Some spending is urgent, while other spending can be delayed.
Finally, all spending should be evaluated using a sound financial comparison of alternatives.
10. How would you handle a situation where you had a personal conflict of interest related
to a City Council decision?
If I encountered a personal conflict of interest while serving on the City Council, I would recuse myself from
participating in the related proceedings. This would keep all decisions fully independent and appropriate.
11. How do you envision our city's future growth and development, and what role do you
see the City Council playing in achieving that vision?
When my wife and I moved to Andover in 1997, the realtor we worked with called Andover the 'Jewel of the
North'. New neighborhoods were being developed on a regular basis, property taxes were low, and progress
was being made to improve the city.
While much of that vision is still true today, the population growth is outpacing business growth. Bringing this
back into balance is critical for the city of Andover. While campaigning for a City Council position this year, a
common theme shared by residents was the need to attract more businesses to Andover. Residents were
Looking for options, so they did not have to travel to an adjoining community to have dinner out with their
family or to have simple services like dry cleaning performed.
While a level of due diligence is required, the City Council needs to find ways to make it easier for businesses
to choose to invest in Andover. Reducing the red tape and redundancy and moving activities along with a
sense of urgency would go a long way towards fostering the needed improvements.
12. If appointed to fill the vacancy, what major goals or projects would you like to see
addressed and/or accomplished?
If I were appointed to the City Council, I would like to prioritize activities related to the following projects.
First, collaborating with my colleagues on the EDA over the past twelve months, the work on the
redevelopment district north of Bunker Lake Blvd. between Crosstown Dr NW and Xavis St NW is now a five-
year plan and not a twenty-year plan. This is prime property to fulfill the priorities for the citizens of Andover.
Redevelopment of the first phase will enable continued progress on Phase 2.
Second, during the Council Workshop on January 28, 2025, the Artemis Development Company presented a
sketch plan for the Rural Reserve area west of Andover High School. The plan was well designed and would
bring an estimated $1 billion in taxable value to the city of Andover. While still in the preliminary stages of a
ten-year plan, the opportunity should be pursued with the intent to capitalize on the opportunity presented.
13. What has the City Council done well and not so well over the past 5 years?
I believe the Council has done an excellent job of evaluating what is required to support the aging roads in the
city. While the costs involved are high over multiple years, it was the right decision to make. As was shared
by the Council, some of the costs are one-time in nature to get caught back-up, so there should be
opportunities to moderate the tax burden in future years.
In another area, the Council has always prioritized safety at all levels and that is superb. In my opinion, a
community that is not safe will never flourish.
If you look backwards for the full five years, some of the Council's practices lacked transparency and that
created some frustration in the community at large. This must serve as a lesson for the decisions that will
come before the Council in the future. While not every resident will agree with every decision, the Council
must create a forum where all voices can be heard.
14. Explain why the City Council should consider appointing you to the position above
other candidates.
The Council should consider appointing me because I have demonstrated, proven leadership and
commitment to the city through my involvement with the EDA.
In addition, the voters let their voices be heard during the most recent election. While finishing third in the
City Council voting, it was by the smallest of margins. My platform resonated strongly with the voting public
and that should factor in the Council's decision.
Lastly, if appointed, I would bring my 37+years of experience and best practices with me to support the
Administration in making further improvements for the city residents.
15. If appointed, what City topics do you feel you possess a strong understanding of, and in
which areas do you foresee needing further clarification or support?
Even prior to running for City Council, I attended most of the Council workshops and regular meetings. Being
an active member of the EDA has also enabled me to learn more about how the city operates.
One of the areas that I would like to learn more about is the process that is followed for projects to go out to
bid. A significant portion of the city budget is project focused, so ensuring that an optimal and competitive
process is followed for all projects is critical to maintaining the financial integrity of city and for honoring the
commitment to be a good steward of the taxpayer's taxes.

owner. I have great organizational skills. I' m skilled in collaboration and people
skills. I have served in my church for over 25 years as teacher in the children' s
ministry. I have served various leadership roles in my local political organization.
I' ve also served in various leadership roles in Toastmaster. For the last year
have served on the Andover Nature Preserve commission. All that I have
learned from these various roles position me well to serve on the city council.
2. Why are you interested in serving on the City Council?
I think it is important to serve in some way in the community where I live. I have
been thinking about running for city council for sometime, however,
commitments in my personal life didn't allow me to invest myself in such an
endeavor. So instead I've been serving on one of the city commissions. It's
been a good experience. Things have recently changed in my personal
commitments which would allow me to take on a larger commitment, so when I
heard of the vacancy on the city council I thought it would be a good time to
step up.

I feel that providing for the infrastructure needs of the city is the most pressing
concern. Maintaining structurally sound roads and healthy, safe water systems
are the responsibility of the city. I think prioritizing these needs and having a
long term plan for maintenance is the right approach. It is important to not get
behind on maintenance and planning for future needs so that the burden on
Andover residents is manageable. Sometimes we have to say no to "wants" in
order to address "needs"

think Andover has done a good job with maintaining a community feeling as it
has grown. I envision that Andover will continue building community by
strengthening programs that bring people together. Things like the Fun Fest
and the tree lighting event are so important to building community. Having
quality parks, nature preserves and programming is important. I think the City
Council has a role in overseeing the growth of the city in terms of city planning
and development, commericial growth and balancing that with maintaining the
character and community identity of Andover.
12. If appointed to fill the vacancy, what major goals or projects would you like to see
addressed and/or accomplished?
One project I would like to pursue is looking at what would it take to implement
wards in our city for the purpose of ensuring representation for all parts of the
city on the council. Also, I think it would open up opportunites for more people

an overwhelming and costly endeavor. Breaking down the city into wards might
encourage more people to step up and enable them to be successful in running
a smaller campaign in just their ward.
13. What has the City Council done well and not so well over the past 5 years?
As I mentioned, Andover has done well in building community and the Council
has done well in overseeing and supporting these activities. One thing the
council has not done so well is ensuring it hears from the taxpayers when it is
makes impactful decisions such as the huge investment made in the expansion
of the community center. There was a significant effort to ask the council to
bring this investment to the taxpayers as a referendum but the request was
ignored. Trust was lost as a result of this unfortunate decision by the council.
14. Explain why the City Council should consider appointing you to the position
above other candidates.
am certain that you will have many qualified candidates to consider. All I can
say is that if you were to select me I would give the job my all. I would work
hard to learn the role and educate myself in order to serve my city well.

and in which areas do you foresee needing further clarification or support?
have been reading the council packets for the past year or so and I have a
general understanding of the kinds of things that come before the council, but I
would need to educate myself on all aspects of the city operations from the
budget, to city planning, etc. as I'm sure anyone new to the city council has to
learn.

I have an accomplished career in Medical Device design and manufacturing, including the past
10+ years as a member of the executive staff. I have served on the board of Andover Football
Association as the Director of Referees and most recently founded a non-profit organization
(Maximize Sports Performance) to offer football player development options to youth athletes
across the north metro area of Minneapolis - St. Paul. I have also coached football at Andover
High School for most years since 2005, a single year (2020) at Anoka High School, and
volunteered as a coach with Coon Rapids Andover Little League, Andover Baseball
Association, Andover Travel Basketball, and Andover Football Association.

I currently have no specific future political aspirations. However, I am
passionate about community involvement and being active in improving my

7. What do you consider to be the most pressing issue facing the City of Andover,
and what is your proposed approach to addressing it?
Maintaining a leading edge in utility and infrastructure investment to support and enable a
rapidly growing number of residential and commercial real estate projects. At present, I believe
one of Andover's pressing issues is the suitability of our roads, parks, and walk paths around
the city. I would like to see existing park parcels upgraded to provide enhanced value to our
citizens with children and expanded investments in walk paths connecting our communities to
our city parks. I would focus on offering more advanced facilities for sport teams to enable
hosting of state wide events to help increase the appeal and demand for Andover housing and
commercial business offerings.
8. How would you approach working with colleagues and community members who
hold different perspectives than your own?
Listen and be open minded to being wrong about bias's I am likely to have.
Work to understand the common ground and bigger picture goals of projects
and initiatives and negotiate balanced outcomes.
9. How would you approach decisions regarding the allocation of public funds?
The same I would in my role as an executive staff member of a company or
owner of my non-profit company. High level of due diligence in reviewing the
details surrounding any budget or investment by the public funds to ensure the
use is appropriate, ethical, and aligned with longer term city goals and
strategies. Ask questions, as needed, and follow up on open items until full
resolution is reached.
10. How would you handle a situation where you had a personal conflict of interest
related to a City Council decision?
would disclose such situation and ensure I was acting in an ethical capacity at
all times. If needed, I would self -exclude myself in such situations as warranted
by the council.
11. How do you envision our city's future growth and development, and what role do
you see the City Council playing in achieving that vision?
envision a community that emphasizes neighborhoods, family values, and
strong recreational options for its' citizens, while supporting commercial growth
and expanded options for businesses who serve such communities. The City
Council is critical to this vision by regulating projects, acting on sound
investments, and planfully addressing inadequacies in current infrastructure
ahead of time.
12. If appointed to fill the vacancy, what major goals or projects would you like to see
addressed and/or accomplished?
I would like to see a significant increase in the amount of walk and bike paths
offered by and between neighborhoods and city parks and buildings. I would
also like to see a park upgrade project fully scoped and put into action to
transform a current park location into something offering citizens an upgraded
experience in our own community.
13. What has the City Council done well and not so well over the past 5 years?
believe the City Council has properly supported residential and commercial
growth over the past 5 years. Andover is a community where families continue
to thrive, businesses continue to invest, and investments are clearly seen
around the city. I believe the City Council has struggled with perception of
properly planning for infrastructure investments (roads) and appropriate use of
public funds in the construction of the community center expansion.

above other candidates.
While I'm sure this is a difficult decision, I would like to be considered above
others since I have extensive business experience and acumen and no strong
political aspirations clouding my purpose and desire to be a part of the City
Council. I am a citizen of Andover and have been proud to be a member of this
community since 2005. 1 have 4 kids in Andover schools with 1 about to
graduate from Andover High School in 2025. 1 have strong personal and
business connections in this community and want to help shape the future of
this great city!
