INTRODUCTION
The Park and Recreation Commission is requested to begin discussing the 2026-2030 Park
Capital Improvement Plan(CIP).
DISCUSSION
The target date for the draft CIP is Friday June 61h. Attached is a projected fund balance sheet
that was prepared by the Finance Department. This projected fund balance does show the final
payment for the$1,000,000 that was approved by the City Council to be used for the
construction of the Community Center Expansion from the Park Dedication Fund.
The Park& Recreation Commission should review the future improvements in zones A-D and
determine what projects should be considered for the next 5 years. Below is what was identified
in the 2025-2029 CIP.
2025
• Annual Misc. Projects - $25,000
• Park at Fields at Winslow Cove - $170,000. This is a new park that is identified in the
development plans.
• Contribution to ACC - $159,107. Final payment for the ACC expansion contribution
• Sunshine Basketball Court Improvements. — Sport Court surfacing, fencing and improved
backboards. $65,000

2026
• Annual Misc. Projects - $25,000
• Kelsey Round Lake Park Master Plan Additions. Building w/Bathrooms, Wayfinding,
and Interpretive Signs— $230,000
• Skate Park Expansion—$125,000
• Sunshine Parking Lot Lights, West and South Lots - $30,000 (Actual costs TBD in 2025)
• Oakview Park Irrigation - $20,000
• Pave Hawkridge Park Parking Lot - $150,000

BUDGET IMPACT
Funding for these projects comes from the Park Dedication Fund. The Finance Department has
indicated to staff that the ending fund balance for each of the 5 years should have a minimum
positive balance of$50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to begin discussions on the 2026-2030 Parks
Capital Improvement Plan.

INTRODUCTION
The Park and Recreation Commission is requested to begin discussions on the usage, rental rules
and regulations, and reservation policy for the new reservable space at the Pine Hills North
Shelter.
DISCUSSION
With the new shelter expected to come online this spring, many items need to be discussed and
decided on for various items at that shelter. Below is a list of items to begin discussing.
• Hours of Operation — The shelter has two indoor bathrooms that are planned to be on
electronic controls. These could be open for park hours (6am-llpm) a shortened
schedule, or only open with reservations.
o Rental Hours — Do we limit the hours it is available, so it does not go too late.
Anoka for example, facilities are available from 11 am-8pm on weekends, one
reservation allowed per day. Hourly rentals 9am-8pm weekdays.
• Rules and Regulations, Reservation Policy — The City of Champlin Rules and
Regulations and the City of Anoka Park Facility Rentals & Reservations (in the attached
information) are a good starting point. Staff would recommend reading through these and
be ready to discuss any additions, subtractions, and revisions to these.
• Cleaning Checklist/FAQs — The City of Ramsey has a nice checklist of expectations (in
the attached information). Staff would recommend reading through this and be ready to
discuss any additions, subtractions, and revisions.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the usage, rental rules and
regulations, reservation policy, and any other suggestions for the Pine Hills North reservable
shelter and give staff direction on how to proceed.

GENERAL
1. The individual named on the rental application as the "Responsible Party" and/or the group in which
whose name the application is issued, shall be held jointly responsible for any misuse of the facility
which is rented and accepts responsibility for all damage done to city property. Additionally, the
"responsible party" must be onsite for the duration of the event. No person under the age of 21
shall be permitted to rent a facility.
2. The City assumes no liability for loss of personal property, damage, injury or illness incurred by
individuals or groups while utilizing a rental facility (see application form).
3. The City reserves the right to exercise supervisory authority to prevent unauthorized or illegal
activities on City property. The City shall not be responsible for interruptions of use for reasons
beyond its control and reserves the right to cancel this rental for reasons of public safety or
convenience. Additionally, the city reserves the right to deny application for previous rule
violations, enforceable by city staff.
4. The use of facilities shall be restricted to those spaces requested and paid for on rental application.
There may be other groups or activities utilizing other park facilities/amenities. Groups are asked
to respect each other's space.
5. special use permits are required for, but not limited to, runs/walks, bicycle events, concerts, food
trucks and other special events.
6. Food trucks require a city of Champlin permit. If it is a city sponsored event, the truck may be
approved by the Parrs Department. Operator would still be required to provide proof of liability
insurance naming the City as an additionally insured. Food trucks may be subject to random fire
department inspections.
7. should you desire alcohol at your event, you must apply for a special use permit (typically takes 30
days), and you must have security on-site for the duration of your event. This will be arranged by
the city and the fee will be added to your rental costs.
9. Renters are prohibited from using tape, thumb tacks or other means to affix decorations to walls,
floors or ceilings of facility.
9. Tents with stakes or tarps will not be permitted. Free standing canopy tents, secured with sand
bags or weights, may be allowed if pre-arranged and approved. A special permit and user fee are
required.
10. No radios, recorded music, loudspeakers, DJ's, live music or sound amplifying equipment are allowed
in "excess" at any park / parr shelter. Failure to comply may result in the forfeiture of your damage
deposit. Special event permits are exceptions and application can be made with the City. Refer to
Code of Ordinance 42-36. City staff will determine violation of "excess".
11. All City of Champlin parks are tobacco free and no tobacco use is allowed on park property.
Damage deposits may be forfeited for violation.
12. Facility reservations for residents shall begin on January 1st annually and for non-residents on
January 15t". Reservations are only taken for the calendar year.
13. Users may only bring in equipment or materials on the day of thrir rental and all items must be
removed upon completion of rental period. YOU MUST BOOK THE TIME you will need for set-up, the
actual event, and tear down. At the Jerry Ruppelius Athletic Complex (JRAc) blocking of the front
doors is prohibited.
14. Keys for rentals must be picked up from the Parks & Public Works office during business hours, one
or two days prior to rental. Keys must be returned by the first business day following the rental
period. If keys are lost or not returned, the city reserves the right to beep all or some of the
damage deposit for replacement costs.
15. Renters are responsible for cleaning the facility. It is your responsibility to make sure the facility is
left in good condition for the next user. We suggest documenting the site when leaving by taking
time stamped photos.
a. Wipe down tables, chairs and benches as needed.
b. Place trash in containers, if the amount of trash generated is excessive, you need to haul it
away.
c. Double-check doors are locked before leaving. If a building is left unsecured and vandalism
occurs, you will be held responsible and lose your damage deposit.
d. If additional staff time, beyond regular cleaning, is required you will forfeit some or all of
your damage deposit depending upon the time and supplies need to return to the facility to a
usable state. This will be billed according to hourly staff rates.
16. In addition to the above stated rental rules/regulations you must also abide by all city Ordinances;
copies available upon request.
PARKIN4 /OCCUPANCY
1. Parking is available in designated parking areas only. Parking on the grass or driving on park trails
is strictly prohibited.
Each facility has a maximum occupancy limit. If the limit is exceeded, your damage deposit will be
forfeited.
CANCELLATION / REFUND POLICY
1. Rental reservations, field/tournament reservations will not be refunded due to rain or inclement
weather. Re-scheduling will be permitted, as availability allows. Severe weather, where there
are safety concerns would be the exception, those instances may be granted a refund.
2. If cancellation occurs 30 or more days in advance of rental date, the refund is 90% of rental fee.
If cancellation notice is within 30 days of rental date, no refund will be issued. Cancellation
notice must be received in written form, email is acceptable.
3. All cancellations/refunds are subject to a $20 administrative fee.
4. Splash pad operation is independent of shelter rentals. Should the splash pad close for weather,
mechanical or other reasons, this does not warrant shelter cancellations or refunds. By renting
the main shelter or shade shelter you do not have exclusive use of the splash pad.
DAMA4E / LIABILITY
1. In the event of damage to the premises or facility, the damage will be documented with time-
stamped photos. All repair bills will be assessed to the responsible party/group who has signed the
rental agreement. Conduct deposits (for special permits / tournaments / leagues) may be forfeited
for damage to property caused by the responsible party or group associated with responsible
person.
2. All rental groups utilizing the facility will be required to create an account and agree to the terms
of facility rental with the city.

PARK FACILITY RENTAL INFORMATION
Park facility reservations must be made online at w\vw.cityoframsey.com/ReserveOnline at least seven (7) days before
the rental date and can be booked up to 120 days in advance.Approved rentals are only valid for the date,time,and
person listed on the application.Groups must leave the facility at the end of their reserved time.
When scheduling your reservation,please include extra time for setup and cleanup in your total reservation time.
This allows you to prepare the space and ensure that the facility is in good working order.To keep park rental costs
low,park staff are not available after hours or on weekends.Therefore,you may need to perform light cleaning due to
regular public use or wildlife impact.

. An event with 75 attendees and no alcohol or amplified music would incur a total of$125,consisting of the
non-refundable$50 application fee,a$75 attendance fee,and no fee for alcohol or amplified music.
. An event with 175 attendees and alcohol or amplified music would total$200,comprising the$50 non-
refundable application fee,a$100 attendance fee,and a$50 alcohol or amplified music fee.
Applications must be submitted at least thirty(30) days before the event.
CANCELLATIONS
Full refunds are available for cancellations made at least seven (7) days before the scheduled event.No refunds will be
given for cancellations made less than seven (7) days prior to the event.Refunds are not provided for inclement weather,
but we will work with you to reschedule the reservation as soon as possible based on availability.
Reservations requiring a Special Events Permit may be eligible for a partial refund;however,the$50 application fee is
non-refundable.For more details, refer to the section on Special Event Permits.
City business takes precedence over any reservation.While governmental functions are generally scheduled in
advance,they may take priority in urgent situations.These functions usually require three (3) days notice but may be
scheduled with less notice if necessary. If City business impacts a reservation,we will attempt to reschedule or provide a
refund.Whenever possible,three(3)days'notice will be given for any changes.

FACILITY USAGE AND CLEANING GUIDELINES
. To ensure that our parks remain in excellent condition and enjoyable for all,we ask
that all renters adhere to the following rules and guidelines.These policies protect
the facilities,ensure the safety of participants,and help preserve the beauty of our
parks for future events.Failure to follow these guidelines may result in the forfeiture
of your deposit or additional charges. Please review them carefully to avoid any issues
that could impact the return of your deposit.
ELECTRICAL OUTLETS
Test all electrical outlets before use and avoid overloading outlets to prevent circuit
breakers from tripping. Consider having a backup plan for power surges or weather-
related issues.
TENTS AND CANOPIES
Tents with stakes or tarps are not allowed.Only free-standing canopy tents secured
with sandbags or weights are permitted.
STORAGE
Ramsey Municipal Center and park facilities cannot be used to store equipment or
supplies for organized groups.Items must be removed after each meeting or event.
ALCOHOL AND CONTROLLED SUBSTANCES
Alcohol is permitted in the City of Ramsey parks only by special permit,with
the exception of City-sponsored events at The Draw.Alcoholic beverages cannot
be consumed in public parks,streets,sidewalks,parking lots,or other public spaces
without a permit or license.Glass bottles are strictly prohibited.

SMOKING
All municipal facilities and City parks are smoke-free.Smoking is not permitted
in any City facility,on the Municipal Center Campus,or in the Municipal Parking
Facility.
USE OF CANDLES AND OPEN FLAMES
Candles and other open flames are prohibited unless prior approval is obtained
from the City's Fire Marshal. Contact the Fire Marshal at 763-427-4452 for more
information.
PETS AND ANIMALS
Dogs,other than service animals,are not permitted inside city buildings.
Well-behaved dogs are welcome in outdoor park spaces.Owners are responsible
for controlling their dogs and must clean up after them to maintain a clean and
enjoyable environment for all park users.
BOUNCE HOUSES
Bounce houses may be permitted but require a Certificate of Liability Insurance
naming the City as an additional insured party for approval.

DECORATIONS
Do not attach decorations or posters to any part of the facility using paste,glue,
staples, tacks,or any adhesive. Use alternative methods that do not damage park ~,
property.
CLEANING
All renters must follow the Cleaning Checklist provided and adhere to additional
cleaning guidelines outlined in this policy.
The facility must be left in the same condition as it was upon arrival,with all
trash and recyclables properly disposed of in designated bins. Failure to meet these
requirements may result in partial or full forfeiture of your deposit.
Activities such as water balloon fights,candy-filled games,or similar events
may increase the likelihood of forfeiting your deposit if the area is not thoroughly
cleaned.Be sure to remove all debris,including balloons and candy wrappers,to
avoid deposit deductions.
LIABILITY FOR DAMAGE
Users of park facilities are responsible for any damage to public or private
property or injury to any person during their use.If damage occurs,the group will
forfeit their deposit and be charged for repair costs.
Vandalism may result in a fine of up to$1,000 and/or 90 days in jail.
WEATHER AND EMERGENCY PROCEDURES
In case of severe weather or other emergencies,seek shelter in the nearest
designated emergency shelter.
KEY PICKUP, CLEANING, KEY DROP OFF
KEY PICKUP
Keys for facility access are provided as part of the facility use deposit,which
is required from all groups using the facilities. Please note that keys cannot be
duplicated or transferred to another individual or group.Any violation of this policy
will result in the forfeiture of your deposit and the revocation of your reservation
privileges.
Keys can be picked up 1-2 business days prior to your event from the key pickup
lockbox located outside the Public Works Facility at 14199 jasper Street NW.
Detailed instructions for key pickup and drop-off will be sent to you via email
following your reservation approval and confirmation.
Deposits are due at the time of reservation. For organizations with recurring
meetings (four or more times per year in the same or similar room),one deposit
can be placed and held for all meetings. Deposits may be held for up to five years,
after which a new deposit is required,and the previous deposit will be returned. For
organizations meeting three times or fewer per year,individual deposits are required
for each rental.
After the event,it is the responsibility of the renter to lock the facility,perform
general cleanup, remove all decorations,dispose of trash in the outdoor dumpster,
and return the key along with a signed cleaning checklist. Failure to complete these
tasks or the need for additional cleaning or maintenance may result in the City
retaining part or all of your deposit.

vandalism after your reservation.

KEY DROP OFF AND DEPOSIT RETURN
Deposits will be refunded after the key and the signed Cleaning Checklist are _
returned to the Public Works Department in a timely manner and once the facility -=
has been inspected to confirm it was left in good condition. Both the key and signed
checklist must be returned to ensure the full refund of your deposit.
Refunds will be processed back to the credit card used for payment. If the credit
card transaction is older than four months,or if the deposit was made by cash or
check,a city refund check will be issued.
Failure to return the key,the signed checklist,or leaving the facility in poor
condition may result in a delay or forfeiture of your deposit.
FAQS
CAN I COME IN EARLY TO SET UP?
Any time needed for setup must be included in your reservation. For example,if
your event is from 1:00 until 4:00 p.m.,but you need an hour for setup and an hour
for cleanup,you should reserve the space from noon to 5:00 p.m.Access is only
allowed within your reserved time.
CAN I DECORATE THE FACILITY FOR MY EVENT?
Yes,decorations are allowed,but they must not be attached to any part of the
facility using paste,glue,staples,tacks,or adhesive. Please use non-damaging
methods, such as string,to hang decorations.Be sure to remove all decorations after
your event.
CAN I HAVE A FOOD TRUCK AT MY EVENT?
Yes,food trucks are allowed at events,but they mast be parked on paved surfaces
without obstructing traffic.All food trucks must hold current certifications and
registration,including the Ramsey Mobile Food Unit license.

sidewalks,or parking lots.To serve or sell alcohol,you must obtain a special event
permit,which the City Council must approve.

WHY DO I NEED A SPECIAL EVENTS PERMIT FOR MY RENTAL?
A Special Events Permit is required for rentals that involve certain elements,such
as 75 or more attendees,alcohol consumption,or amplified music.This permit
ensures that your event complies with City regulations for public safety,facility use,
and noise control regulations. It also allows the City to coordinate any additional
services,such as extra cleaning or public safety measures or approvals that may be
necessary to accommodate your event. Obtaining a permit helps us ensure that all
large or complex events are managed smoothly and safely for both participants and
the surrounding community.
WHAT QUALIFIES AS AMPLIFIED MUSIC?
Music played from small personal devices,such as a Bluetooth speaker,is generally
acceptable and does not require a special event permit. However,a special event
permit will be required if you plan to bring in large speakers or sound systems or
have live music performed by a band with amplified sound,a special event permit
will be required.
IS THERE ELECTRICITY OR WATER AVAILABLE AT
PARK SHELTERS?
Some shelters are equipped with electrical outlets and water access.The park
facility list provides specific details on available amenities at each location.

HOW DO I RENT THE CANOES AND KAYAKS AT
SUNFISH LAKE PARK?
There is no charge for use,but a`swipe card'authorizing access to the watercraft
is needed.You may obtain a swipe card by visiting the Public Works Facility, 14199
Jasper Street NW,from 8:00-12:00 p.m.and 1:00-3:30 p.m.You must read and sign
the terms of use agreement and liability waiver and provide proof of identification.
You must be a resident of Anoka County and be 18 years of age or older to obtain a
swipe card.

City of Anoka
Availability
Facilities are available mid-April through October,weather permitting.Shelters,pavilions,and buildings may be rented by the hour for
a fee.
Priority is given to residents of Anoka on a first-come first-served basis from the first working day in January through the end of
January.Reservations for the remaining available dates will be allowed beginning the first working day in February,to either residents
or non-residents.Park facilities are available to rent from 1lam-8pm on weekends(one rental allowed per day)and hourly from 9am
-8pm on weekdays. No reservations will be allowed to extend beyond 9 pm.Reservations are accepted for the current year only.
General use of shelters and fields are first come first serve.However,if a patron has been issued a permit for use,as signed by the
Director of Public Services,the permit holder has the right to the exclusive use of the facilities as indicated on the permit.All other
users must vacate the permitted areas.

There are separate fees for residents of the city of Anoka and non-residents.See the Rules and Fees page for information and rules
about renting our facilities and the fees that go along with them for both residents and non-residents.
Rules&Fees
Picnic Shelters/Buildings/Pavilions
Groups and individuals desiring to hold graduation parties,family events,company picnics and other types of
gatherings may rent one of our picnic shelters/pavilions(open or indoor)for a fee.
Shelters(open air, posts,and a roof)are generally located near grills and play ground facilities.Some shelters
have access to electricity,water, and public restrooms.
Buildings and Pavilions are typically equipped with lights/electricity, restroom facilities and access to running
water either within or near by.Concession stands have electricity and serving counters. Each facility is a little
different in design and all facilities may not have all amenities listed.The rental of a concession stand includes the
free use of an attached shelter for your event.
Resident&Non Resident Reservations
Anoka residents, businesses, churches,or organizations may begin making reservations the first business day in
January;and non-residents can begin making reservations the first business day in February. Residents may not
make reservations for outside groups or individuals.
Key/Damage Deposits
A refundable key/damage deposit of$200 for residents and $400 for non-residents is also required for any facility
requiring a key for access. Buildings, Pavilions and Concession stand rooms require a key for access and a
damage/key deposit. Key/damage deposit is paid when the key is picked up for the rental.Since our office is not
open on weekends, keys for Saturday/Sunday rentals must be picked up on Friday. Deposit will be
shredded/return upon inspection of rental space or if any complaints/police reports were made for activity/noise
during rental.

PARK FACILITY RENTALS &
RESERVATIONS
I. General Purpose and Objective
The City of Anoka provides many park facilities for all city residents to enjoy. The use of parks & facilities is
administered as fairly and equitably as possible by the Public Services Department and governed by these
procedures and policies established by the Anoka City Council as recommended by the Anoka Parks and
Recreation Advisory Board.
The City encourages all city residents,civic groups, organizations, businesses,industry, churches, and schools
(public or private) to make application for permits. Permits will be granted based on availability and facility
conditions. The City is committed to providing clean, safe and fun parks for every resident to enjoy. It is the
City's policy that the long-range care and maintenance of all park facilities takes precedence over an), single
event.Permits will be granted,denied,or revoked at the discretion of the Public Services Administrator.Appeals
may be made to the Anoka Parks and Recreation Advisory Board for recommendations to the City Council for
a final decision.
Activities and events for the purpose of fundraising or generating profits through fees,donations,merchandise
sales,ticket sales,or other monetary contributions/solicitations on public property or in a park will be required
to obtain a City of Anoka Special Event Permit prior to issuing a park facility use permit.
Special Event means any temporary,outdoor privately-sponsored event open to the general public
and held on public property for the purpose of fundraising or for profit.Refer to City of Anoka Code
.Section 10,Article V, .Special Events, and 3pecial Event Permit Polity for rpecific information.
H. Applicant Classification
A. Resident
1. An individual,21 years of age or older,residing within the city limits of Anoka.Proof of residency
for 30 days or more may be required.
2. A non-profit group,youth organization,business,church,or school with its physical facilities
located within the city limits of Anoka.
3. Any organization, community school, or church, which has provided a significant benefit or
community service to and for the City in the current year.
B. Non-Resident
1. Any person,civic group,organization, business,church,or school that does not meet criteria
outlined in section II A items 1 —3 above.
In cases where it is not clear whether a group or organization merits residential status, the Public Services
Administrator shall make the determination. Proof of non-profit status and/or additional information may be
requested to assist in this determination.
III. Fees
A. Fees are established annually by the City Council.
B. All fees must be paid in advance to confirm reservation.All renters will be charged a refundable
key/damage deposit for exclusive use of facilities requiring key access.
C. Organizations that Adopt-a-Park,Sponsor-a-Park,or complete an approved community service
project may request use of the outdoor park shelters/buildings up to three(3)times per year for a
maximum of 2-hours at no charge or 1 time per year for 4-hours at the adopted park or equivalent
facility.
D. Events and activities held on park property that require a City of Anoka Special Event Permit are
subject to all applicable park usage fees and deposit as specified in the Special Event Policy.
IV. Terms&Conditions
Indoor Facilities are defined as a building/pavilion,open shelters,and the band shell. All pavilions/buildings
have a key,lights,electricity and have,or have close to them,restroom and water facilities.
Outdoor Facilities are defined as a field or court; i.e. softball, football, basketball, tennis, volleyball,
horseshoes,Exclusive use reservations are for the current year only.
A. Renter should include t i m e n e e d e d f o r setup/decorating/clean up required when reserving a
facility by the hour. The renter must relinquish the facility at the time specified on the permit.
B. Priority will be given to Residents on a first-come first-served basis from the first working day in
January through January 31. Reservations for the remaining available dates will be allowed beginning
February 1,to either Residents or Non-Residents.Park Reservation may only be scheduled within the
current calendar year.
C. Requests for a permit may be made by phone, in person or online for available facilities. Rental fees
must be paid in full at time of reservation. There will be no tentative reservations and same-day
reservations for buildings/pavilions will not be granted.
D. Web-based registrations require renter to agree to terms&conditions prior to confirming reservation.
E. The renter shall provide estimated attendance and/or other pertinent information at the time the
reservation is made. The City reserves the right to regulate and control the size of the group or
organization using a specific facility.
F. Permit is valid only for the date,time,and place specified on it and must be in the users'possession for
verification, if needed. Park facilities are rented "as is" no special cleaning or preparation beyond
normally scheduled maintenance will be provided.
G. When a key is needed for entrance into a facility, a re-fundable damage/key deposit will be required.
The renter shall pay the damage/key deposit at time of reservation and sign the permit when picking
up the key.Failure to return the key within 24-hours of permit expiration may subject the permit holder
to the forfeiture of the deposit and/or privilege to use park facilities for a period of 1-year,
H. All renters are responsible for paying, in full, any and all damages resulting from inappropriate use,
theft, or vandalism to any equipment or facilities used during the rental period. The City is not
responsible for losses of personal property by individuals or renters when park and recreation facilities
are being used for a permit activity.
I. All Anoka city parks and park buildings must be vacated by 11:00 p.m. No facility shall be reserved
after-8:00 p.m. to allow for sufficient time to clean up and to vacate the park area.
J. General clean-up of the facility is required. If more than routine cleaning is required after a rental
reservation(by city staff or the contracted cleaning service)the key deposit will not be returned,ax additional
fees may be charged,and rental privileges may be revoked for a period of 1 year.
K. Park amenities and city owned equipment shall not be altered,moved,or removed from buildings.
L. Amplification equipment for musical instruments,PA system,or use of audio equipment with the intent to
project the sound beyond a facility shelter or enclosure is not allowed in city parks without prior approval
granted with an exclusive use park permit. Additional fees required.Use of amplification type equipment is not
allowed after-8:00 p.m.Refer to City Code Chapter 30 Section 24 Public Nuisance for more information.
M. The renter may not use tacks, staples, or other similar materials to hang decorations in facilities with
wood plank or sheetrock walls.
N. All park buildings requiring key access are alcohol,cannabis use and tobacco free. Refer to Tobacco and Cannabis
Free Parks Policy for more information.
O. Consumption of alcoholic beverages is allowed in parks unless posted. Strong Beer or other Malt
beverages may not exceed 25% ABV (alcohol by volume) and must be consumed directly from the
manufacturers individualized packaging containers, which may not exceed 26 oz, Plastic and/or
aluminum containers only.Alcoholic beverages consumed in a park located within the Social District
boundary must be purchased from a participating vendor and served in the approved Social District
cup during the social district dates and hours of operation
P. No motorized vehicles allowed in or upon any City park property unless approved by the Public Services
Administrator and indicated on permit.Refer to City Code Chapter 54,Ar6cle IV,Parks and Cemeteries for more
information.
Q. Table/chair set-up and tear down is the responsibility of the renter.
R. Prior notice and approval is required for use of canopy tents (free standing only),amusement devices
(inflatable/bounce houses),and high demand electrical equipment(ice cream makers,slushy machines
etc).Equipment that requires spikes or stakes to be driven into the ground to provide structural support
are not allowed. Amusement devices utilizing water for operation are not allowed. Additional fees
required.
S. Animals are NOT allowed inside park buildings. Canine companions/guides expected to be present
should be noted on the rental agreement,
T. Senior activities have priority over rental reservation requests for the Senior Center.
1. Senior Center is a locked/alarmed facility.
2. A city staff member will provide access to the Senior Center at the scheduled time, orient the
permit holder to the facility,and complete the pre/post rental checklist.
3. Amplification equipment is allowed inside the Senior Center. Sound levels are required to be
controlled and maintained at a level consistent with City Code Chapter 30 Section 24 Public
Nuisance.
U. Outdoor worship services by resident churches will be allowed on park property on Sunday mornings
between the hours of 8:30 a.m. and 12:30 p.m. or by"special' request submitted to the Anoka Parks
and Recreation Advisory Board in writing for review and approval.
1. The church using the park facility for a worship service will be allowed to collect its normal
offertory only once per service.
2. The selling of books,literature,or religious items is not allowed.
3. Use of amplification equipment is allowed during the approved church service. Sound
levels are required to be controlled and maintained at a level consistent with City Code
Chapter 30 Section 24 Public Nuisance.

V. Cancellations
A. Refunds will be given only if cancellation is made no less than 45-days prior to the reserved date on
the permit. All refunds are subject to 10%administrative fee,deducted from the total reservation fee.
Taxes and on-line processing fees are not eligible for refund. No refunds for cancellations made within
45-days of the reservation date.
B. The City has the exclusive authority to determine whether a facility is in usable condition. In the case
of mechanical or facility equipment failure,the City will notify the renter as soon as possible.The City
is not liable to the renter for the consequences of cancellation other than to supply the renter with
substitute equal rental time or a refund,including deposit.
