(612) 755-5100 ANDOVER TOWN MEETING MAY 10, 1999 - MINUTES A Town Meeting was called to order by Mayor Jack McKelvey on May 10, 1999,7:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present:· Councilmembers Don Jacobson, Julie Johnson, Mike Knight, Ken Orttel Absent: None Also present: City Engineer, Scott Erickson Community Development Director, David Carlberg City Administrator, Richard Fursman Others AUTHORIZE EXECUTION OF SPRUCE BUD WORM GRANT WITH THE DNR/PROJECT 99-23 Motion by Orttel, Seconded by Jacobson authorizing the execution of a Spruce Budworrn Grant with the DNR as presented. Motion carried unanimously. APPROVE QUOTE/SPRUCE BUD WORM SPRAYINGIPROJECT 99-23 Motion by Jacobson, Seconded by Johnson approving the quote for the spruce budworrn spraying as presented. Motion carried unanimously. RESIDENT FORUM Eric Krahnke - 2349 South Coon Creek Drive - Stated his concerns with the traffic on South Coon Creek Drive that has been compounded by the closing of Bunker Lake Boulevard NW. Cars are traveling at excessive speeds and he is very concerned about children crossing to the park. He has witnessed numerous accidents at the curve by his house and request the Council place temporary stop signs and temporary children at play signs. He invited the Council to come to his yard from 5:00 -6:30 p.m. to witness and see what's happening on South Coon Creek Drive. Karen McKav - 13525 Gladiola Street NW - requested a stop light be placed at Bunker Lake Boulevard NW and Gladiola Street NW or at Bunker Lake Boulevard NW and Crooked Lake Boulevard NW. Concerned with traffic through her neighborhood and the speed of traffic near the two schools in the area. - . - - Andover Town Meeting Minutes May 4, 1999 Page 2 Jeff Nelson - 14025 Drake Street NW - asked the Council what measures are used to gauge improvements of the City. He asked that the Council pursue higher priced homes for the City in the $150,000 - $200,000 range for tax reasons. He cautioned the Council on allowing high density. He asked what the status of the park south of the WDE site is as he lives near this area. He recommended the park not have lights on the ball fields and cautioned the Council in not providing an extension of Po v's and the noise associated with that operation. Mr. Nelson suggested hay bales by placed around the pipes on the landfill to screen them from view and that a sign be placed on the fence indicating the area to be a "Biomas Resource Center". Mr. Nelson questioned the hiring of consulting services, specifically the legal 5ervices and recommended the City check around and consider other legal finns. He also indicated a family member was tagged for passing a vehicle on the right and questioned the consistency in enforcement. Albert McKav - 13525 Gladiola Street NW - stated that he has been driving for two years with a permit. He stated that he cannot make a left hand turn from Gladiola Street NW onto Bunker Lake Boulevard NW. Ian Klinsing - 15150 Avocet Street NW Bill Klinsing - 15150 Avocet Street NW Daria Jackson - I367 15 I st Lane NW Bruce Genck - 15186 Zilla Street NW - addressed the Council on the issue of the pond in their rear yards. They indicated that the water level has dropped about six feet from when the Hamilton Square and Chesterton Commons developments were constructed and that the pond continues to decrease. Mr. Erickson discussed the dewatering that is occurring fur the developments on the north side of Crosstown Boulevard NW and the impact dewatering has on the groundwater table. He expects the water table and pond level to come back once the dewatering ceases provided additional rainfall is received. The suggestion was made to give it a year and reassess the water level at that time. The residents requested literature on groundwater tables and how they react. Dan Dekok - 1297 142nd Avenue NW - invited City Council to visit his property where he has moved the shed that encroaches into the sideyard setback as far as possible from the street. -. ~, -,....--..-- -...-..- ,-" .~.- ~" -~. Andover Town Meeting Minutes May 4. 1999 Page 3 La V onna Newstrom - 17365 Navaio Street NW - concerned with both the dust and erosion on Navajo Street NW in front of her house. When it is dry, the crushed concrete used on the road creates dust to the point she cannot open her windows on the west side of her house and creates a real safety concern for school buses. When it rains, she receives all the erosion from the street into her driveway and ditch. She invited Council to view this problem. She also commented on the culvert at I 75th and Navajo Street. Staff was directed to look at the options to resolve this issue. Garv Teigan - I3554 Gladiola Street NW - requested a signal light be constructed at Crooked Lake Boulevard NW and Bunker Lake Boulevard NW. He also requested a cul- de-sac be constructed on Gladiola Street at Bunker Lake Boulevard NW.
