SPECIAL ANDOVER CITY COUNCIL MEETING - MARCH 16, 1999 - MINUTES
A Special Meeting of the Andover City Council was Chaired by Mayor Jack McKelvey on March
16, 1999,6:04 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, AÌi.dover, Minnesota.
Councilmembers present: Don Jacobson, Julie Johnson, Mike Knight, Ken Orttel
Councilmembers absent: None
Also present: Planning, John Hinzman
Community Development Director, Dave Carlberg
INTERVIEW PLANNING AND ZONING COMMISSION APPLICANTS
The City Council interviewed the following applicants for positions on the Planning and Zoning
Commission:
Curt Wibbels
Larry Dalien
Steve Erchul

Tony Poole
The Council alternately asked questions of the applicants' backgrounds; why they applied for the
position; their ideas relating to the most important planning issue facing the City in the next five
years; whether the City should be promoting development and if so, what kind; and whether they
would be willing to serve on any other Commission.
Curt Wibbels - is a licensed realtor and works with local builders and developers; is concerned with
Round Lake and hopes to make people aware of the problem; sees this as a way of getting involved
in the politics of the City; brings expertise to the table; sees the development of affordable housing
and a balance of housing as the most important planning issue facing the City; feels good parks are
needed for the children and that the City needs to be more community oriented; would like to see the
City promoting and planning affordable housing, especially for the greying community; estimated
affordable housing to be around $120,00 to $155,000; would be interested in serving on other
commissions.

Larry Dalien - gained an interest in the City and for volunteering when on the City Council; gained
insight which he would like to use to help the Planning and Zoning Commission; sees the growth
of the City and the optimum use of the infrastructure in ways that everybody's needs and desires are
met as the most important planning issue; sees tremendous pressure to develop in the area, so the
City does not need to promote growth; feels there is a need to preserve the urban and rural mix of
development; may be open to serving on other commissions but would prefer the Planning
Commission.
Steve Erchul- has lived in Andover for I Y, years; is a CPA with a degree from North Dakota State;
applied for the position because he has ideas that he'd like to see incorporated regarding the growth
of the community; would like to see cluster housing with more land for open spaces and parks; sees
commercial and industrial growth the main planning issue for the City to provide a higher tax base;
feels commercial and industrial growth should be promoted by the City; would be willing to serve
on other commissions.
Charlie Bies - has been a landowner in Andover since 1983; is a degreed electrical engineer but now
translates engineering language to lay tenns; liked the way the Planning Commission meeting was
conducted when he attended one and is interested in contributing to the community in that capacity;
sees the planning for steady and moderate growth as the most important planning issue for the City;
feels the City should promote a balance of residential and commercial development to generate a
better tax base; is open to serving on other commissions, particularly the Park and Recreation
Commission.
Gene Dudziak - has been a resident of Andover for 3 years; is a self-employed contractor and is
interested in what is going on in the City; thinks the development of the industrial park is the most
important planning issue for the City; would like to see light industrial storage facilities and any type
of commercial development promoted by the City; may be interested in serving on other
commissions.
Tony Poole - has worked in fire protection for 30 years and has been in construction for most of his
life; saw the ad for the position and felt this would be an opportunity to give back to the community;
felt the most important planning issue is planning for the future but did not have an opinion on the
type of development that the City should promote; was not sure if he wanted to serve on any other
commission.
Dick Snyder - has been an Andover resident for 12 years and is a former City of Minneapolis
firefighter, including inspector for I Y, years; applied for the same reason given at the last interview;
sees the managing of growth in the City as the most important planning issue; didn't think the City
should be promoting a particular type of development; felt the City's role is to manage development;
is not interested in serving on other commissions.

Mark Hedin - lived in Andover since 1994; is a financial planner selling insurance and investments;
is interested in this position as he intends to be in the City for many years; would like to see the
growth organized in a variety of different housing and businesses; feels the concerns of the residents
need to be considered; sees the organization of the housing sector coupled with business for a tax
base as the most important planning issue; felt the City should be involved in planning for but not
promoting development; is probably not interested in serving on other commissions.
The Council briefly discussed the qualifications of the applicants, noting the motion for appointment
is to be made at the regular meeting later this evening. Mr. Carlberg pointed out two positions are
open, a one-year term ending December 3 I, 1999, and a 3-year term ending December 3 I, 2002. In
addition, there will be an opening on the Park and Recreation Commission.
The meeting was adjourned at 6:55 p.m.
