('iNfeCt df/~(qq CITY of ANDOVER SPECIAL ANDOVER CITY COUNCIL MEETING - JANUARY 25,1999 - MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jack McKelvey on January 25, 1999, , 7:54 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota, CounciImembers present: Don Jacobson, Julie Johnson, Ken Orttel CounciImembers absent: Mike Knight Also present: City Engineer, Scott Erickson Finance Director, Jean McGann Community Development Director, Dave Carlberg Others COMPREHENSIVE PLAN DISCUSSIONIFEASIBILITY REPORTIIP98-17/BUNKER LAKE BOULEVARD NW SANITARY SEWER RECONSTRUCTION Mr. Erickson reviewed the issue regarding the limited sanitary sewer trunk capacity in the proposed MUSA boundary. The trunk sanitary sewer at Crosstown and Bunker Lake Boulevard will reach its capacity in about the year 2006. That pipe is currently 24 inches; it needs to be 30 inches in diameter. In addition, the entire pipe up Crosstown Boulevard between Bunker Lake Boulevard and Andover Boulevard will also reach capacity. One option would be to line the pipe to smooth the interior. That is almost as expensive as replacing the pipe and cannot be justified. The other option is to increase the pipe size on Bunker Lake Boulevard from Crooked Lake Boulevard to Crosstown Drive, which could be done concurrently with the reconstruction of Bunker Lake Boulevard. Ifit is done as a separate project, it would cost about $280,000. If done in conjunction with the road reconstruction, it is estimated to cost $ I 50,000 because the pipe will be exposed during that project. Mr. Erickson stated options will be explored on the issue of the pipe up Crosstown Boulevard. It may be possible to extend the I 8-inch trunk on Bunker Lake Boulevard to the east, then up Hanson Boulevard. That pipe has plenty of capacity. Possibly a by-pass lift station could be installed on the line along Coon Creek to pump to just south of the WDE site. The lift station would be paid for out of trunk fees. If that is done, they would have to look at adjusting the trunk fees so all costs are recovered. A lift station is estimated to cost $300,000. Councilmember Orttel wondered if the current 24-inch pipe could be left in Bunker Lake Boulevard and another one installed along side of it. Mr. Erickson thought it would be difficult. The current one has to be relocated because of the bridge. He also felt that would mean more maintenance costs and there would be no benefit to having two pipes side by side. Only a 27-inch pipe is needed to meet the City's ultimate urban development, but a 30-Înch is being proposed for extra capacity. The Council suggested the Finance Department review the assessment policy immediately to make sure the City is reimbursed for this cost and that those fees begin to be collected immediately from new construction, not from existing residents. . _. Special Andover City Council Meeting Minutes - January 25, 1999 Page 2 (Feasibility Report/1P98-17/Bunker Lake Blvd Sanitary Sewer Reconstruction, Continued) Motionby Jacobson, Seconded by Johnson, to authorize Staff to take the appropriate steps necessary to replace the sewer pipe from approximately Crosstown Boulevard to Crooked Lake Boulevard with a 30-inch RCP pipe. The estimated cost of the project is approximately $150,000. (Resolution R026-99) Motion carried on a 3-Yes, I-Present (as the pipe goes through his property), I-Absent (Knight) vote. Motion by Jacobson, Seconded by Orttel, that the Council direct the Andover Finance Director to look at the fees that are charged developers based on the action taken to reconstruct this section of Bunker Lake Boulevard sewer system and come up with rates that need to be charged new developments; and do this in a timely manner to get those fees installed as quickly as possible. Motion carried on a 4- Yes, I -Absent (Knight) vote. DISCUSS WATER AND SEWER SERVICE FOR PROPERTIES LOCATED ALONG THE BUNKER LAKE BOULEVARD RECONSTRUCTION PROJECT/IP98-17 Mr. Erickson stated the sewer and water lines run down Bunker Lake Boulevard. As a part of the reconstruction of Bunker Lake Boulevard, the Staffhas been looking at the City utilities from Jay Street west to Quay and what properties have been served over the years. Sewer and water services were not extended to the properties that could subdivide. With the reconstruction, it would be more cost effective to extended those services; and now is the time to do it if the Council wants to proceed. Typically the costs for those services would be assessed, so public hearings and assessment processes would need to be initiated. Councilmember Orttel stated the line is on the north side of the road and goes in front of all of those buildings. He asked what would be assessed. Mr. Erickson stated a number of the properties have never been assessed. Most have sewer, but very few have water. In this project, the service stubs would be installed. If the City is considering the redevelopment of that area, an option would be to stub in the trunk line on each side of the development and not go through the expense of servicing each building. With a stub on each end of the area, the water line could be looped in the event the area is redeveloped. The Council felt it would be wise to stub the area in conjunction with the reconstruction of Bunker Lake Boulevard. The cost would be considerably cheaper with the county project even if the City had to carry those costs. They questioned having multiple family buildings on a single well, especially if there are anyon-site sewers in the area. They suggested getting a legal opinion on authorizing the installation of those stubs now and then go through the 429 procedure and assess the costs. They asked Staff to provide a list of who are hooked up to utilities and who are not. Mr. Erickson stated a feasibility report will show which properties have been assessed and which have not been. .-,,- .- Special Andover City Council Meeting Minutes - January 25, 1999 Page 3 (Water and Sewer Service for Properties Along the Bunker Lake Boulevard Reconstruction Project/1P98-17, Continued) Motion by Orttel, Seconded by Jacobson, that the Council authorizes the Engineering Department the inclusion of sewer and water stubs in the Bunker Lake Boulevard reconstruction project and to include stubbing in for commercial flowage of water for both ends ofthe Bunker Lake Boulevard proposed commercial area. And direct Staff to have the Attorney prepare a brief report on the legality of assessments involving those improvements. Motion carried on a 4-Yes, I-Absent (Knight) vote. Motion by Jacobson, Seconded by Orttel, to order the preparation of a feasibility report for that on the Bunker Lake Boulevard project from Jay Street to Quay. (Resolution R027-99) Motion carried on a 4- Yes, I -Absent (Knight) vote. DISCUSS TRAIL CONSTRUCTION BETWEEN CHESTERTON COMMONS 2ND AND 3RD ADDITIONS/IP97-49 AND IP98-34 Mr. Erickson stated in reviewing the Chesterton Commons plans, Staff recalled the Council had discussed the possibility of a trail connecting the two developments of Chesterton Commons 2nd and 3rd Additions. The proposed trail would most likely be over the proposed sanitary sewer and waterrnain service road maintenance access and would connect the two cul-de-sacs in the developments. There is no other access between them because of the ditch. They will need to work with the watershed district due to some wetlands that could potentially be impacted. The temporary bridge to the west will be removed by the DNR and watershed. The final plats for these developments have been approved with contingencies for easements to be provided. If the Council approves, Staff would bring it to the Park Board for discussion. The Council generally agreed it would be a benefit to the City to have a trail between the two developments as proposed and directed Staff to discuss it with the developer and to come to an agreement.
