HomeMy WebLinkAboutSP January 19, 1999 l'ðHcct d'1./-'/C.IC{ CITY of ANDOVER SPECIAL ANDOVER CITY COUNCIL MEETING - JANUARY 19,1999 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jack McKelvey on January 19, 1999,6:15 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota, to interview applicants for the Park and Recreation Commission. Councilmembers present: Don Jacobson, Julie Johnson, Mike Knight Councilmembers absent: Ken Orttel The Council interviewed the following applicants for the Park and Recreation Commission: Brian Barringer Lorna Wells James Lindahl The Council alternately asked questions of the applications regarding their reason for applying for the position, how they would make a different on the Commission, their vision for parks, issues regarding the parks in the next five years and percentage of meetings missed on the Commission. Brian Barringer - felt the continued redevelopment of some of the parks by replacing older equipment and development of other parks is the single most important issue relating to parks in the next five years; enjoys being on the Commission and wants to be involved in the community; is not involved with any athletic associations and has no agenda; would like to see the area south of the landfill site developed within the next 15 years as well as continued emphasis on the Field of Dreams, Kelsey-Round Lake Park and the trail system; does not believe there is anything that would prevent him from making a fair recommendation as a part of the Park and Recreation Commission; thought he made at least 80 percent of the meetings of the Commission, missing only when he has to work; brings a different perspective to the Commission; would consider lighting the ball fields at Sunshine Park if there is a perceived need for it; enjoys working on the Park Board and would like to continue to do so. Lorna Wells - is greatly interested in the development and progress of Andover, the development of trails, detennining what land is accepted for parks and the use of the money allocated to parks and trails; has participated in and coached several sports; eventually would like to see a park and recreation center which is needed because the schools are overfilled; would bring a positive attitude to the Commission to get things done; sees a lot of potential of integrating the trail system with county facilities and Kelsey-Round Lake park; would like to see the trail system completed from one point to another; would like to see more open green spaces and quiet natural areas as the park system ......-.....-...... .. _. þ_. Special Andover City Council Meeting Minutes - January 19, 1999 Page 2 belongs to everybody; feels there is a conflict between athletics and other uses of the parks and felt some coordinated effort is needed so everyone is able to use the parks and fields; did not think there was anything that would prevent her from making a fair recommendation as a Board member; believed the largest item lacking in the City's park system is the allocation of money to develop handicapped accesses and to complete the trail system. James Lindahl - has been on the Park and Recreation Commission since 1989 and has seen and helped shape the growth of the parks during that time; some of the things he does professionally have aided the Park Board such has providing information regarding the American Disabilities Act; has a stable influence on the Board; is not involved with a youth association but has a sports background; weighs the needs versus the dollars available in making decisions; feels the construction ofthe trail system has been appreciated by the residents and the construction of the Field of Dreams has been positive for the City; needs to look at the overall population when balancing the athletic versus nonathletic portions of the park system, which was done when formulating the bond request; didn't think he showed any biases in making decisions; felt it would be helpful to light the fields at Sunshine park ¡fthe City desires to promote adult use of the fields; would start out with lighting two fields, though maintenance of the fields is an important factor; felt the completion of the trail system is also important; estimated he attends at least 75 percent of the Commission meetings overall, though missed more during the two years he was starting his own business; felt the construction of an ice arena in the area south of the landfill should be considered, though few are profitable; would have to look at getting year-round use of such a facility; felt the focus of the Commission has been on the youth and suggested the use of the fields by adults needs to be approached with caution; would like to continue working on the Park and Recreation Commission.
