HomeMy WebLinkAboutSP July 28, 1998 (2) I CITY of ANDOVER SPECIAL ANDOVER CITY COUNCIL MEETING - JULY 28,1998 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jack McKelvey on July 28, 1998,6:18 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota to meet with the Comprehensive Plan Task Force. Councilmembers present: Bonnie Dehn, Ken Orttel Councilmember absent: Mike Knight, John Kunza Task Force members present Bud Holz, Don Jacobson, Becky Pease Task Force members absent Gretchen Sabel, Maynard Apel, Jim Knoll, Marge Perry Also present: Planner, John Hinzman City Code Enforcer, Jeff Johnson CommulÚty Development Director, Dave Carlberg Mr. Hinzman briefly reviewed the Comprehensive Plan executive summary which summarized the sections that have been completed. The intent is to complete the Comprehensive Plan and meet again with the City Council by the end of September or early October. Then a public hearing will be held, after which the Comprehensive Plan will come back to the City Council for final approval. Mr. Hinzrnan noted the projected population in Andover will increase to 39,000 between 1998 and 2020, with the majority of the growth occurring within the 2020 MUSA boundary. The philosophy of the Task Force is that urban development would be limited to the 2020 MUSA boundary, with the remainder of the City to remain ruraL They are amiable to changing some boundaries but retain the net buildable acreage. TKDA has reviewed the sewer capacity and found there is sufficient capacity in the sewer lines to the year 2020, but there is a bottle neck in the 24-inch Crosstown trunk. The Task Force does not know whether the Council wants to consider increasing the capacity of that line or to cease development at that point. The Council questioned how the bottle neck came about. After mentioning a few options to correct it, it was generally felt that a feasibility study will need to be done. Because the county is upgrading Bunker Lake Boulevard next year, any construction on the trunk line should be done at that time. There was also discussion on the possibility of the CAB sewer trunk interceptor crossing the Rum River to service the west side of Andover. Mr. Carlberg noted the philosophy has been that sewer would not be run into the rural 2 Y2-acre developments unless the people petitioned or there was a health issue. There is question at this point as to whether the CAB will be necessary to Andover. Mayor McKelvey understood the City of Anoka has additional sewer capacity that may be available to Andover to service the southwestern corner. Special City Council - Comprehensive Plan Task Force Meeting Minutes - July 28, 1998 Page 2 Mr. Hinzman also explained the TR, Transitional Urban Residential District and TC, Transitional CommerciallIndustrial district, which are being established to accommodate future urban residential and commercialllight industrial growth in the future without having to amend the Comprehensive Plan. The Metropolitan Staffhas given approval for those zones. Mayor McKelvey asked the Task Force to consider designating the five lots on the north side of Crosstown Boulevard between the Public Works Building and Nightingale for a TC zone. A residential zone is not necessarily the best zone because of all the activity across the street in Sunshine Park. Land Use Goals and Objectives, Goal 1, F: Councilmember Orttel asked what the item references. Mr. Hinzman stated it is meant for commercial, and he wìll clarifY the statement. Goal 2, F: Councilmember Orttel had a concern with the rural PUD developments where septic systems and wells will be clustered into a small area. He suggested that where possible, the City run municipal water to those developments. Goal 2, G: Councilmember Orttel explained how the City of Woodbury created large tracts of green space through land trusts. If the residents of Andover want to do this, it should be considered. But it would have to be done soon because there isn't much open land left. It may also be an option to those senior citizens facing increasing taxes and who do not want to subdivide their land but want to remain living there. Goal 4, C: Because the results from the bus survey were not favorable, Councilmember Orttel suggested looking at the option of providing dollars to Anoka or Coon Rapids to enhance their park and ride to accommodate Andover residents. Mayor McKelvey understood most people do not favor going to Anoka because that is not an express bus. There is an express bus stop at Norwest Bank on Highway 242; however, the parking lot is not large enough. Another option would be to construct a park and ride in Andover, possibly along Hanson Boulevard, then hire a bus line to transport the residents to catch the express bus at Norwest Bank. Mr. Hinzman stated 60 percent of the commulÚty did not favor a bus line in Andover. Councilmember Orttel stated another option would be to work with Coon Rapids to increase the size of the parking lot at Norwest Bank. Or, work with Coon Rapids and the county to create a park and ride off Hanson Boulevard on county property and get an express bus to that point. Councilmember Orttel also suggested the Comprehensive Plan address the deterioration of the older neighborhoods in the City. That is not happening yet, and he does not want to see it happen. Some philosophy or policy should be established to encourage beautification in the City. For now, he felt some general statement should be added to the Plan to maintain and keep the older neighborhoods attractive. Mr. Carlberg thought the CDBG program will have opportunities for people to upgrade their properties. The City wìll have to monitor it and be able to do something when there are problems. Mr. Holz asked the Council's opinion on addressing the affordable housing issue in the Comprehensive Plan. It falls down in the rental and density areas. Councilmember Orttel was not in favor of higher density because of the problems it causes, plus the City does not have mass transit to accommodate such housing. He did feel the Comprehensive Plan should note that the City is concerned with affordable housing, that such housing has been integrated throughout the City and that the City does encourage and has even subsidized senior housing. Discussion was on efforts to inform the residents of the Comprehensive Plan and what is being proposed. It was suggested that incorporated into the Council updates on cable TV, the Councilmember would discuss just one section of the Plan. Over the course of several updates, the major portions of the Plan could be covered. Mr. Hinzman again stated the Task Force will be requesting another meeting with the City Council once the Plan is completed. Motion by Orttel, Seconded by Dehn, to adjourn.
