HomeMy WebLinkAboutSP July 21, 1998 C\9'L\CC\:" O.[) (ß'ì i·if CITY of ANDOVER SPECIAL ANDOVER CITY COUNCIL MEETING - JULY 21,1998 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jack McKelvey on July 21, 1998,6:40 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Mike Knight, John Kunza, Ken Orttel Councilmember absent: Bonnie Dehn Also present: Community Development Director, Dave Carlberg INTERVIEWS FOR PLANNING AND ZONING COMMISSION POSITION The Council interviewed the following candidates for the vacant position on the Planning and Zoning Commission: Don Jacobson Richard Snyder (interviewed at 8:34 p.m.) The applicants responded to questions asked by the Council: Don Jacobson - stated the Comprehensive Plan Task Force, of which he is a member, has concerns about extending the R-4 zoning beyond the current MUSA line. At some point the City needs to say it is full and the area to the north will remain at 2 Y, acres and be more open to preserving that area. Within the MUSA he felt the development should be to the R-4 density because of the investment already made in municipal sewer. He felt there has to be some low income housing, but that it should not be concentrated in one area. He envisioned all developments having low-income housing dispersed within it. Even though the City already has a large percentage of houses that are consider low-income, he did not feel the Metropolitan Council would be satisfied. He would not be opposed to apartments if there are eight to ten units in one building, but he did not want to see ten or twelve buildings, three stories high of apartments. For commercial development, Mr. Jacobson felt there needs to be nodes of local businesses, especially in the northwestern and north central sections of the City. Those nodes would include a gas station, convenience or food store, items to serve the local needs. He also felt the City needs to be careful of what goes in to the existing commercial areas, especially along Hanson Boulevard, so it doesn't become one long strip mall. A plan is needed for what the City wants for commercial development, and then stick to it. The City needs to be careful regarding how much commercial it puts in the City. .. . ..- Andover City Council Special Meeting Minutes - July 21, 1998 Page 2 (Inteviews for Planning and Zoning Commission, Continued) (The Council held its regular meeting at this time, 7 p.m., then interviewed Mr. Snyder at 8:34 p.m.) Richard Snyder - felt commercial development is needed for the tax base and residential development is needed as well. The development of low-cost housing should be approached cautiously, as there has been a lot of trouble in other places where it has been brought in. The importance of planning is to develop in an orderly fashion. When developing commercial areas, he preferred a loose plan as opposed to pre-designating areas for specific types of development. When developing, he felt the City should be helping the developer when it comes to planning streets for an orderly flow of traffic. His vote on items would reflect what is best for the City. He wouldn't let a personal objection override his vote. He applied for the PlanlÚng Commission position because he will be retiring from work, so he will have more time available and would like to help out in the City. There is nothing that would create a conflict of interest for him. The Council then discussed the qualifications of both candidates and made an appointment at the regular meeting this evening.
