HomeMy WebLinkAboutSP December 15, 1998 I CITY of ANDOVER SPECIAL ANDOVER CITY COUNCIL MEETING - DECEMBER 15, 1998 - MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jack McKelvey on December 15, 1998,6:04 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota, to interview applicants for the Planning and Zoning Commission. Councilmembers present: Bonnie Dehn, Mike Knight, John Kunza, Ken Orttel Councilmembers absent: None Also present: Community Development Director, Dave Carlberg Others The Council interviewed the following applicants to the Planning and Zoning Commission: Jason Osberg Dean Daninger Bev Jovanovich Douglas Falk Richard P. Snyder Lorna Wells During the interviews, the Council alternately asked questions regarding the background of the applicants, why they applied for the position, the type of development they think Andover should pursue, the most important planning issue facing the City in the next five years, their position on the preservation of ag lands, the items they would use in making a decision on the Commission, and their ability to attend the Commission meetings. Jason Osberg - graduated from St. Cloud State with a degree in geography and history plus urban affairs and planning; has been the city planner in Dayton the past two years; has had experience presenting information to the Planning Commission in Dayton as well as working on the update of the comprehensive plan, residential and commercial developments and other planning related items; would like the opportunity to sit on the other side of the table ITom the resident perspective as a Commissioner and provide recommendations to the Council; felt there must be a balance between residential and businesses that will enhance the City of Andover and meet the needs of the community; agreed it is wise to encourage agricultural lands and open spaces, which are an asset to the community; there needs to be a balance between land use and residential needs; the issue of traffic needs to be addressed as Andover grows; does not believe politics should be involved in making decisions; believes the ordinances and comprehensive plan should be upheld when making decisions; felt he could make the transition from Staff to Commissioner; should not be a problem attending the Planning Commission meetings. I::; Special Andover City Council Meeting Minutes - December 15, 1998 Page 2 (Interview Planning and Zoning Commission Applicants, Continued) Dean Daninger - is familiar with what the Planning Commission does; would find resources needed in making his decisions on the Commission; resources include the law versus what is being asked and the knowledge of other Commissioners and Staff; used to be a full-time police officer and loves to handle pressure; is currently a full-time sales representative and a part-time police officer in Forest Lake; has an open mind about agricultural land; would gather information from other people before deciding what type of development the City should pursue; would like a proper mix of development; applied for the position to help the City improve and to participate in the government; has no hidden agenda; has dealt with public works and finance departments has a police officer and did an internship with the City of Forest Lake while attending St. John's University; was a family decision to apply for the position and is committed to attending the meetings. Rev Jovanovich - is self-employed and has lived in Andover for 26 years; felt the most important planning issue in Andover is the rapid rate of growth without police protection; felt it is a good idea to protect agricultural land; would like to see cheaper multiple dwellìngs and rental apartments in the City; was on the Commission before and is interested in what is going on in the City; has traveled around and brings to the Commission that knowledge of what is happening in other cities; thought something should be done to beautifY the City and to bring in more cultural activities such as a center for the arts; would listen to the people and go for fairness and what is best for the City in making a decision on the Commission; past participation on the Commission indicates an ability to meet the attendance requirements. Douglas Falk - is in the National Guard at Fort Snellìng as a mechanic and has lived in Andover since 1995; would like to get involved with and be a part of the City; felt the development of the roads and ordinances must be addressed; felt the most important planning issue facing the City is roads; had no comment on the preservation of agricultural land; assumes the ordinances will need to change as the City grows and would like to be a part of those changes; does not have very much experience dealing with city units; would consider the plans for expansion, adequate water supply and the desires of the residents in making decisions; would be able to attend all Commission meetings. Richard P. Snyder - operates a business out of his house; wants to have input in what is going on in the City; does not want to see the City bound up with fights against farmers, city people and businesses; would listen to what the neighbors say when making a decision on the Commission; not getting too over-excited or under-excited about development is the most important planning issue; thought preserving ag areas is a good idea; does not want to see houses every place; would pursue mostly residential development in the City with some family-based commercial; would be able to attend the Commission meetings. Lorna Wells - is reapplying for the Planning Commission; felt the focus for the Commission is environmental concerns and externalities; brings to the commission an outside perspective beyond Andover and Minnesota having grown up in an urban/rural setting in Ohio; wants to continue - - ~. ~- 0·_- _ ..
