(612) 755-5100 SPECIAL JOINT CITY COUNCIL AND PARK AND RECREATION COMMISSION MEETING - MAY 15, 1997 MINUTES A Special Joint Meeting of the Andover City Council and Park and Recreation Commission was called to order by Mayor Jack McKelvey on May 15, 1997. 7:12 p.m. , at the Andover City Hall, 1685 Crosstown Hanson Boulevard NW, Andover, Minnesota. Councilmembers present: Dehn, Knight, Orttel Councilmember absent: Kunza Commissioners present: Chairperson O'Toole, Anderson, Barringer, Blackstad, Kieffer (arrived at 8:10 p.m.) Commissioners absent: Grabowski, Lindahl Also present: Public Works Superintendent, Frank Stone Assistant City Engineer, Todd Haas Others APPROVE ALLOCATION FUNDING SOURCB/IP95-24/COON CREEK BIKEWAY/WALKWAY TRAIL Chairperson O'Toole stated the Park and Recreation Commission has committed about $200,000 in park dedication funds for the construction of the Coon Creek trail. The Commission is asking that when TIF funds are available, that the park dedication fund be reimbursed. Councilmember Orttel stated he received a fax from the City Administrator today indicating TIF funds cannot be used for reimbursement purposes. They can only be used on existing projects, and the City does not have the funds available at this time. After further discussion, the Commission asked that the Council remain open to any funding that might be available to reimburse the park dedication fund for the construction of the Coon Creek trail. The Council suggested other possible sources of funding be explored as well, such as cyclers' associations, funding from recent Federal legislation, and other grants that may be available. DISCUSS POLICY/TRAILS AND SIDEWALKS/NEW DEVELOPMENTS Mr. Haas reviewed possible policy statements to consider regarding concrete sidewalks within new developments and bituminous pathways as either transportation systems or park related. He noted that of the surveys of residents that have been returned, the number one request is for trails and parks. If the trails are considered part of the transportation system, then Staff's position is that they should be paid for by the developer as part of the improvements of their plats. Th0 City of Fridley calls their trails a transportation system. Councilmember Knight asked the Commission to look at the possibility of substituting a trail dedication for park dedication on the plats. .. _. ".,..- . l'\ - ) Joint Andover City Council/Park and Recreation Commission Meeting Minutes - May 15, 1997 Page 2 (Discuss Policy/Trails and Sidewalks/New Developments, Continued) The Council also asked Mr. Haas to research other cities to see if they call their trail systems a transportation system and do the developers pay for that system as a part of the development. How do other citie3 fund the trail system and what are their policies? Mr. Haas stated he will research what other cities do and bring that information back to the Council and the Commission. DISCUSS IRRIGATION WELL/IP96-9/SUNSHINE PARK and WELL #6/IP95-12 Mr. Haas explained the City Council approved the location of Well #6 in the southern portion of Sunshine Park. Staff is also looking to see if the well could be used for the irrigation of Sunshine Park, bypassing the municipal treatment so untreated water would be used. Councilmember Dehn suggested the well be placed closer to Crosstown Boulevard. Mr. Stone explained the reason for the proposed location is that there is a watermain in the street of 148th Lane. Staff also stated the pine trees in that area would not be disturbed, nor should the pumphouse disturb the proposed picnic area. Restroom facilities are being considered, but the problem is the sewer line doesn't serve that portion of the property. The Council encouraged the dual use of the well for both municipal water and for irrigation if it can be done. They suggested the residents in the area be informed of the plans for the well and pumphouse and tha~ the Staff and Park Board work together on the project. Staff was also asked to look at the costs of using a by-pass system in Well #6 to irrigate Sunshine Park versus drilling a separate irrigation well. Mr. Haas stated the information will be brought to the Park Board before the City Council. DISCUSS PROPOSED LOCATION OF RECYCLING CENTER SEPTIC DUMP STATION Chairperson O'Toole explained the sewer dump station on the west side of Public Works will be moved to the east side along Tower Drive. The Park Board is concerned that about $1 million has been spent on the City Hall Park complex, and now a toilet is being put in front of it. Tower Drive is the main entrance to the park, the tennis courts, and the athletic fields, plus it is the main route between the elementary and middle schools. It is safety issue to have dump trucks in that vicinity with all of the children. The Recycling Center is a real mess and should be screened and controlled. It is an eye sore. Mr. Stone explained the trucks do not back up for the sewer dump station. The same driveway will be used as the current recycling center. The trucks will be pulling through 16-foot gates for which they will have a key to get in and out. Joint Andover Ci ty Council/Park and Recreation Commission Meeting Minutes - May 15, 1997 Page 3 (Discuss Proposed Location of Recycling Center Septic Dump Station, Continued) The discussion continued on whether the sewer dump station should be kept in the City Hall Complex or moved elsewhere. The argument for having it remain near the Public Works Building was that of security and the ability to monitor it. Mr. Stone stated other cities do not monitor their dump stations. They are fenced in with a pass key to enter anrt exi t. Coon Rapids has it in its commercial district. There is no other location to place it on the City Hall site, but Staff was comfortable with the location proposed previously on the corner of Andover Boulevard and Crosstown Boulevard. There is a 24-inch pewer pipe with a high flow in that area, which would work out well. (Commissioner Kieffer arrived at this time, 8:10 p.m.) Mr. Haas also pointed out that the nearest house from the Andover and Crosstown Boulevard location is about one-fourth mile away. An electronic monitoring system could be installed. The Council asked Staff to research the exact distance to the nearest residence and the cost for moving the septic dumping station to the Andover and Crosstown Boulevard location. Mr. Stone also stated the Recycling Building will be moved further north and will face south as suggested by the Park and Recreation Commission. An eight-foot fence will replace the six-foot fence. A wood fence will hide the material more, but he did not know if the funds would be available for a wood fence. He also felt that a monitoring camera will help eliminate the illegal dumping. In discussing the problem of illegal dumping at the recycling station, it was suggested that Staff look at the possibility of closing a gate to the entire park at 11 o'clock each night. There could still be access to the tennis courts from the City Hall parking lot. Mr. Stone stated they will look at ways to put a gate to the park. Mr. Haas also suggested that the 1998 budget include a sidewalk along Tower Drive. It is a safety issue, especially with the children walking between the schools along that road.
