SPECIAL CITY COUNCIL MEETING - JANUARY 21, 1997
MINUTES
A Special Meeting of the Andover City Council was called to order by
Mayor Jack McKelvey on January 21, 1997. 6:10 p.m., at Oak View Middle
School, 15400 Hanson Boulevard NW, Andover, Minnesota, to interview
applicants for the Planning and Zoning Commission.
Councilmembers present: Knight, Kunza, Orttel
Councilmember absent: Dehn
Also present: Community Development Director, Dave Carlberq

The following applicants were scheduled to be interviewed by the City
Council: Mike Gamache, Jon Hempel, Brian Barringer, Gary Magill, Don
Jacobson. Each was interviewed individually except Gary Magill, who did
not appear. The Council alternately asked questions of each applicant
regarding their opinion on the single most important planning issue
facing Andover in the next five years, the type of development the City
should actively pursue, their ability to attend scheduled meetings,
their opinion on the issue of non-conforming home-based businesses, and
their interest in serving on any other committee if not chosen for the
Planning Commission.
Mike Gamache - has lived in Andover for 12 years; has been active in the
community and politically; is concerned that the City stays on a good
course of growth and in dealing with the problems that arise; feels
there is a need for more commercial development to add to the tax base;
would like to see controlled growth so the development of a road system
can be done to handle the increased traffic; feels traffic management is
the biggest issue for the City right now; sees nothing that would
prevent him from making fair recommendations as a member of the
Commission; would be able to attend meetings; thinks the current
ordinance on home-based businesses is a good one and has no problem with
them as long as they aren't a problem for the residents; and would be
interested in serving on the Park and Recreation Commission since he has
been involved with the Andover Athletic Association and Andover
Baseball.
Jon Hempel - is a part owner of a construction management firm in
Minneapolis; moved to Andover three years ago; gained experience working
for the Minnesota State Senate while in college; feels the lack of
business is the most important problem facing the City; feels the City's
biggest asset is that fact that it is the farthest tier suburb; would
not have a problem attending the Commission meetings; feels the City
should pursue the development of the commercial park to increase jobs
and to spread the tax base; would look at each home-based business
individually and would consider it if it serves the community and is
sUPPQrted by the neighborhood; and prefers serving on the Planning
Commission but would be willing to serve on other committees to give
something back to the community.

Brian Barringer - has lived in Andover for three years; works for a
transportation company in sales; feels the City's biggest asset is the
mixture of urban and rural communities and the different types of living
arrangements; has no problem with attending the Planning Commission
meetings; feels the City needs to continue pursuing residential
development in a controlled way and to continue to develop its
industrial areas to help with the tax base; thought the City must decide
if it will continue the residential development at the speed at which it
is going and must decide how that affects the urban and rural areas;
feels the percentage of residential development must slow and that the
industrial park must be developed to support the tax base; would be
willing to serve on any other committee as he'd like to get involved to
have a say in what happens in this community; thought the City needs to
look at the issue of non-conforming businesses with the business owners
having an opportunity to present their side to the Council; and would
support home-based businesses as long as they don't adversely affect
property values.
Don Jacobson - wasn't in favor of the ordinance dealing with non-
conforming home-based businesses but will support it; would do his best
to attend all meetings; feels the development of the commercial park
needs to be a high priority to get a mix into the City; realizes
increased growth will have a fiscal impact which will require that the
financing be managed based on intelligent planning; feels the growth
issue and financial problems it brings is the single most important
planning issue facing Andover; feels the land in Andover that is not
developed is the City's greatest asset and that some environmental
amenities need to be preserved; and feels his strengths would best serve
the Planning Commission.
The selection of a Planning Commission member is to be made at the
regular meeting this evening. The special meeting was closed at 6:50
p.m.
