CITY of ANDOVER
Special City Council Meeting - August 19, 1997 -Minutes
A special meeting of the Andover City Council was called to order by Mayor
Jack McKelvey at 6:20 pm on Tuesday, August 19, 1997 at the Andover City Hall,
1685 Crosstown Boulevard NW, Andover, MN to interview applicants for the
Economic Development Authority.
Councilmembers Present: Dehn, Knight, Orttel (arrived at 6:45 pm)
Councilmembers Absent: Kunza
Also Present: City Administrator, Richard Fursman
Community Development Director, Dave Carlberg
The following applicants were scheduled to be interviewed by the City Council:
Robert Nowak, Bill Hupp and Gene Dudziak. The Council alternately asked
questions of each applicant regarding their background, offering financial
incentives to attract additional commercial and industrial enterprises, and what
types of commercial and industrial businesses the city should attempt to attract
and promote.
Robert Nowak - was on the Andover Economic Development Committee in the
past; retired after 38 years at Cargill where he was a controller; moved to
Andover in 1991 and would liketo see the city grow; has an economics
background; in Kansas was responsible for obtaining 5 million dollars in revenue
bond financing; is familiar with Tax Increment Financing; would like to see the
city attract restaurants, child care facilities, but not heavy industry; would be
available for meetings prior to the City Council meetings.
Bill Hupp - felt it's important to see that our city does well and that we get good
growth; has lived here for a long time so he has a vested interest in the
community; is now a Postmaster; previously worked in the bar business and real
estate; felt that financial incentives are absolutely necessary; Tax Increment
Financing is a good incentive to get the tax base up where it belongs; would like
the city to attract high quality businesses such as medical facilities; would be
available for meetings prior to the City Council meetings.
Gene Dudziak - purchased his property in Andover seven years ago and moved
here 2 years ago; would like to see the city grow into a thriving community; is
owner of a construction and remodeling firm; feels that financial incentives are
almost necessary to attract good businesses; is vaguely familiar with Tax

Increment Financing; would like the city to attract light industrial businesses, but
not something like a steel foundry or anything that would be a nuisance to the
residents; middle to upper tier restaurants would be acceptable; felt that the
north side of the Cities has been ignored for many years by businesses; would
also be available for meetings prior to the City Council meetings.
Council reviewed the candidates' qualifications and agreed that the Robert
Nowak and Bill Hupp should be appointed with Gene Dudziak being an
alternate. Selection will be made at the September 2,1997 City Council meeting.
The meeting closed at 7:00 pm.
