ANDOVER BOARD OF EQUALIZATION - APRIL 10, 1997
MINUTES
The Annual Board of Equalization held by the Andover City Council was
called to order by Mayor Jack McKelvey on April 10, 1997. 7:05 p.m., at
the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.

Mr. Sullivan reviewed the background of his purchase of this
property, it having been on the market with three different
realtors before he purchased it in 1985 for $8,700 less than the
market value. The market value on his property was never adjusted
to reflect that actual sale, and that valuation has increased
$34,800, about 38 percent, since he purchased it. It increased in
value from $124,000 to $133,500 from last year to this year. He
stated the house is very poorly insulated, and he has had to
reinsulate it twice. The roof was replaced, but it still leaks.
He showed a map of his property which indicated there are three
swamps on it. He has made no improvements to the property. .Mr.
Sullivan felt it is time the property ce lowered in valuation to
reflect the $8,700 error when he purchased it. He did not feel the"
property could be sold for that market value.
Mr. Leone stated he was not the assessor in 1985, as normally he
will come out to re-evaluate properties that sell below the
estimated market value. The reason for the increased valuation is
the increased property values, especially in the City of Andover.
The 10 acres are assessed at $52,300. That is comparable to the
sale of a six-acre parcel just up the road for $54,900. The
property is valued for only one building site. He did visit the
site in 1995, when he depreciated the value of the house by 10
percent because of the problems with insulation, the roof and a few
other items. In reviewing the specific information on the site, it
appeared that the calculations were accurate.
The assessors suggested someone else from their office can visit
the site for another evaluation, or Mr. Sullivan could hire a bank
appraiser for another opinion, or he could research what the
property is insured for to determine its value. After further
discussion, it was agreed that another assessor from the county's

office would visit the site to re-evaluate the market value. If
still not satisfied, Mr. Sullivan has retained his right to appeal
to the County Board.
MOTION by Kunza, Seconded by Dehn, to adjourn. Motion carried
unanimously. The Board of Review adjourned at 7:52 p.m.
