(612) 755-5100 SPECIAL MEETING OF THE ANDOVER CITY COUNCIL APRIL 6, 1995 - MINUTES An special meeting of the Andover City Council was called to order by Mayor Jack McKelvey on April 6, 1995, 7:39 p.m., at the Andover Fire Hall, Number One, Crosstown Boulevard NW, Andover, Minnesota. Present: Councilmembers Dehn, Jacobson, Knight and Kunza Also Present: Finance Director, Jean Nichols City Administrator, Richard Fursman Charlie Veiman DAVID Kroos BKPR NEW CITY HALL DISCUSSION: Mr..David Kroos from Boorman, Kroos, the Architect hired to do the space needs study for City Hall, presented a site plan for the proj ect. Comments were made as to the orientation of the building to the streets and the ball fields. Councilmember Knight and Mayor McKelvey indicated they did not want to see the building interfere with any of the ball fields. Councilmember Jacobson indicated that with a two million building being erected, that the main concern should be the building and not the ball fields. Next Mr. Kroos displayed the floor plan and explained the preliminary layout. Jacobson started a lengthy discussion on the appropriate size of the Council Chambers. He also suggested that a relatively private entrance/exit should be noted for the Council. Kroos indicated that in his experience, the Council Chamber was big enough, and that it is built to handle 90% of the meeting held at City Hall. Next Mr. Kroos described and presented an illustration of the second floor. Councilmember Dehn inquired about having enough space for the future. Mr. Fursman indicated that there were 37 work stations established in the plan, plenty for future growth. There was a question regarding the use of curves in the building as to the extra cost. Kroos indicated that there would be some extra cost, but materials are designed for curvature, and the extra cost would not amount to much. ~ There was additional discussion on materials fo be used, orientation to Hanson blvd., cost, and the use of TIF in parts of the building designed solely for the public. The Council decided to have a public open house before the school year let out. Mr. Fursman was instructed to prepare postcards to be mailed to each resident for an informational open house to be held May 1st and 4th from 7PM to 9PM. fY\~~an '1M" , - SPECIAL CITY COUl L APRIL 6, 1995 Page Two MOTION by Dehn, Seconded by Knight to adjourn.
